Comparative Analysis of Community Health Practitioner's Activities and Primary Health Post Management Before and After Officialization of Community Health practitioner (보건진료원의 정규직화 전과 후의 보건진료원 활동 및 보건진료소 관리운영체계의 비교 분석)

  • To provide better health care services to the rural population, the government has made the Community Health Practitioner(CHP) a regular government official from April 1, 1992. This study was carried out to study the impact of officialization of CHP on the activities and management system of Primary Health Post(PHP). Fifty PHPs were selected by two stage sampling, cluster and simple random, from 595 PHPs in Kyungnam and Kyungpook provinces. Data were collected by a personal interview with CHPs and review of records and reports kept in the PHPs. The study was done for the periods of January 1-March 31, 1992 (before officialization) and January 1-March 31, 1993 (after officialization). Ninety-six percent of the CHPs wanted to become a regular government official in the hope of better job security and higher salary. The proportion of CHPs who were proud of their iob was increased from 24% to 46% after officialization. Those CHPs who felt insecure for their job decreased from 30% to 10%. Monthly salary was increased by 34% from 802,600 Won to 1,076,000 Won and 90% of the CHPs were satisfied with their salary, also more CHPs responded that they have autonomy in their work planning, implementation of plan, management of the post, and evaluation of their activity. There were no appreciable changes in such CHPs' activities as assessment of local health resources, drawing map for the catchment area, utilization of community organization, grasping the current population structure in the catchment area, keeping the family health records, individual and group health education, and school health service. However, the number of home visits was increased from 13.6 times on the average per month per CHP to 27.5 times. More mothers and children were referred to other medical facilities for the immunization and family planning services. Average number of patients of hypertension, cancer, and diabetes in three months period was decreased from 12.7 to 11.6, from 1.5 to 1.2, and 4.3 to 3.4, respectively. Records for the patient care, drug management, and equipment were well kept but not for other records. The level of record keeping was not changed after officialization. The proportion of PHPs which had support from the health center was increased for drug supply from 14.0% to 30.0%, for consumable commodities from 22.0% to 52.0%, for maintenance of PHP from 54.0% to 68.0%, for supply of health education materials from 34.0% to 44.0%, and supply of equipment from 54.0% to 58.0%. Total monthly revenue of a PHP was increased by about 50,000 Won; increased by 22,000 Won in patient care and 34,700 Won in the government subsidy but decreased in the membership due and donation. However, there was no remarkable changes in the expenditure. The proportion of PHPs which had received official notes from the health center for the purpose of guidance and supervision of the CHPs was increased from 20% to 38% during three months period and the average number of telephone call for supervision from the health center per PHP was increased from 1.8 to 2.1 times(p<0.01). However, the proportion of PHPs that had supervisory visit and conference was reduced from 79% to 62%, and from 88% to 74%, respectively. The proportion of CHPs who maintained a cooperative relationship with Myun Health Workers was reduced from 42% to 36%, that with the director of health center from 46% to 24%, that with the chief of public health administration section from 56% to 36%, and that with the chairman of PHP management council from 62% to 38%. Most of the CHPs (92% before and 82% after officialization) stated that the PHP management council is not helpful for the PHP. CHPs who considered the PHP management council unnecessary increased from 4% to 16%(p<0.05). Suggestions made by the CHPs for the improvement of CHP program included emphasis on health education, assurance of autonomy for PHP management, increase of the kind of drugs that can be dispensed by CHPs, and appointment of an experienced CHP in the health center as the supervisor of CHPs. The results of this study revealed that the role and function of CHPs as reflected in their activities have not been changed after officialization. However, satisfaction in job security and salary was improved as well as the autonomy. Support of health center to the PHP was improved but more official notes were sent to the PHPs which required the CHPs more paper works. Number of telephone calls for supervision was increased but there was little administrative and technical guidance for the CHP activities.

