How to extract value from poverty? : an institutional ethnographic critique on the Community Redevelopment Agency of the City of Los Angeles (빈곤으로부터 가치 짜내는 방법 -로스앤젤레스 도시재개발국에 대한 제도민족지적 비판-)

  • An increasing number of cities employ rescaling strategies that not only construct metropolitan production network scaled down from national context, but also tune up new governance to effectively control local geographies of the city. In this context, urban redevelopment has emerged a key 'global' strategy to empower governmental institutions of the city, which not only eliminate such threatening spatial variables as deteriorated housing, working-class ghettos, and crime areas, but also increase and extract exchange value of those spaces. I view such practices a process of 'glurbanization'. This paper investigates how state/city government employs the discourse of urban re/development for 'inventing' poverty at an urban scale: how it institutionalizes the discourse for implementing concrete projects: and how urban institutional apparatus appropriate their discursive practices of redevelopment for their own ends in the city. By particularly focusing on the California Redevelopment Law and the Community Redevelopment Agency of the City of Los Angeles, this paper analyzes the ways in which the law and the agency extract value from what they define 'blight areas' by means of eminent domain and tax increment revenues. For empirical analysis I employ discourse analysis and institutional ethnography. I conclusively argue that the urban spaces stigmatized as 'blight areas' are increasingly entrapped by the urban redevelopment agency, which extracts increased exchange value from the areas and redirects it for supporting external investors, private developers, and the body of the agency itself.

COVID-19 Discourse and Social Welfare Intervention through Online News Big Data: Focusing on the Elderly Living Alone (온라인 뉴스 빅데이터를 통한 코로나 19 담론과 사회복지 개입방안: 독거노인을 중심으로)

  • The purpose of this study is to provide clues to social welfare policy making by revealing discourse on social intervention and response based on big data on elderly living alone in the COVID-19 situation. Keyword analysis, network analysis, and topic analysis were utilized to explore the ways in which news media have portrayed challenges facing older individuals and the ways in which the central and local government as well as private organization have responded to them. Results are as follows. First, networks(degree, closeness, betweenness) were formed around region, delivery, society, support, and vulnerability, suggesting an increased demand for economic assistance and social support as well as stronger service delivery systems. Second, key topics derived included "establishing public delivery systems", "establishing local networks", "Managing care gap", "Establishing a private economic support system", and "Establishing service organization system". Based on the research results, discourse on the organic role of government, communities and the private sector has been presented, suggesting policy and practical implications by proposing a discussion on how to intervene for elderly living alone in disaster situations such as COVID-19.

Development Discourse and Its Representation in Middle School Geography Textbooks (중학교 지리 교과서에 재현된 개발 담론 분석)

  • This study is to analyze the approaches of development discourse and its representation in geography curriculum and textbooks for middle school in Korea. The paper examines the spectrum of development discourse in terms of modernization theory, dependency theory, neoliberalism, grassroots development, sustainable development, postcolonism, post-structuralism and post-development. The findings on geography textbook analysis based on them are as follows. First, Most of the textbooks don't include the definition and operational definition on development and sustainable development. Second, development indicators rely on normal economic indicators like GDP or GNI per capita. HDI that includes GDP per capita, level of education and life expectancy is treated in some of the textbooks, and gender index is never presented. Third, a textbook still uses biased terms such as developed and most developed countries instead of developing countries. Fourth, in plans to solve economic unequality and geographical problems, personal level is treated less than the global, nation and NGOs. Finally, statements on sustainable development contain only intergenerational equity, not intergenerational equity. And approaches on sustainable development are based on technocentric approaches more than ecocentric approaches. Thus geography textbooks should be carefully written on development discourse by authors.

Analysis of Changes in Discourse of Major Media on Park Issues - Focusing on Newspaper Articles Published from 1995 to 2019 - (공원 이슈에 대한 주요 언론의 담론변화분석 - 1995년부터 2019년까지 신문 기사를 중심으로 -)

