Internal and external environment changes surrounding our society are pressing our government to solve a lot of difficult problems. These problems are more likely to be solved by a number of ministries and agencies, rather than a single ministry or agency. Thus collaboration is a necessary strategy to increase government's problem-solving skills. This study examines determinants of successful collaboration by analysing cases of local governments that solved uneasy problems covering many ministries after persistent efforts which have been controversial issues in our society. First, theoretical approach for collaboration and its matrix is examined. Second, interviews of government officers are analyzed to study collaboration cases. Finally, Strategic points of view are discussed to promote collaboration within government sectors. The results show that common goal sharing, incentives and supporting systems play important roles in inducing collaboration.

Climate change is tough global issue with human being to tackle in cooperative manners, because climate change affects globally and has long-term detrimental impacts. To get a clue to this intricate problem, vertical governance (global, regional, national, and local) with horizontal governance should be well orchestrated. In this research, we analyzed about 24,000 articles in Korean daily newspapers from 1990 to 2018 to find out vertical and horizontal governance characters of Korean climate change. The result showed that Korean government followed the global issues but lacks relations with neighbor countries. and found a little actions in local government. In horizontal governance aspect, Korean government approached the climate change as a tool for economic development and lead the issues without communication with other two player which are market and civil society. We proposed to use market mechanism to facilitate the participation and Climate Change Framework Act to setup the mechanism for cooperation.

Sports event is core product of sports business and the scale of sports event business is steadily increasing. For the successful operation of sports events, it is necessary to analyze the stackholder in stage according to the Function Area(FA) in the process of hosting / preparation / operation. This study is a study to define stakeholder by analyzing sports event process of sports events horizontally and vertically. This study consists of three categories : 1) investigation, 2) analysis and systematization of core processes, 3) analysis stakeholder. As a result of the analysis, the core stakeholders in the stage of hosting(bid) were analyzed as local organizations and committees including the promotion TF team, government organizations, domestic and foreign competition associations, national and international sports organizations (committees), and bid committees. Stakeholders in the stage of preparation / operation include stakeholders from organizational committees, various sports committees, international organizations and international organizations, governments and local governments, related companies and businesses, media, sponsors, donors or volunteers, athletes, teams and spectators.

4차 산업혁명시대를 맞이해서 세계 각국이 경제 활성화를 위하여 창업을 장려하고 있는 추세이다. 글로벌 관점에서 재정위기가 있었던 지난 2008년 이후 여러 국가들의 산업전반에서 위기감이 고조되어 경제 활성화를 위하여 창업을 장려하는 사회적 공감대를 형성하는 등 세계 각국은 청년창업을 통한 경제성장에 주력하고 있다. 우리나라도 현재 세계적인 흐름에 맞추어 정부와 지방자치단체가 최우선의 정책과제로 청년층의 창업을 지원하는 등 창업 활성화 노력을 경주하고 있다. 한국경제의 활성화 및 청년실업의 문제를 해결하고 더 나아가 4차 산업혁명에 대비한 새로운 신성장 동력을 발굴하기 위하여 정부와 지방자치단체는 창업을 새로운 돌파구로 삼아 청년층의 창업을 지원하는 등 다양한 지원정책을 시행하고 있지만 상당수의 창업 지원정책들은 지역의 창업 실태를 면밀하게 파악하지 않은 상태에서 일반적인 창업 지원방안들이 수립, 집행되곤 하는 것이 현실로 가시적인 효과는 당장 나타나지 않고 있다. 특히 청년창업은 퇴직 이후의 생계형 창업과 달리 신성장 동력분야 및 기술·지식 집약적인 분야에 대한 창업으로 구성되는 경우가 많아 국가 산업적인 측면에서도 그 중요성은 매우 크다고 할 수 있다. 정부와 대학 및 학생 등은 ICT 중심의 창업 생태계를 구축하는 등 새로운 시도를 모색하여 창업 활성화를 통한 경제 활성화를 유도하기 위하여 일자리 창출과 신산업 육성에 다양한 정책을 추진하고 있다. 이에 본 연구는 청년창업가가 창업성과를 높이기 위한 청년창업가 특성들이 창업성과에 미치는 영향을 살펴보고 네트워크 활동이 청년창업가 특성과 창업성과에서 매개역할을 하는지에 대해 실증분석 하고자 한다. 본 연구를 통해 향후 청년창업가들이 창업성과를 내기 위해 고려해야 하는 여러 요인 중 우선적으로 확보하거나 수행해야 하는 요인을 파악하여 자원을 효율적이고 효과적으로 사용할 수 있도록 기여하는 것을 목적으로 한다.