  • This paper analyzed the qualitative evaluation indicators of the SYSTEM sector of the LINC program, which aimed at strengthening ability of regional universities through the activities of industry-academia cooperation (IAC). By using interview data and the program reports of universities, this research explored the problems of the indicators and suggested improvement measures which could lead to performance creativity. According to research results, in university system reform for activating IAC, some improvements are required as follows: limiting excessive expansion of IAC-friendly faculty evaluation; and evaluating soft aspects in the reform of academic affairs. In relation to strengthening of ability of the IAC organization, the indicators need to be amended as follows: enhancing the role of channel of IAC Foundation; strengthening the function of planning team of the IAC Foundation; and inducing development of own model of universities for IAC. As regards expansion of IAC infrastructure, it is necessary to enlarge the manpower who can develop programs of the support center in the foundation and to secure of operators for effective operation of joint-using equipments. Therefore, the indicators are required to be upgraded, considering these improvement direction.

  • Estuaries have been used competitively and exploited for the past decades in Korea. To preserve the environment of the estuaries from the integrated perspective, new policies have started to change such exploitative development in 2000s. Due to the poor knowledge-base, however, there has been a lack of support system which enables to execute such policies effectively. The present study was conducted to figure out the limits of the estuarine management research projects in Korea, which is being performed to overcome these limitations. It was studied through Gap Analysis between domestic and foreign advanced practices as well as Analytical Hierarchy Process on expert survey in terms of the three aspects: how well the estuarine management research projects in Korea meets the demands of policy making and administration; raises the awareness of citizens about the merit of environmental preservation; and establishes knowledge-based support system. This project turned out to reflect adequately the development of programs for building estuarine management systems. But consideration of other ministries was relatively scarce. But the contents which directly support community-based activities and educational programs to improve citizens' awareness were judged to be insufficient. According to the results of Gap Analysis, research about the structure and function of estuarine ecosystems, which can support to develop policy alternatives in detail, was relatively more necessary. Therefore, to support estuarine policy management effectively, the development of a realistic plan, which can overcome fundamental issues inherent in the Korean environmental management system and the limitation of the estuarine management research projects in Korea itself, is needed.

