  • Germany is trying to establish 'Metropolregionen' (metropolitan regions) through new regional development policies, in an effort to develop mega economic regions. The paper aims to analyze backgrounds and strategies for developing the 'Metropolregionen' in Germany and to examine policy implications. This research could help finding appropriate regional policies to develop the mega economic regions in Korea.

Development Policy of Macro-Economic Region in Korea : Review and Prospect (우리나라 광역경제권 정책의 추진현황과 발전과제)

  • Since 2008 the administration of the President Lee Myung-bak is pursuing a new regional policy which differentiates from that of the last administration. It focuses on the maximizing the growth potential of the national territory and suggests the three-tiered regional development system. The paper aims to review the main contents and characteristics of the macro-economic region policy as a representative strategy in a new regional development policy and examine its achievements and the future tasks. Although it is limited to evaluate the accomplishments of the macro-economic region policy due to the short period of time (3 years), it has been successfully recognized that it would be more competitive if regional governments are supporting and connecting each other with neighboring regional governments. In addition, investments to each macro-economic region continue vigorously as planned. In order for the policy to be more successful in the future, however, it is necessary to substantially expand the development project, to systematically construct the governance structure, and to effectively process the industrial plans.

Comparative study of the Regional Economic Power of the Korean 5+2 Mega-regional Economic Zones (5+2광역경제권의 지역경제력 비교연구)

  • This paper as basic work on the regional economic policy of Korean government considers economic conditions and fundamentals of the cold started 5+2 mega-regional economic zones and makes a comparative study of regional economic power of national mega-regional economic zones based on the established economic indicator. Therefore, this study aims to consider henceforward policy direction of the mega-regional economic zone and the validity of the regional economic policy, which promote autonomous mega-regional economic zone in dimension to secure the global competitiveness. According to the comparison result of regional economic power index, the capital area had absolute superiority, while Gangwon, Honam and Jeju areas were relatively weak. Since the given regional conditions are dissimilar, the government must consider regional characteristics and economic fundamentals carefully, as they push henceforth regional development policy for the mega-regional economic zone. What is more, the government should promote a balance of the regional development, through to maintain demand-based policy and demand-pull policy flexibly, which are based on demand analysis, as well as unequal quota budget and policy for regions, which are relatively falling behind in terms of development and income.

  • Due to the rapid progress of globalization, fierce international competition, a declining population, low birth rate and aging population, deficit in a difficult situation at home and abroad, Japan's local governments expand internal and external alliances and partnerships to maximize the economic benefits to the region seeking to enable in the region have efficient allocation of human and material resources through industry support, funding, and administrative efficiency for the purpose of speeding up the formation of a mega regional economies. Union of Kansai Government implements, especially in the wide area of industrial clusters, economic policy need to comprehensive planning and growth strategy such as adjusting the growth strategy attempts to promote the local economy and to enable investment planning and coordination within the current mega regions, These roles are further improving and upgrading their importance of mega regional phase in Japan's regional economic policy.

Delineation of Functional Economic Areas in Korea based on Inter-firm Transaction Networks (기업 간 거래망에 기초한 기능적 경제권의 설정)

  • The study aims to identify economic interdependencies between regions and define functional economic areas of Korea by analyzing inter-firm transaction networks. Previous research has relied on pre-given administrative boundaries or cultural homogeneity and used data such as commuting, population movement, and cargo flows which could not fully explain economic activities. To overcome the limitations, this study applies a community detection method to inter-firm transaction networks derived from the CRETOP+ database of Korean corporate data. The novel dataset and the network analysis enables us to identify Korea's functional economic areas based on actual inter-firm linkages. The result shows that there are six to seven economic blocs in the networks as of 2018. In particular, one huge economic bloc is formed integrating the Seoul metropolitan area, Chungcheong, and Gangwon provinces. Meanwhile, North Jeolla and South Jeolla provinces form two economic blocs separately rather than being tied up in one bloc due to the low frequency of transactions between each other. The two big economic blocs of Daegu-Gyeongbuk and Busan-Gyeongnam exist, and interestingly, Ulsan, Gyeongju, and Pohang form a separate middle-sized bloc across the administrative boundaries. The results reveal that the future balanced national development policies should be implemented based on functional economic areas derived from empirical data.

A Study on Beijing-Tianjin-Hebei Integration Strategy of China (중국 징진지(京津冀) 일체화전략의 현황과 과제)

  • Recently China's economy has been entered a new normal state with mid-speed growth. Along with the new normal state, Chinese government presented new development strategies. Among them, Beijing-Tianjin-Hebei Integration Strategy(BTH) has become the primary policy on the list of national economic development plan, and the BTH is expected to be the new model of regional development in China. With this background, this article firstly explains the concept and development process of the BTH, secondly presents the state of regional economies, lastly introduces some challenges ahead in the process of the BTH. The challenges, including industry structure adjustment problem, poverty belt in Hebei, environment problem and the distribution of functions of Beijing as a capital, are difficult to solve in a short period. It is needed more cooperative measures between central and local governments to cope with the challenges.
