이 논문은 지식정보 자원 통합 및 상호운용성 제공을 위한 국가 수준의 지식정보자원의 자동 생성 및 유통 시스템의 주요한 특징을 기술한다. 국가 지식정보 관리시스템들은 지식 유형과 지식관리 역할을 수행하는 종합정보센터에 따라 생성 자원 유형 및 유통 메커니즘이 상이하며, 다양하게 분류된다. 이러한 상호운용의 문제점을 해결하기 위해서는 시스템간의 표준화된 지식정보 공유 기능 제공을 위한 국가 지식 정보자동 생성 및 유통 표준 모델의 설계가 요구된다. 이를 위해 설계된 모델은 분산 아키텍처 모델, 프로세스 모델 및 서비스 운영 모델로 구성되며, 국가 지식정보 공유를 위한 생성 및 유통 시스템의 개선, 신규 시스템의 설계 및 개발을 위한 참조모델로서 활용할 수 있다.

Effective resource management in the digital library should be implemented for the whole accessible sources on the network including multimedia one such as image files other than texts which focus on books. Contents management can be resource management of digital library in terms of wide scope, moreover, it\`s main function is to provide effectively tailor-made knowledge contents for users\` diversified objective of information usage. In this study, I examined main factors for more effective and advanced knowledge management including web resources under the current digital environment. First of all, I described closely several types of conceptualization and trails regarding more effective contents management and came up with advanced user-centered contents management system, i.e., user factors, intermediary factors, and finally service ones.

In this study, we analyzed the effects of how Human resource management affects the knowledge sharing that facilitates organizational performance. Human resource management has received very little attention in the study of knowledge management. However, main drivers of knowledge activities are individual members of an organization and thus knowledge management strategies should be discussed in relation with human resource management. The results show that human resource management was significantly positively related to knowledge sharing, and the relationship between human resource management and organizational performance was partially mediated by knowledge sharing. Lessons and implications of this study for management leadership are presented.

National competence is based on the quality of university education, which is determined by the competitiveness of academia, research and information, IMD reported that Singapore, #2 country in national competence index, topped in quality of university education. Meanwhile Korea's current national knowledge infrastructure project lacks comprehensive coordination at a governmental level and has been conducted in a rather sporadic manner, without any consideration on the overall analysis of knowledge information resources. Consequently, a disproportionate amount of attention was devoted to collecting general information resources, while neglecting rare, hard-to-collect sources with historic, academic, and/or cultural values. This study proposes to build an academic resource management system to fully supervise academic resources at least, among national knowledge information resources which is a national asset, and also to allocate budget and cultivate new information building projects based on overall analysis on academic resources. In other words, there is a need for a management system to implement efficient linkage, distribution and utilization of academic resources and, to that end, we need to build an academic resource management system at a national level, maximizing the benefits from the knowledge society that we live in.

기존 연구에서 정보화전략계획(Information Strategy Planning)과 계획의 실현을 위한 절차와 산출물, 기법을 정형화하는 정보화전략계획 방법론(Methodology)에 관한 논의가 존재해 왔다. 그런데 이들은 기업 모델 도출을 위한 절차와 산출물 기법의 기술과 정형화에 그칠 뿐 그 하위 구성 요소인 데이터의 관리나 입출력 관계, 업무 지식, 경험에 대한 효과적인 관리에 관한 접근은 부족했던 실정이다. 게다가. 비 정형화된 지식이나 경험, 업무 성과 데이터 등의 정형화와 분류체계에 대한 전략적인 접근은 미비하다. 본 연구에서는 기업 자원을 프로세스. 조직. 환경. 정보시스템의 네 관점으로 분류한 기업 정보 분류 체계를 제시하고 그 구성, 내용, 범위를 살펴본다. 이렇게 분류된 데이터간 연관관계의 정의와 그 타당성 검증을 거쳐, 기업 자원의 전략적 관리를 위한 기업 모형 수립 방안을 제시하게 된다. 본 연구의 정보 관리 모델을 통해, 정형화된 데이터 뿐 아니라 비 정형화된 지식과 경험, 선진 업무 지식, 성과 지표를 효과적으로 활용하여 기업의 전략적 방향을 보여줄 수 있다.

Main drivers of knowledge activities such as knowledge sharing and utilization are individual members of an organization and thus knowledge management strategies should be discussed in relationships with human resource management. This study analyzes the effects on knowledge sharing and knowledge utilization of human resource management practices such as training, participation in decision-making, performance appraisal and compensation system in local government. The results show that training and performance appraisal and compensation system are significantly influential factors for the knowledge sharing and knowledge utilization. Lessons and implications of this study for management leadership are presented.

정보화 사회의 모토가 생산성 향상과 자원의 효율적 활용이라면, 최근 유행처럼 사용하는 "지식 사회"라는 용어의 본직은 새로운 가치창조라고 말할 수 있다. 지식은 다른 지식과 결합될 때 그 가치가 더욱 증가된다. 누구나 쉽게 지식을 제공하고, 또한 편리하게 접근할 수 있는 인터넷의 가상공간은 이러한 지식 결합을 위한 최적의 기반이다. 본고에서는 인터넷상에 산재되어 있는 정보통신 전문분야의 정보자원을 체계적이고 효과적으로 관리하며, 이용자들이 원하는 정보통신 전문 분야의 인터넷 정보 자원에 효과적으로 접근할 수 있게 하는 전문검색 사이트인 정보통신 메타데이터베이스 시스템의 개발에 대하여 소개하고자 한다.

경기활성화와 IT인프라 개선을 위해 마련한 '디지털 국력 강화대책'으로 추진중인 지식정보자원관리사업이 본격 착수된다. 정보통신부는 지난 2월 1일 올해 664억원을 투입, 과학기술.역사.교육학술분야 등의 자료 3천만건을 DB로 구축하고, 2600여명의 청년실업자에게 일자리를 제공하는 것 등을 내용으로 하는 '2005년도 지식정보자원관리사업 과제'를 확정.발표했다.

According to the increase of digital information, it comes to front to develop the policy about preservation of digital information, regarding it as national heritage. Especially, in recent years, KOREA has invested a lot of m to develop National Knowledge Database. So it is indispensable to preserve it permanently. This paper examines the significance of records as knowledge information resources that are illuminated by the electronic record environment nowadays based on existing research results and examples. As the production mode of records changes, it is possible to avoid the tendency to prioritize historical and cultural values when keeping records. In addition, according to the change of the operating mode and the work pattern of an organization, the value of knowledge information resource is also important. For this purpose, this paper reviews the recent changes in the work environment in Chapter 2 and then examines attributes not only as evidence but also as information. Based on these discussions, the paper explores the relationship between the records and the information that has been discussed in western academic circles since the 1980s in Chapter 3. With this, it also analyzes the correlation between record management and knowledge management. In Chapter 4, it reviews recent trends to link records management and knowledge management in Australia, the United Kingdom, and the United States. In addition to the current state of public records management in Korea, this paper presents the direction of institutional improvement in three aspects.