  • 최근에 경험적 지식을 체계화하는 방법으로 사례기반추론(CBR: Case Based Reasoning) 및 규칙기반추론(RBR: Rule Based Reasoning)이 여러 분야에서 이용되고 있다. CBR과 RBR이 각각 활용되기도 하지만 문제 해결의 정확성을 높이기 위해 복합된 형태로 사용되기도 하고, 흑은 효과적으로 문제를 해결하기 위해 문제 해결 단계별로 각각 사용되기도 한다 또한 데이터에서 지식을 추출하기 위한 세부 알고리즘으로는 인공지능과 통계적 분석기법 등이 활발하게 연구 및 적용되고 있다. 본 연구는 모니터의 핵심 부품인 섀도우마스크(Shadow Mask)를 개발하는데 있어 도면 협의부터 설계가지의 과정에 CBR과 RBR을 활용하고 발생되는 데이터를 이용하여 진화(Evolution)하는 지식기반시스템(Knowledge Based System)으로 구축하는 것을 목적으로 하고 있다. 특히 도면 협의시 인터넷상에 웹서버 시스템을 통하여 규격 (User Spec.)을 생성하고 이를 이용하여 자동으로 도면이 설계되도록 하고 저장된 사례들을 공유할 수 있도록 하여 도면 검토 시간이 단축되고 검토의 정확성을 기할 수 있어 실패비용을 감소시켰다. 그리고 실제 설계시 CBR과 RBR을 활용하여 자동설계를 할 수 있게 하였고 현장에서 발생되는 데이터를 지식화하여 유사사례 설계가 가능하도록 하였다. 지식기반시스템은 신속한 도면 검토가 가능하므로 인원 활용이 극대화되고, 섀도우 마스크 설계자와 마스터 패턴 설계자 사이의 원활한 의사소통을 통해 고객과의 신뢰성 확보와 신인도 향상을 기대할 수 있는 효과가 있다. 그리고 고급설계자에게만 의지되어온 것을 어느 정도 해결할 수 있고, 신입설계자에게는 훌륭한 교육시스템이 될 수 있다.한 도구임을 입증하였다는 점에서 큰 의의를 갖는다고 하겠다.운 선용품 판매 및 관련 정보 제공 등 해운 거래를 위한 종합적인 서비스가 제공되어야 한다. 이를 위해, 본문에서는 e-Marketplace의 효율적인 연계 방안에 대해 해운 관련 업종별로 제시하고 있다. 리스트 제공형, 중개형, 협력형, 보완형, 정보 연계형 등이 있는데, 이는 해운 분야에서 사이버 해운 거래가 가지는 문제점들을 보완하고 업종간 협업체제를 이루어 원활한 거래를 유도할 것이다. 그리하여 우리나라가 동북아 지역뿐만 아니라 세계적인 해운 국가 및 물류 ·정보 중심지로 성장할 수 있는 여건을 구축하는데 기여할 것이다. 나타내었다.약 1주일간의 포르말린 고정이 끝난 소장 및 대장을 부위별, 별 종양개수 및 분포를 자동영상분석기(Kontron Co. Ltd., Germany)로 분석하였다. 체의 변화, 장기무게, 사료소비량 및 마리당 종양의 개수에 대한 통계학적 유의성 검증을 위하여 Duncan's t-test로 통계처리 하였고, 종양 발생빈도에 대하여는 Likelihood ration Chi-square test로 유의성을 검증하였다. C57BL/6J-Apc$^{min/+}$계 수컷 이형접합체 형질전환 마우스에 AIN-76A 정제사료만을 투여한 대조군의 대장선종의 발생률은 84%(Group 3; 21/25례)로써 I3C 100ppm 및 300ppm을 투여한 경우에 있어서는 각군 모두 60%(Group 1; 12/20 례, Group 2; 15/25 례)로 감소하는 경향을 나타내었다. 대장선종의 마리당 발생개수에 있어서는 C57BL/6J-Apc$^{min/+}$계 수컷 이형접합체 형질전환 마우스에 AIN-76A 정제사료만을 투여한

