Preliminary Calculation of the Indicators of Sustainable Development for National Radioactive Waste Management Programs (국가 방사성폐기물 관리계획에 관한 지속가능 발전지표의 예비평가)

  • As a follow up to the Agenda 21's policy statement for safe management of radioactive waste adopted at Rio Conference held in 1992, the UN invited the LAEA to develop and implement indicators of sustainable development for the management of radioactive waste. The IAEA finalized the indicators in 2002, and is planning to calculate the member states' values of indicators in connection with operation of its Net-Enabled Waste Management Database system. In this paper, the basis for introducing the indicators into the radioactive waste management was analyzed, and calculation methodology and standard assessment procedure were simply depicted. In addition, a series of innate limitations in calculation and comparison of the indicators was analyzed. According to the proposed standard procedure, the indicators for a few major countries including Korea were calculated and compared, by use of each country's radioactive waste management framework and its practices. In addition, a series of measures increasing the values of the indicators was derived so as to enhance the sustainability of domestic radioactive waste management program.

  • A concept of sustainable development has become a major concern in international debate on water resources development and environmental conservation. Although sustainable water resources development and management takes a significant amount of concern in the development research, its applicability has not been insufficient in practices. The purpose of this study is to address a definition of sustainable water resources development and management and to illustrate relevant indicators. The study has also attempted to develop localized indicators hence to assess an availability of water resources development and management and to evaluate the water resources in Korea with the indicators which have been developed in other countries.

Comparative Appraisal of Sustainable Development in Korean Metropolis (우리나라 대도시의 지속가능발전성 비교평가)

  • The paper has its focus on comparative appraisal of sustainable development in korean metropolises. In reference to OECD, UNCSD, PCSD and BBR indicator lists, somewhat transformed 14 themes and 42 quantitative indicators were chosen in economic, social and environmental sector. In next step, for the standardization of the indicators the own value of each Metropolis was relatively appraised based on the mean value of each indicator of the metropolises. If necessary, the indicator which has negative characteristics was transformed into positive scale so as to compare all of the indicators with same scale direction. As a result, it was found out that Seoul and Ulsan, highly concentrated in specific economic sector, reveals high level of sustainable development in economic sector but not in environmental sector. Kwangju is diametrically opposed to the former case. In contrast to the generally low level of sustainable development of Pusan, Taegu and Incheon, the metropolis Taejeon shows equally high level of sustainable development in 3 sectors.

Indexation of Sustainable Development Indicators (지속가능발전지표의 지수화 연구)

  • This paper develops the methodology for the indexation of Sustainable Development Indicators(SDIs) in 4 sectors(social, environmental, economic, and institutional sectors), and provides the empirical results of Sustainable Development Index(SDI) for Korea from 1990 to 2001. Given 1995 as the basic year, the trend of SDI for Korea displays a slowly curving U-shape. The down trend of SDI until mid-90's results from the decline of SDI in economic and environmental sectors, and the uptrend of SDI after mid-90's results from the sharp rising of SDI in social and institutional sectors. The implication of the results is that Korea generally shows a positive trend toward the sustainable development. However, there should be a careful consideration about partly downward trend in individual SDIs, because of the different trend of SDI in each sector.

  • 지속가능발전은 인류가 추구해야할 공통의 목적이며 가치로서 사회적 지속가능성, 경제적 지속 가능성, 환경적 지속가능성의 개념이 내포되어 있다. 본 연구에서는 우리나라의 전력공급 부문에서 특히 사회적 지속가능성의 가치를 구현하기 위해서는 에너지 사용에 대한 형평성과 에너지를 생산하는 발전기술에 대한 사회적 수용성, 그리고 지속적으로 고용을 창출할 수 있는 발전기술들로 발전원을 구성되는 것이 필요하다고 보았다. 이를 위해 본 연구는 사회적 지속가능성을 '에너지복지', '기술의 수용성', '고용 창출'등 3가지 핵심 속성으로 나누고 속성 당 2개의 세부 속성 지표를 구성하여 총 6개의 속성지표 측면에서 발전기술별로 비교 분석하였다. 분석 결과, 사회적 지속가능성 종합점수는 원자력 > 풍력 > LNG > 석탄 > 태양광 순으로 나타나 원자력이 사회지속성 측면에서 가장 우수한 발전기술인 반면에 태양광은 가장 열위에 있는 것으로 평가되었다. 또한 속성별로 살펴보면, '에너지사용의 복지성'은 원자력과 석탄화력이, '에너지사용의 접근성'은 LNG와 석탄이, '기술의 안전성'은 원자력과 풍력이, '기술의 신뢰성'은 발전기술간 큰 차이가 없으며, '고용 규모'는 태양광과 원자력이, '고용의 질'은 풍력과 원자력이 우수한 것으로 나타나 원자력이 대부분의 속성에서 우위에 있거나 경쟁력이 있는 것으로 나타났다.

