The european union used the regional policy for a compensation for a economic loss of the underdeveloped member countries and for a conciliation of the new member countries with a geographical enlargement. As a result, the objet of regional policy and the support eligible regions of structural funds increased. According to the central and eastern europe countries entry into the european union, the european union modified the regional policy: the integration of the dispersed objects of regional policy into the 3 objects, the reduction of the support eligible region of structural funds and the promotion of the interregional cohesion policy. The development disparities of the between the member countries converged. But the inter-local development disparities of a intra-member country dispersed. This tendency means that the regional policy of the european union contributed for the reduction of development disparities between the member countries but produced no effect on the diminution of the inter-local disparities of a intra-member country because of the regional differentiation of locational conditions.

This paper analyzes the effects of globalization on growth gaps between regions. Using openness and FDI as measures of globalzation in Korean 16 broad autonomous territories the study estimates the effects of the variables on growth gaps between regions. Estimation results show that FDI is significant in explaining the regional gaps while openness is not. The results of the study reveal that attracting FDI to weaker regions, especially the investment in New Industries, is inevitable to resolve growth gaps and for balanced growth among regions. Also, policy makers should use FDI as an important tool for correcting regional gaps as well as the vehicles for regional development.
Using Seoul Welfare Panel Study, this research examines regional differentials in income and asset between Gangnam households and Non-Gangnam households in Seoul. Applying the Oaxaca decomposition method, it also decomposes factors associated with the differentials into explained and unexplained components. Results show that average monthly income is about 4 million won for Gangnam households and 3.2 million won for Non-Gangnam households. The explained component accounts for most of the income differential, which mainly originates from differences in the distributions of individual and household characteristics associated with the monthly income. The net asset differential between the two regions is much greater than the income differential. The net asset is about 460 million won for Gangnam households and approximately 280 million won for Non-Gangnam households. Most of the net asset differential is remained unexplained after controlling for covariates which measure demographic characteristics of householders and various features of labor market in which household members are employeed. It implies that other factors such as inter-generational transfers of wealth may play a significant role in creating the net asset differential.
Geographic information systems are the crucial means in local governments to improve the diverse internal operations or service to citizens. A eat number of local governments have introduced GIS. However in spite of the rapid spread of GIS projects in local governments there are severe level differences of Geographic Information Infrastructure between medium or large cities and small cities or counties(Gun), especially in non-capital area. The differences are one of the main reasons of regional inequalities in local governments'administrative services. Thus this article suggested that the central government should place policy emphasis on improving the levels of geographic information infrastructure in small cities, counties(Gun) and especially non-capital areas.
The purpose of this study empirically examines the pattern of regional disparities on the level of development in China's eastern, central, western and northeast regions for the period 1978-2012. To do this, it test Williamson's inverted-U hypothesis and Amos' augmented inverted-U hypothesis, focusing on polarization, polarization reversal, and spatial restructuring. Results of study are as follows: In the absolute economic disparity(AED) models of per capita income within a region, the Williamson's inverted-U hypothesis was supported in the eastern region, central region and inter-region model. The central region and the western region supports Williamson's hypothesis in the case of the relative economic disparity(RED). On the other hand, The inter-region model and the western region supports Amos' augmented inverted-U hypothesis in model of per capita income. In the urban-rural income economic disparity model, the inter-region model of AED and the central region of RED supports Amos' augmented inverted-U hypothesis. But the Williamson's inverted-U hypothesis was supported in the inter-region model and the western region in RED.

As the rapid development of economy in China, the problem in income gaps become a tough and sensitive social problem. Under this social background, this research try to find the main reasons of the income gap among the East China, West China, and the central China, basing on the analysis of its actuality and forming, and then put forward some solution plans. The research shows that in different development levels of China influencing factor of urban-rural income gap is also different. Take East China for example, the education support plays an important part of narrowing income gap. The influence of education support on urban-rural income gaps more significant than industrialization, what is more, its influence has the more reinforce trend, while in the less developed central and western part in China, what can narrowing income gap significantly is industrialization and the support for agriculture. Therefore, in order to solve the problem of income gap between urban and rural areas in China radically, it is not enough to perform medical insurance reform and social insurance reform in the whole county. Besides this, we should perform other kinds of reformation countermeasures which have their regional characteristics. For example, in eastern, the regional governments should reinforce the education system; in central china, they should focus on developing industry; in western, the regional governments should increase the expense to support the agricultural development, and so on. With these countermeasures, they could not only relieve the gap between urban and rural areas in China, but also ensure to develop economy substantially and stably in the whole country.
This paper aims to put forward some policy suggestions regarding the goal and strategies of the regional development policy in Korea. We first survey past regional policies and examine the regional disparity in Korea. It is found using the OECD data that although population and income are highly concentrated, inequalities of income and other living standards do not seem as problematic as to call for strong government intervention. Moreover, recent development in the new economic geography implies that the 'capital vs. non-capital area' framework that has been shaping the Korean regional development policy should be reconsidered. The main message of this paper is that it is not desirable for the central government to disperse agglomeration to enhance regional equity and that local governments should be responsible for regional development. Therefore enhancing the autonomy and accountability of the regional government is essential.

This study aims to recognize the regional disparity of employment and to analyse the regional current states and characteristics using the evaluation criteria for employment competitiveness. Firstly, it has revealed that the regional disparity of employment is deepening and disparity from the quality side and stability side are more serious. Secondly, the strongest regional employment competitiveness was found to be Chungnam, followed by Seoul, Ulsan, Gyeongbuk, Daejeon and the region of employment risky is Busan. Lastly, it has analysed that the most influencing factors on employment competitiveness are criteria of stability sector. Therefore, we should make efforts to create jobs of good quality and stable, in order to reduce regional disparity and strengthen the competitiveness of employment. And especially region of employment risky must require continuous monitoring.
This study presents the extent of disparity of human capital across regions, its trend, and the impact of aging on it, using Korean census data of years 1985, 1995, and 2005. Main results are as follows. First, the absolute level of human capital in cities and districts have increased, but the relative positions of those regions have not changed over time. Second, the proportion of college graduated tends to increase as the size of cities increases. Third, following Berry and Glaeser(2005), the increase in the proportion of college graduated is regressed on the initial proportion and the estimates indicate that the disparity of human capital across regions has increased over time. Fourth, the proportion of aging population is shown to have a negative relationship with the proportion of college graduated. Finally, using a counter-factual scenario that there were no differences in proportions of aging population across regions, it is shown that the disparity of human capital across regions could be reduced substantially.