  • 본 논문에서는 출입국자 관리의 효율성과 체계적인 출입국 관리를 위하여 여권 코드를 자동으로 인식하는 방법을 제안한다. 여권 이미지는 기울어진 상태로 스캔 되어 획득되어질 수도 있으므로 기울기 보정은 문자 분할 및 인식에 있어 매우 중요하다. 따라서 본 논문에서는 여권 영상을 스미어링한 후, 추출된 문자열 중에서 가장 긴 문자열을 선택하고 이 문자열의 좌측과 우측 부분의 두께 중심을 연결하는 직선과 수평선과의 기울기를 이용하여 여권 영상에 대한 각도 보정을 수행한다. 여권 코드 추출은 소벨 연산자와 수평 스미어링, 8방향 윤관선 추적 알고리즘을 적용하여 여권 코드의 문자열 영역을 추출하고, 추출된 여권 코드 문자열 영역에 대해 반복 이진화 방법을 적용하여 코드의 문자열 영역을 이진화 한다, 이진화된 문자열 영역에 대해 여권 코드의 인식율을 높이기 위하여 잡영 가지 제거 알고리즘을 적용하여 개별 문자의 잡영을 제거한 후에 개별 코드를 추출하며, CDM 마스크를 적용하여 추출된 개별코드를 복원한다. 추출된 개별코드는 개선된 퍼지 ART 알고리즘을 제안하여 인식에 적용한다. 실제 여권 영상을 대상으로 실험한 결과, CDM 마스크를 이용하여 추출된 개별 코드를 개선된 퍼지 ART 알고리즘을 적용하여 인식한 방법보다 잡영 제거 알고리즘과 CDM 마스크를 적용하여 개선된 퍼지 ART 알고리즘으로 개별 코드를 인식하는 것이 효율적인 것을 확인하였다. 그리고 기존의 퍼지 ART 알고리즘을 이용하여 개별 코드를 인식하는 경우보다 본 논문에서 제안한 개선된 퍼지 ART 알고리즘을 이용하여 개별 코드를 인식하는 경우가 서로 다른 패턴들이 같은 클러스터로 분류되지 않아 인식 성능이 개선되었다.생산하고 있다. 또한 이러한 자료를 바탕으로 지역통계 수요에 즉각 대처할 수 있다. 더 나아가 이와 같은 통계는 전 국민에 대한 패널자료이기 때문에 통계적 활용의 범위가 방대하다. 특히 개인, 가구, 사업체 등 사회 활동의 주체들이 어떻게 변화하는지를 추적할 수 있는 자료를 생산함으로써 다양한 인과적 통계분석을 할 수 있다. 행정자료를 활용한 인구센서스의 이러한 특징은 국가의 교육정책, 노동정책, 복지정책 등 다양한 정책을 정확한 자료를 근거로 수립할 수 있는 기반을 제공한다(Gaasemyr, 1999). 이와 더불어 행정자료 기반의 인구센서스는 비용이 적게 드는 장점이 있다. 예를 들어 덴마크나 핀란드에서는 조사로 자료를 생산하던 때의 1/20 정도 비용으로 행정자료로 인구센서스의 모든 자료를 생산하고 있다. 특히, 최근 모든 행정자료들이 정보통신기술에 의해 데이터베이스 형태로 바뀌고, 인터넷을 근간으로 한 컴퓨터네트워크가 발달함에 따라 각 부처별로 행정을 위해 축적한 자료를 정보통신기술로 연계${cdot}$통합하면 막대한 조사비용을 들이지 않더라도 인구센서스자료를 적은 비용으로 생산할 수 있는 근간이 마련되었다. 이렇듯 행정자료 기반의 인구센서스가 많은 장점을 가졌지만, 그렇다고 모든 국가가 당장 행정자료로 인구센서스를 대체할 수 있는 것은 아니다. 행정자료로 인구센서스통계를 생산하기 위해서는 각 행정부서별로 사용하는 행정자료들을 연계${cdot}$통합할 수 있도록 국가사회전반에 걸쳐 행정 체제가 갖추어져야 하기 때문이다. 특히 모든 국민 개개인에 관한 기본정보, 개인들이 거주하며 생활하는 단위인 개별 주거단위에 관한 정보가 행정부에 등록되어

Development of Health Promotion Program through IUHPE - Possibilities of collaboration in East Asia - (IUHPE를 통한 건강 증진 프로그램의 발달-동아시아권의 공동연구의 가능성-)

  • This paper considers the possibilities of health promotion from the following perspectives; (1) IUHPE, (2) socio-cultural similarities, (3) action research, and (4) learning from our past. 1. The IUHPE values decentralized activities through regions, and countries such as Japan, Korea, Hong Kong, Taiwan and China belong to NPWP region. Since IUHPE World Conference was held in Japan in 1995, Japan used to occupy more than 60% of NPWP membership. After 2001, membership is increasing rapidly in Chinese speaking sub-region. The transnational collaboration is still in its beginning phase. 2. Confucianism is one of key points. Confucian tradition should not be seen only as obstacles but as advantages to seek a form of health promotion more acceptable in East Asia. 3. Within the new public health framework, people are expected to create and live their health. However, especially in Japan, the tendency of 'lacking of face-to-face explicit interactions' is still common at health-promotion settings as well as academic settings. Therefore, the author tried participatory approaches such as asking WlFY (interactive questions designed for subjects to review their daily life and environment) and as introducing round table interactions. So far, majority of participants welcome new trials. 4. The following social phenomena are comparatively discussed after Japanese invasion and occupation of Korea ended in 1945; ·status of oriental medicine, ·separation of dispensary services, and ·health promotion specialist as a national license. In contrast to Japanese' tendency of maintaining the status quo and postponing of substantial social change, trend toward rapid and dynamic social changes are more commonly observed in Korea. Although all of above possibilities are still in their beginning stages, they are going to offer interesting directions waiting for further challenges and accompanying researches.