  • The 'SSaM-GG'(=Smart, Shared, and Mutual- Green Growth) as the five bottom lines for sustainable development is developed and suggested. Because the name of Green Growth alone is not sufficient for clear conceptualization, implementation. and etc. For the global harmonized usage & application, the Eastern-Western conceptual fusion has been performed, and verified for more than 12 years on the worldwide successes and failures.

  • 본 연구는 도시 및 지역의 지속가능성을 측정하고 평가하기 위한 수단으로 요구되는 ‘지표’의 개발방법과 절차를 설정하는데 목적이 있다. 사례지역으로 미국의 잭슨빌, 시애틀, 오레건 지역을, 지표개발을 위한 방법론으로서는 Maclaren의 이론을 분석하였다. 분석을 통하여 지속가능성 지표는 단순한 평가수단이 아니라 그 개발과정을 통해 시민그룹의 지속가능한 발전에 대한 인식을 제고함과 동시에 구성원의 협력과 노력에 입각하여 미래지향적인 새로운 공동체를 만들어 나가는 강력한 매개체가 될 수 있다는 시사점을 추출하였다. 이를 토대로 지속가능성 도시지표 개발절차를, \circled1 지표개발 주체 형성 \circled2 목표 및 비전의 정립 \circled3지표개발에 따른 기본방침의 설정 \circled4 지표개발을 위한 측정 및 분석 \circled5 예비지표의 발굴과 지표선택기준 마련 \circled6 예비지표 평가를 통한 최종지표의 선택 \circled7 지표에 대한 측정 및 분석 \circled8 지표분석 결과 보고 및 발표 \circled9 지표작업평가 및 새로운 목표 수립 등 9단계로 설정하였다. 본 연구가 제시한 지속가능성 도시지표 개발절차는 우리 나라의 지역 및 도시단위에서 지속가능성 도시지표를 설정하는데 준거로 활용될수 있을 것이다.

A Study on the Practicality of Christian Education Based on the Sustainable Development Education of UNESCO (유네스코 지속가능발전교육에 근거한 기독교교육의 실천가능성에 관한 연구)

  • The purpose of this study is to review the practicality of Christian education for sustainable development in a rapidly changing world. The first part of this study identify the concept, meaning, and direction of implementation of "Sustainable Development," which has been studied and published around UNESCO since the early 1980s, and present practical strategies for the sustainable development of Christian education. This study chronologically selected five major reports published by UNESCO--"Our Common Future"(1987), "Agenda 21"(1992), "UN Decade of Education for Sustainable Development 2005-2014"(2002), "Roadmap for Implementing the Global Action Programme for Education for Sustainable Development 2015-2019"(2014) and "Education for Sustainable Development 2030"(2020)--and examined the concept and meaning of "Sustainable Development"(SD). At the same time, in relation to "Education for Sustainable Development"(ESD), the occurrence, change, and implementation method of "Sustainable Development Goals"(SDGs) were examined and presented. This study derived three Christian educational implications necessary to properly establish the next generation of faith, based on a leadership development strategy using the concept of sustainable development, For the sustainability of Christian education, the foundation of education based on the correct biblical interpretation of cultural mandate is first examined, and then the need for curriculum development and class design is proposed using various types of indicators and educational modules. Finally, specific practices for the development of educational leadership to revitalize Christian education are presented through a multi-dimensional approach.

Implication Measures between Strategic Environmental Impact Assessment and Sustainable Development Indicators (전략환경영향평가와 지속가능한 발전 지표의 연계방안)

  • In 2015, Summits of State and Government at United Nations General Assembly agreed to set the world on a path towards Sustainable Development(SD) through the adoption of the 2030 Agenda. 2030 Agenda adopts 17 Sustainable Development Gooals(SDG) to achieve 3 pillars of social security, economic efficiency and environmental integrity. Sustainable Development Indicators(SDI) which are suggested by UN SDSN(United Nations Sustainable Development Solutions Network), have been developed for measuring SDG implementation, by which Sustainability Assessment(SA) can be accomplished to check through more holistic approaches to poverty alleviation, social inclusion and environmental management. In Korea, Strategic Environmental Impact Assessment(SEIA) has been applied to PPP(policy, plan, program) by 'Ministry of Environment', whereas 'National Land Planning Assessment(NLPA) which is one sort of SEA has been implemented to evaluate PPP of Ministry of Land, Infrastructure and Transport'. Although SEIA and NLPA have been utilized as decision-making support tools for stakeholders including high authorities, the reference criteria of these institutions are not considered as convincible and communicable. Evaluation criteria of alternatives which are core principles for SEIA and NLPA seem so ambiguous and unscientific. Through incorporation of SDI into SEIA, a convenient, quick and credible diagnosis of the key dimensions of SD comprising social equity, economic development and environmental management, can help develop a shared understanding of priorities of implementation of SDG.
