The Spatial Issues of Tsunami Recovery: Case from the Great East Japan Earthquake (동일본대지진과 재해부흥의 공간적 쟁점 -미야기 현(宮城県) 세 도시를 중심으로-)

  • This study aims to discuss the spatial issues of disaster recovery from the Great East Japan Earthquake. Focused on tsunami-damaged regions, this study examines how major regional development issues have been dealt with. In the case study areas, the following ideal spatial methodologies have been suggested for tsunami recovery: building a compact city, intensifying fishing villages, and making a sustainable city. However, as the spatial restructuring have encountered practical barriers, reconstruction has been delayed, and the regional decline have been accelerating. To prevent regional decline which is inevitable after a disaster, this paper suggests that the area of disaster studies should be expanded to long-term recovery process beyond emergency response.

Consideration for Construction of Sejong City and Alternative (세종시 건설에 대한 검토와 대안의 모색)

  • This paper includes consideration for construction of Sejong City and seeking its alternative. Korean government has gone ahead with the relocation of 35 ministries of central government from Seoul metropolitan area to Sejong city for balanced regional development. But many specialists are worried about the spatial division of government function because such a spatial division would bring down the functional efficiency of central government. This paper proposes to make Sejong city the administrative capital city instead of the relocation of some ministries to Sejong city, and discusses the necessity and appropriateness to develop Sejong city as an administrative capital city.

한국의 기후학 반세기:회고와 전망

  • 한국의 기후학 연구성과는 1958년 발표된 이후 약간의 기복은 있었으나 꾸준히 발 전하여 왔다. 연구성과를 하부 분야별로 보면 기후학 일반(43.5%)이 가장 많았고, 종관기후 학(34.7%), 기후변화(13.0%) 그리고 응용기후학(8.8%)으로 구성되어 있으나 근래에는 응용 기후학 분야에 대한 연구가 서서히 증가하고 있다. 1970년대 이전에는 주로 지상 기후요소 간의 기상자료를 사용하여 상관관계 출현빈도.시계열분석 등으로 전국 규모의 기후특성을 규명한 데 반하여 최근에는 시계열분석과 더불어 군집.주성분.인자분석 등 다변량 분석기 법 등의 통계기법이 많이 활용되고 있다. 초기에는 지상기상자료를 주로 연구에 사용하였는 데 점차 고층기상자료와 인공위성자료를 활용하면서 국지기후 연구와 더불어 기후예측 모델 의 구축단계까지 발달하였다. 그러나 한국기후학이 당면한 문제는 인적자원의 절대적인 빈 곤과 더불어 인접분야에 비하여 연구환경이 열악한 것이다. 즉, 대학에서는 비전공자에 의한 기후학 교육이 빈번하고, 국지기후 연구의 경우는 실측을 요하기도 하는데 자료의 생성 및 분석에 필요한 장비가 절대적으로 부족하다. 따라서 한국의 기후학의 발전을 도모하려면 기 후학자의 배출이 급선무이고, 기후학자는 물론, 대학 및 연구소간의 연구 및 자료 교류 등의 상호협조가 요청된다.

The Construction of the New Administrational Capital and Prospects of Development of the Capital Region (신행정수도 건설과 수도권의 발전 전망)

  • This paper aims to examine the construction of the new administrational capital planned by the current government in terms of uneven regional development, and consider important tasks and prospects of the development of the Capital Region. The over-concentration to the Capital region and thereby ever-increasing socio-spatial problems since the 1960s seems to be a crucial aspect of uneven regional development inherent in the process of capitalist development. The construction of the new administrational capital hence can be seen as a version of what Harvey calls 'spatio-temporal fix'. On the other hand, some tasks and prospects of the development of the Capital region can be suggested to become a world city-region. Therefore, it fan be argued that the construction of the new administrational capital would produce its maximum effects, when it will conducted with policies of regional decentralization to overcome or reduce the ongoing uneven geographical development and those of economic and spatial restructuring of the Capital region to resolve or mitigate its socio-spatial problems and lead to a further development as a world city-region as well as a systematic planning of the new administrational capital itself.

  • This paper is the second part of a research which aims to look into the regional development process and the quality of life of Youngnam area. and to suggest a prospect and tasks for the future development of the region. All cities and regions including Youngnam area seem to be involved in a rapidly changing process of conditions for development, because of a recent economic and political transformation in the national and global scale. It can be thus said that, taking such a process into consideration seriously, each city or region needs to establish a long-term prospect and goal, and to set up and practicize its development plan. From this point of view, this paper reconsiders the changing process of conditions for development of Youngnam region, and suggests an alternative development plan. At the first, the changing conditions of regional development are investigated in economic, political, social, cultural and environmental aspects. Secondly, some actual planning practices in this regions are examined and their problems are pointed out. Thirdly, an alternative model for regional development is suggested and development tasks in each aspects are discussed in relation to each other. Finally some regional development strategies are provided in the spatial as well as the sectoral dimision. As a results of this research, it is argued that the development of Youngnam region should pursue both an improvement of socio-cultural and ecological institutions for ensuring humane life of dwellers within the region, and a enforcement of economic and political self-sufficiency in an organic relation between regions and to the whole society. This kind of argument can be applied to every city or region. But it would more significant for Youngnam region, because this region, which once experienced a rapid economic growth but now is fallen into a serious economic stagnation, tends to contrive material plans to redevelop regional economy, while ignoring social plans to improve quality of life.