  • Parks became essential to people after the introduction of modern parks in Korea. Following mayoral elections by popular vote, issues surrounding parks, such as the creation of parks, have arisen and have been publicized by the media, allowing for the formation of discourse. Accordingly, this study conducted a topic analysis by collecting news articles from major media outlets in Korea that addressed issues related to parks since 1995, after the introduction of mayoral elections by popular vote, and analyzed changes over time in the discourse on parks through semantic network analysis. As a result of a Latent Dirichlet allocation topic modeling analysis, the following five topics were classified: urban park expansion (Topic 1), historical and cultural parks (Topic 2), use programs (Topic 3), zoo event (Topic 4), and conflicts in the park creation process (Topic 5). The park-related discourse addressed by the media is as follows. First, the creation process and conflicts regarding the quantitative expansion of parks are treated as the central discourse. Second, the names of parks appear as keywords every time a new park is created, and they are mentioned continuously from then on, thereby playing an important role in the formation of discourse. Third, 'residents' form discourse about the public nature of the park as the principal agent in park-related media. This study has significance in that it examines how parks are interpreted and how discourse is formed and changed by the media. It is expected that discourse on parks will be addressed from various perspectives in further research focusing on other media, such as regional and specialized magazines.

A Study on the Content Development of Regional Learning in Social Studies (社會科에서 地城學習 內容構成의 寶際에 관한 脚究 -連山地方을 사례로 한 내용구성의 scope와 sequence -)

  • In this article, I intended to develop the contents of regional learning in social studies and in geography education. In achieving the goal of regional teaming, we have to investigate three facets, i .e. theoretical, organizational, and practical facet. In particular, practical facet is very important one in that it is directly related to content development. As the criteria of content constitution, I proposed two elements, 'historical-geographical landscape'and 'region-related discourse' which are pertinent to the case region, Yonsan in Chungcheongnam-do, Korea. And then, on the basis of disciplinary results in geography, I developed the scope and sequence of contents by utilizing three lagers of space which are 'habitat space', 'social space', and 'power space', three geographical concepts of 'site→symbolic landscape→territoriality', and three spatial scales of 'local→inter-local →regional one'correspondingly.

Analysis on Policy Discourse of Female Traditional Musician in Joseon Era (문화정책 관점에서의 조선시대 여악에 대한 담론 연구)

  • Korean traditional women artists are placed in dual suffering from unequal rights in terms of gender and misrecognition endowed by historical legacy. There has been no clear cut definition but interchangeable adoption of various terms such as Yeo-ak, Yeo-gi, and Gisaeng even in the study of music theory and history itself. Study on female musician has been mostly performed on the basis of music theory and history so that one sided discourse on female traditional artist has survived and aggravated its connotation during the colonial ages and modernization. Envisioning traditional female artist as instrumentalizing their body and status as artist resulted in crucifying victims of sexual harassment is one recent example. This study is an attempt to collect knowledge on the various layers of discourse about the status and role of female traditional artist. This is a first stage of analysis covering the period Joseon dynasty where original and official records regarding female traditional artists remains until today. The findings are that policy discourse are to be classified as politico-ideological layer, music theoretical layer, and socio-political layer. It is to be clarified in the future which layer has the most sustaining influence to the present and why.

The Contribution of Place Marketing to Regional Development -A Case Study on Koyang, Kyongki-Do- (장소 마케팅을 통한 지역 활성화에 관한 연구 -고양시를 사례로-)

  • 세계화는 각 도시들이 살아남기 위해 경쟁하지 않으면 안되도록 하였고, 이러한 담론 속에서 장소는 정말로 '상품화'되고, '소비'되며, '광고'될 뿐만 아니라 '판매'되는 대상으로 간주되었다. 새로운 도시성장전략으로서의 장소 마케팅이란 공공·민간 주체들이 기업가와 관광객 심지어 그 장소의 주민들에게 매력적인 곳이 되도록 하기 위해 주로 문화적인 전략을 통해서 지역의 이미지를 제고시키고 지역의 경제 활성화를 꾀하는 다양한 방식의 노력들이라고 할 수 있다. 고양시는 지역에 특화된 화훼산업을 기반으로 한 꽃 전시회라는 지역의 작은 행사를 '고양 세계 꽃 박람회'라는 장소 마케팅으로 발전시켰다. 이것은 지역 이미지 제고, 지역정체성과 시민단합에 매우 긍정적인 영향을 미쳤으며, 지역경제 활성화의 측면에서는 화훼업의 특성상 국내의 전반적인 경기침체와 같은 이상 변수로 직접적인 효과는 뚜렷이 나타나지 않았으나 장기적인 관점에서 경제적 효과가 커질 것으로 예상된다. 고양시의 사례 연구는 서구에서 발전한 장소 마케팅이 우리 나라에서도 적용될 수 있는 가능성을 보여주었다.