The Effects of Emotional Perception on Major Satisfaction among Students at the Department of Dental Hygiene (치위생과 학생의 정서적 인식이 전공만족도에 미치는 영향)

  • This study aimed to measure such features of emotional responses perceived by students as learning climate, department living stress, and perceived helplessness to analyze their effects on major satisfaction among students at the department of dental hygiene; to do this, a survey was conducted with 431 students, regardless of college year, who were at the department of dental hygiene in four colleges in Gyeonggi Province, Daejeon, and Chungcheong Province. An existing emotion scale which went through the generalization process was used to draw a multiple model in the combination form in order to collect emotional factors affecting college students' satisfaction with their major, which had existed as a hypothetical proposition, and make overall interpretation of relevance through the explainable, predictable modeling process by measuring emotional factors and phenomenal description of the level of general perception. The results showed that major satisfaction was very significantly affected by emotional features among students at the department of dental hygiene, which needs to be treated as an important factor to enhance expertise related to major learning and improve students' living.

  • This study overseas compatriots in the North during the propagation and development of dance patterns and was going to be based, people living outside of the dance culture as a group of overseas Koreans, especially dance culture of Koreans in Japan, China are interested in and thought about the necessity of the study. Issues discussed in the literature of research results, autonomous community of Koreans in Japan ethnic Koreans and Chinese dance culture dance Choi Seung-hee starting point common was, two ethnic groups, directly or indirectly from the Choi Seung-hee learn to dance or have received specialized training to work, compiled by Choi Seung-hee Korea on the basis of basic dance training was learning the dance.   • A highly sophisticated expertise and systematic and integrated management of security operation are essential for a crowded stadium. a special object of security guarding. Nonetheless, the recent incident in a singing concert hall reveals the overall problem like the lacking safety management system. lacking deployment of professional security personnel, absence of safety manuals and safety measures, as well as the lack of professionalism of private sector security companies. In this study, we presented three categories that needed improvement, like the legal and institutional improvement, improvement of policy and improvement of operation which are required to set up the model to operate the optimal private sector security duties. For the revision of law and institution for a better and more desirable method, we discussed the revision of related laws and regulations pursuant to the security operation at places where events are held, including the revision of law on security guarding work, regulation on common housing management, uniformity of security guarding, and law on performance. For the improvement of policies, we discussed the introduction of security consultants, strengthening the security instructor system, expansion of relevant organizations, establishment of mutual cooperation, privatization of profitable events, improvement of awareness about the security activities provided by private sector, policy for the professionalism of private security operation, expansion of security exhibition and seminar. For the improvement of operation. we discussed professional security techniques. such as the technique of security consulting, the application of CPTED technique, the technique for the integration of system, the method of operation, the establishment of a system to support public security operations and volunteers, establishment of a manual for security guarding performance, modernization and high tech-oriented equipment, organization of security guarding entity in which the industry, academic society and government participates together.

  • In the radical char]go of the business environments that the existing facilities can not guarantee the business-frosts anymore, enterprises have been importing ERP system. In Korea, Sam-sung Electronics did it for the first tin in the latter half of 1994 and other enterprises succeeded. Currently, government and public enterprises as well as most of the large enterprises are employing ERP system to sharpen the competitiveness and to win the business transparency. On the other hand, it is harder for small and medium enterprises shaded by the large enterprises to be well-equipped with information system such as ERP, because they have already suffered from chronic financial difficulties and shortage of many resources. Most of all, they prefer the short-term project that does not need much tine for them to make decisions and to carry out fully. Grounded on the above factors, in this work, I suggest the suitable ERP model for the small and medium enterprises and the successful importing process of ERP, which is derived from the previous researches made by other masters' thesis.
