Transition toward sustainablity being in progress in a variety of areas including climate, energy, household, transportation. This study analyzed system transition and backcasting of its management with case of sustainable transportation, foods, household system transition in the Netherlands. Backcasting has become a popular approach for sustainability taking a more reflexive perspective and looking back to the participatory experiments. In the Netherlands, participatory backcasting utilized as s innovative approach for long-term strategy for sustainability, based on stakeholder involvement, construction of normative sustainable futures, stakeholder leaning. In this study, we can be understood that transition management requires the participation and contribution of business, government, research and the public & public interest groups and backcating is tool leading to a sustainable future vision, stakeholder involvement. To create a new path toward sustainablity, it requires integrated consideration of related policy perspectives and participatory backcasting aiming at system innovations for influencing transitions.

This study proposes a new model of tourism destination management based on the tourism management program using information and communication technology provided by LBS. The personalized tourist information service can enhance the satisfaction of tourists. Sustainability can be expanded through management based on the capacity of the tourism destination. Increased satisfaction leads to more diverse tourism activities. Various tourism activities increase the consumption expenditure, which satisfies the local tourism destination management purpose. The tourism destination management plan of the central and local governments is a comprehensive system in which detailed policy support plans are formulated from the perspective of the three requirements for sustainability-economic, socio-cultural, and environmental-and concerned parties are connected and resources are supported through detailed processes in which the sources of disparities in accessibility are identified and the roles are delegated at the national, community, and regional levels.

This study aims to make sustainable and future-oriented eco-archipelagic city through developed trend of analysis physical design method and correlation analysis between design method and development purpose for archipelagic development. First, EU cases had variety developed thema and identity such as science city, leisure and resort city, commercial city, ecology city in environmental theory aspects but, Korean cases have plenty of problems such as focused development of leisure and resort city for fund profit, imperfected native people's developed knowledge learning and understanding and figure out that they will not make to the sustainable development for islands of archipelagic. Second, as a in-depth analysis, the application of methods and developed trend were figured out by correlation analysis between physical design methods and development purpose through result(physical design methods) of case studies. As a result, contents and design methods from development purposes have to develop by multilateral aspects and also, native resident will have to require infrastructure expansion about service contents for smooth communication and sustainable information sharing.

인도네시아 정부의 아젠다21은 지속가능한 환경을 유지하기 위한 노력을 지원하는 정부-기업-시민 3자 시스템이다. 국가의 경제개발과 환경적 조화를 이루는 것이 중요하다는 것을 보여주는 국가의 의지이다. 인도네시아는 대기질 관리가 매우 중요하며 도시대기질관리전략은 1992년 대도시환경개성프로그램으로 채택되었다. 도시대기질프로그램(UAQP)는 '푸른하늘'을 목표로 하며 UAQP는 각 전략단계에 대기오염의 원인을 찾아내고 실행전략으로 유도한다. 아젠다21을 대기질 유지를 위해 수행하는 좋은 예이며 푸른하늘전략은 지속가능한 환경을 유지하기 위한 중요한 프로그램이다.

본 연구는 수자원의 지속적 확보기술 개발의 기본 모형인 SWAT 모형의 농촌용수지구 적용을 통해, 모형의 적용성을 평가하고, 지속적인 개선을 목표로 한다. 우리나라의 농촌용수지구인 이동 저수지 상류유역인 농업소유역에 SWAT 모형을 적용하였다. 단위유역에 대한 모형의 적용결과 분석은 미산저수지내 관개량 입력자료와 저수지 운영자료로부터 모형의 거동 분석을 실시하였다. 이동저수지 유역에 포함된 단위유역에 대한 토지이용도, 토양도, 강우관측자료 등 입력자료를 구축하였으며, 논에서의 관리성분 및 저수지 관리성분을 각각 DB화하여 구축하였다. SWAT 모형의 개선을 위하여 모형을 구성하고 있는 논지대에 대한 관리성분을 관개량 측정자료로부터 일별 관개량을 고려할 수 있도록 제시하였다. 단위 유역에 대한 SWAT 모형의 적용결과 관측된 일별 저수량과 SWAT모형과 AGRIMAN모형에 의해 산정된 저수량의 변화가 유사한 경향을 보이고 있는 것으로 나타났다 이 지구는 관개지구의 환원수량, 저수지의 여수로 방류량 및 용수 사용량 등에 따라 저수지의 유입하천 및 하류하천의 장기유출량에 복잡한 형태로 영향을 미치고 있다. 이러한 농업용수 이용에 따른 농촌유역의 유출량, 저수량, 관개량 등 각 수문요소에 대한 정량적 분석이 필요하다. 본 연구에서는 단위유역에 대한 모형의 거동을 분석한 결과 농촌유역내에서의 수문성분의 검토가 가능하였으며, 이로부터 본 연구에서 목표로 하고 있는 농촌용수의 물수지 해석 및 수원공의 적정운영을 위한 기초기술이 개발이 가능할 것으로 판단되었다.

The purpose of this research is to reveal the problems of the Western based development discourse, and to derive the future direction of postdevelopment as sustainable development. This study attempted to reveal the historical process of formation and change on development discourse. Development generally regarded as the overcome of underdevelopment, inducing the marginalization of the South as a place to follow the development model of the North. State based development discourse (Keynesian development discourse) focused on the growth by industrialization, and the supreme aim of the South was to overcome the underdevelopment. Neoliberalism development discourse emphasized on the market principle based on free competition which was recognized as the best way to provide development. However, neoliberalism discourse has been criticized for the concentration of power and inequality of class, causing on the consideration of postdevelopment because of its emphasis on growth rather than distribution and life value. This research revealed the ways of postdevelopment with fair trade and ethical consumption. However, fair trade and ethical consumption discourses clearly show somewhat limitation subsuming into neoliberal development discourse. In this respect, future ways for postdevelopment have to consider the overcoming of powers based on market and capital, and to orient into the value of redistribution in development process.

Initially the paper will explore the concept, evolution and utility of Sustainable Development in the broad context of its links to the EIA process by predicting in advance decisions being made attempts to balance the needs of environmental, economic and social objectives. The paper then considers how an evolving and improved EIA process and in particular with the emphasis increasingly riving from projects to polieies, plans and programmes, can provide q framework to operationalise Sustainable Development with the focus on cumulative impacts, making EIA "problem focussed" and linking policy, environmental planning and assessment. The paper then reviews some of the practical EIA tools and methods that can support the practical application of more susk inable forms of development. The paper concludes by considering the follow ups that are now occurring after the Reo Sumit and suggests that has a Key and powerful role to play in this process, whether at an institutional prettiest policy level.