This paper studies the logic of fiscal constraints and fiscal autonomy in a political agency model with both moral hazard and adverse selection. The electoral process not only disciplines incumbents who may act against the public interest but also opts in politicians who are most likely to act along voters' interests. We characterize perfect Bayesian equilibria under shared tax system and fiscal autonomy with fiscal constraints for local public good provision. It is shown that the local voters' expected welfare under fiscal autonomy is higher than under shared tax system if the same fiscal constraints are applied. In order to examine the effects of party's candidate selection processes on the behavior of local politician and national politician, we extend the model to an environment where local politician can compete for the candidacy of national assembly with incumbent national politician. If local politician wins majority of votes against incumbent national politician, then he can move on to serve as a national politician. Otherwise, his political career will end as a local politician. It is the gist of this primary system portrayed by this setup that local politician and national politician compete to garner more votes. Therefore, primary system as a candidate selection mechanism enhances local residents' welfare compared to top-down candidate selection processes.

항만정보시스템의 기능과 항만유형과는 관련성이 있는 것일까? 본 연구에서는 선진항만들의 유형과 정보시스템 기능 분석을 통하여 관련성을 규명하고자 하였다. 항만들은 자산의소유와 운영의 주체에 따라 국유제, 공영자치제, 지방자치제(지방정부자치제) 및 사유제의 4가지로 유형으로 구분된다. 유형에 따른 항만들의 주요 활동도 달라진다. 국유제와 지방자치제의 경우는 행정처리 기능에 중점을 두고 있는 반면, 공영자치제와 사유제는 고객서비스강화에 중점을 두고 있다. 항만의 유형과 정보시스템과의 상관관계를 조사한 결과 국유제, 지방자치제 항만에는 업무처리 중심의 시스템이 발달하여 있으며, 사유제 및 공영자치제 항만에는 고객서비스를 최우선으로하는 커뮤니티 시스템과 e-Business 시스템이 발달되어 있었다. 항만유형별 정보시스템의 차이는 부산항만정보시스템의 개선에 시사점을 던져주고 있다. 그동안 국유제 항만으로서 운영되던 부산항이 공영자치제 유형의 운영방식으로 변경됨에 따라 항만정보시스템도 추세에 따라 개선되어야 한다. 본 연구에서 제안하는 방법으로 3단계 방법을 제안하였다. 제 1단계가 미러링(Mirroring) 단계로서 항만운영을 안정화시키는 단계이며, 제 2단계에서는 커뮤니티 시스템을 구축하여 고객의 서비스를 제고시키는 협업화단계로 설정하였으며, 제 3단계는 부가가치창출을 위한 수익형 시스템을 개발하는e-Business 개발단계로 설정하였다.

The purpose of this study is to improve the disaster relief fund Ordinances in metropolitan government. The results of the analysis, it is found that ordinances of the large number of metropolitan governments are in violation of the statute. The ordinances are based on the local government activities. Therefore, the maintenance of the ordinance must be made in order to take advantage of disaster relief funds appropriately.

[ $\circ$ ] 정부는 관계부터 합동으로 3.11부터 조사에 착수한 약 2,500만필지에 대한 개별토지가격 조사작업을 5.4(55일간)에 끝내고 지방토지평가위원회의 심의에 들어갔다. (건설부, 국세청, 지방자치단체공무원 20,500여명과 자문요원인 486명의 감정평가사 동원) $\circ$ 이번에 조사된 개별토지가격은 오는 5.20까지 지방 토지 평가 위원회의 심의를 거쳐 5.22부터 6.11까지 토지 소재지 읍$\cdot$면$\cdot$동사무소에서 주민열람을 실시케 하고 토지 소유자 및 이해관계인은 조사된 지가에 대하여 이의가 있을 경우에는 의견을 제출할 수 있도록 하였으며, $\circ$ 또한 지가산정의 공평성과 정확성을 기하기 위하여 해당 지역 사정에 정통한 지역인사로 구성된 읍$\cdot$면$\cdot$동 지가심의회의 심의를 거친 후, 감정평가사, 한국감정원 직원, 토지 및 세무담당공무원 등 전문가로 구성된 시$\cdot$군$\cdot$읍 단위 지방토지평가위원회에서 심의하도록 하였으며, 이러한 절차를 거친 후 중앙토지평가위원회의 심의와 건설부장관의 확인을 받아 6.29까지 시장, 군수, 구청장이 지가를 결정하게 된다. $\circ$ 이렇게 하여 결정된 지가는 토지초과이득세, 양도소득세, 증여세, 상속세 등의 산정기준, 택지초과소유부담금 및 개발부담금의 산정기준, 종합토지세의 과세표준 결정자료, 기타 토지공개념관련제도 시행을 위한 지가산정기준 등으로 활용된다.

This paper intended to observe the present state of the U-City development in local governments and to present the basic view-point to carry out it in the context of total urban area. Also, this paper has a meaning to present a fundamental perspective for making plan to go on the U-City development. For this reason, it was investigated on the concept of 'Ubiquitous', the related technologies to realize the U-City, the related policies for 'Ubiquitous' in the central government, and the circumstances of the U-City development in the local government. Finally, on developing the U-City in local government, this paper presented its developing direction in the context of the whole urban structure and in the relation with the developed urban areas.
