  • This study analyzes the necessity of integrated innovation policy for post catch-up innovation. The integrated innovation policy solidifies its position as an infrastructure innovation policy which forms the foundation of all kinds of policies. The Korean government is currently under the pressure of planning technologies and policies that do not allow any easy imitation or copy of other advanced countries, which in turn reveals various limits of the existing policy framework. Integrated innovation policy for post catch-up innovation involves a continual process demanding changes in political, organizational and procedural activities. To ensure long-term and cross-sectoral innovation policy, overall changes and improvements in policy and its implementation are needed in terms of political commitments, governance systems, policy instruments and monitoring, and evaluation systems.

A Content Analysis on the S&T Comprehensive Plans in Korea: Focusing on Five-Year Plans (한국의 과학기술종합계획에 관한 내용분석 : 5개년 계획을 중심으로)

  • This paper attempted a content analysis on the S&T comprehensive plans in Korea focusing on five-year plans. They include twelve plans from the 1st five-year plan for technological promotion($1962{\sim}1966$) to S&T basic plan in participatory government($2003{\sim}2007$). The result of content analysis on such plans was explained according to policy environments, formative system, policy goals, policy scopes, and policy subjects. In the case of policy subjects, this paper reconstructed nine policy categories such as national strategic technology development, S&T investment, S&T manpower, basic science research, private technology development, international S&T cooperation, regional S&T innovation, S&T infrastructure, and S&T culture. In conclusion, this paper proposed future directions for the making of S&T comprehensive plans in Korea.

An Exploratory Study on the Experts' Perception of Science Curriculum Localization Policy: Focus on the Revision of the Arrangement and Implementation Guideline and the Achievement Standard of Curriculum (과학과 교육과정 지역화 정책에 대한 전문가 인식 탐색 -교육과정 편성·운영 지침 및 성취기준 개정을 중심으로-)

  • The curriculum localization policy is closely related to the decentralization and autonomy policy, which is a direction of the 2022 revised curriculum. In particular, considering the continuously expanding and changing environment and contents in science education, the localization of the science curriculum has the advantage of advancing to expertise through diversity. In this paper, through experts' perception of the science curriculum localization policy, the implications of the curriculum revision were confirmed, focusing on 'MPOE(Metropolitan and Provincial Offices of Education) curriculum arrangement and implementation guidelines(hereinafter referred to as 'guidelines')' and the achievement standards revision of science curriculum. In conclusion, study participants considered that the possibility of expanding the localization of the curriculum was high due to the unique characteristics of science practices. And they recognized the level of localization at the 'district office of education or village'-level between MPOE-level and school-level. When localization reaches the school-level in the future, it was considered necessary to discuss linkage with teacher policies such as teacher's competency, noting that the level of teachers could become the level of localization. In addition, there was a common perception that in order for the science 'guidelines' to be localized, 17 MPOE must be given the authority to autonomously organize some achievement standards in parallel. It was considered that 'restructuring or slimming of achievement standards' should precede localization of achievement standards in connection with this. On the other hand, it was predicted that the curriculum localization policy would enhance the aspect of diversification and autonomy of the science curriculum, and the establishment of achievement standards was directly related to evaluation, so it recognized the need to refine policies such as new description for evaluation clause in future science 'guidelines'. Finally, considering science and characteristics, it was mentioned that it is necessary to specify regional intensive science education policies in the 'guidelines' themselves beyond the localization of teaching materials.

Competitiveness Index of Regional Economy and the Characteristics of Regional Growth in Knowledge Economy: The Case of SCI(State Competitiveness Index) (지식기반경제에 있어 지역경제의 경쟁력 지표와 지역성장의 특성: 미국의 SCI사례를 중심으로)

  • This paper analyzed the effects the regional competitiveness index on the characteristics of the regional growth. This study divides the regions in the US based on the static and dynamic standard of income for the characteristics of the regional growth. The results of the analysis are as follows. First some regions such as Alaska, Connecticut, Maryland, Massachusetts, Virginia, Washington and Wyoming have higher levels of SCI and both the rate of growth and per capita income than the national average. These are considered prosperous regions based on their high level of SCI. Second, in regards to the relation between the income level and regional competitiveness index for the regional growth, the variables such as human resource, science technology, business incubation, openness, safety and environmental policy are significant. Third, infrastructure, human resource, science technology and openness are the significant variables concerning the relation between the rate of income growth and regional competitiveness index for the regional growth.

Improvement Directions of Regional Science and Technology Policies in the Context of Creative Economy Paradigm: the case of Daegu and Gyungbuk regions (창조경제 패러다임에서의 지방과학기술정책의 개선방향: 대구.경북의 사례를 중심으로)

  • This research addressed improvement directions and problems of regional science and technology(S&T) policies in Daegu and Gyungbuk regions in terms of 'Creative Economy' which was a new paradigm of Park Gunhye Government. Creative Economy stressed the construction of an ecosystem in regional research and development activities, and thus it was deeply associated with building a regional innovation system(RIS). There were several problems to strengthen RIS with regional S&T policies of the regions as follows: limits in meeting regional needs due to excessive attraction of central government's projects into regions; the high ratio of programs for future basic research potentials; the lack of programs assessing and coordinating the policies; and the lack of experiences and expenditure of research institutes and firm supporting organizations. Due to these problems, the role of the policies in building RIS did not seem to be effective. Therefore, the policies need to be improved through the following measures: the expansion of regional own policies focusing regional needs; the enhancement of policy coordination by shifting to systematic approach; the expansion of soft supporting programs for constructing innovation systems; and the enhancement of stability and ability of research institutes and firm supporting organizations.
