6.13지방선거-인쇄업계를 빛낸 얼굴들

  • 지난 6.13 지방선거에 총 10명의 인쇄인이 당선됐다. 총 24명이 의회 진출을 시도한 가운데 광역의원 선거에선 6명이 도전해 3명이 당선됐으며, 기초의원선거에선 총 18명이 나서서 7명이 당선의 기쁨을 누렸다. 시, 도의원 당선자는 인천 중구 제1선거구의 안병배(진문사인쇄소.45세), 충남 연기군 제1선거구 유환준(일신인쇄사.56세), 전북 무주군 무주제1선거구 윤완병(현대인쇄광고.46세) 의원등 이다. 구, 시, 군의원 당선자는 서울 도봉구 창제5동 목충균(세로와상사.62세), 서울 송파구 거여제1동 장경선(이레문화사.61세), 부산 중구 중앙동 영주1동 김만택(한일인쇄.58세), 부산 동래구 사직제1동 강신두(영남종합인쇄.48세), 대구 북구 침산3동 김형구(경원인쇄소.60세), 충남 보령 대천1동 임대식(명문당인쇄소.52세), 경북 경주시 동천동 김병태(경주인쇄소.44세) 의원 등이다. 새로이 의회에 발을 들여놓은 이들은 이구동성으로 인쇄업 경영이 선거에서 크나큰 도움이 됐다고 말했다. 당선자 모두는 인쇄업을 직접 경영한 경우였으며, 후보자 가운데는 광역의회와 기초의회 각각 1명씩 2명의 인쇄 현장 근로자들도 있었으나 탈락의 고배를 마셨다. 6.13 지방선거에 출마해 당선돼 인쇄업의 위상을 한층 드높인 대표 당선자 인터뷰와 10명 당선자들의 인적 사항을 정리했다.

  • 오는 5월 31일에 제4회 동시 지방선거가 전국에서 실시된다. 인쇄업체에 있어 선거는 곧 특수다. 특히 지방선거는 광역.기초자치단체장과 광역.기초자치단체의원들의 후보자 수가 다른 선거보다 월등히 많아 인쇄물량은 몇 배에 달한다. 또한 5.31 선거는 무보수 명예직이었던 지방의회 의원들의 유급화가 이뤄지는 첫 선거이기 때문에 지난 2002년 지방선거의 평균경쟁률인 2.5대 1보다 2배 이상 증가한 6대1, 혹은 7대1 이상이 될 것으로 예상되고 있다.

  • The Buildings and facilities of municipal Councils of fundamental autonomous organization in various regions were made on the basis of its experiences in 1950s but lacked constructional sophistication and failed to comprehend their functions, resulting in several repairs and renovations after the dedications of the buildings. They also undermined the efficiencies of the worn and was a big drain on the budget of municipal councils. Furthermore, especially after the integration of rural and urban areas. Municipal councils in urban areas couldn't accommodate the increased staffs. Thereby, They used the established councils in the cities and countries and repaired and renovated other buildings of which were permitted as offices, decreasing the eligibility of the buildings for municipal councils. The poor constructional working conditions triggered new constructions of the buildings reserved only for municipal councils. The study finds out find out about the work of municipal councils and analyzes how the municipal council buildings are used as substitutional spaces, directing which way they should go in mapping out spaces. Resultantly, It becomes basic materials in constructing municipal buildings.

Re-examining the Effects of Partisan Politics on Welfare Expenditures in Korean Local Governments (지방정부 복지지출에 미치는 정치요인의 영향 재고찰)

  • Responsible government can be achieved when social cleavages are institutionalized via political competition and social interests are represented by responsible parties. This paper aims to investigate the factors that determine welfare expenditures in Korean local governments by analyzing partisanship and political competition factors simultaneously in the same model. This paper also argues that the relationship between the political factors and welfare expenditures in local governments is not linearly increasing as the previous studies claim. This paper examines the welfare expenditures in Korean municipality-level local governments in 2007, 2011, and 2015. The primary findings are: 1) the partisanship of the head of local government and the party distribution of local assembly members have meaningful effect on the welfare expenditures and the divided governments do not show significantly different effect on welfare expenditures from unified governments, which is contrary to the extant studies, 2) the partisan effects of the head and the local assembly vary according to the levels of municipalities (Gu, Gun, and city), mainly due to the difference in types of revenues and expenditures and 3) the relationship between seats shares of progressive parties in local assembly and the welfare expenditure is not linearly increasing one. The effect of seats shares of progressive parties dramatically begins to increase when the seats shares are in 40%-60%. With these findings, this paper highlights the conservative nature of head of local governments with Hannara party (or Saenuri Party), the conservative leaning of independent candidates, and the conservative orientation of local assemblies in the regions dominated by Democratic Party (and its equivalents).

  • A federal system speaks for a political system that the principle of the common sovereignty among the local governments is applied. The basic purpose of the system is to make institutional devices capable of striving for the mutual cooperation in a greater political unit, reflecting a minority race's right and demand by decentralizing a state authority into the individual region. The basic purpose for formation of a federal system is realized when a form for the supplement of political elite personnels has a autonomous nature by the subject of a federal structure. During from B.Yeltsin to V.Putin, a form for the supplement of political elite personnels into the local governments has changed by a political purpose of a central government, In company with this change, the character of federalism in Russia has been also changed. Accordingly, this study has treated a subject about how the political elite personnels of local assembly men, governors of a state, assemblymen of both Houses, and the president of Russia are suppled, and also how such a form for the supplement of political elite personnels has changed the character of federalism in Russia.