Studies on Changes and Future Projections of Subtropical Climate Zones and Extreme Temperature Events over South Korea Using High Resolution Climate Change Scenario Based on PRIDE Model (남한 상세 기후변화 시나리오를 이용한 아열대 기후대 및 극한기온사상의 변화에 대한 연구)

  • This study aims to examine spatially-detailed changes and projection of subtropical climate zones based on the modified K$\ddot{o}$ppen-Trewartha's climate classification and extreme temperature indices using $1km{\times}1km$ high resolution RCP 4.5 and RCP 8.5 climate change scenarios based on PRIDE model over the Republic of Korea. Subtropical climate zones currently located along the southern coastal region. Future subtropical climate zones would be pushed northwards expanding to the western and the eastern coastal regions as well as some metropolitan areas. For both scenarios, the frequency of cold-related extreme temperatures projects to be reduced while the frequency of hot-related ones projects to be increased. Especially, hot days with $33^{\circ}C$ or higher temperature projects to occur more than 30 days over the most of regions except for some mountain areas with high altitudes during the period of 2070~2100. This study might provide essential information to make climate change adaptation processes be enhanced.

Reflection and perspective of the geomorphology in Korea (한국 지형학의 50년 회고와 전망)

  • In Korea, modern geomorphology has developed as one of main subjects in geography, such as in Europe. Geomorphology is one of the most advanced specialties in the geography dicipline, since foundation of Korean Geographical Society in 1945. Untill 1960's study, first generation of the Korean geomorphologists trained the younger ones, together with energetic research activities. Their great works in education and research established the base of ulterier development of the geomorphology in Korea. Since 1970s, research manpower and quality has incresed rapidly, partly due to the various international activities and cooperations of Korean geomorphologists. Owing to above development, Korean geomorphologist was able to found "The Geomorphological Association of Korea" in 1990 and publish "Journal of GAK", since 1994. Furthermore, geomorphologists are playing important roles in interdisciplinary academic societies, such as "The Korean Quaternary Assocition". Still 1960s, our research had focused on the identification and interpretation of erosional surfaces in Korea Peninsular. Of course, W.M. Davis's "Geographical Cycle Theory" and L.C. King's "Pedimentation Theory" had a great influence on the Koerans' works. After 1970s, the study of erosional surface played the important role in setting up the morphoclimatic viewpoint and methodology. Research scope tend to be notably broad and various than it was untill 1960's. Disposotion of the scientific methods and techniques become more and more apparent. These trends of research has settled precise descreption and interpretation of actual landforms, based on the careful field works, scientific measuring, and analisis, rather than methodology focused on the particular master theories. Recent geomorphological researches show the scope from climatic geomorphology and Quaternary geomorphology to granite and limestone weathering, pedo-geomorphogenic environment and periglacial landforms, focused on the small-to-medium scales. And then there have been new trying to interprete erosional surfaces such as hillslopes and terraces. Also, studies of coastal and plain landforms have been successfully developed. Recent new trends show the quantitative and analytic modelling using field measurement and laboratory work, and study on the human impacts on the natural landforms.y on the human impacts on the natural landforms.

Review of the trend of research in geographical education in Korea (1945-1995) (지리교육 반세기의 회고와 전망: 연구업적을 중심으로)

  • The purpose of this paper is to review the trend of research in geographical education since the launching of the Korean Geographical Society in 1945 and to suggest the areas and directions for future oriented research in geographical education. 422 articles (including 12 books) were reviewed and analized for this paper. The outputs of research in geographical education contributed in developing and improving the geographical education in primary and secondary school geography. But to achieve stable and desirable status as a subject in the school curriculum, research in geographical education has to be changed in its target areas and methods. The results and the suggestions of this study are summarized as follows: First, research in geographical education in diverse areas, especially in the areas of significance, aims and objectives, and psychology of geographical education should be preceded the revision of the school curriclum so that the results could be used as the basis information and evidences in decision making about the curriculum. Second, research in geographical education for affective domain and skill development should be implemented more actively in accordance to the trend of integration centering around the dicipline-inquiry skill and citizenship skill. More close relationship between the circles of geographical education and geography would be one of the ways to satisfy the social needs. Third, the linkage between primary and secondary school geography is crucial to the research in geographical education. Considering the sequence in human development research in geographical education for two levels of school should be conducted in more wide school-year span. Fourth, critical and prescriptive research in geographical education focusing on the individual, diciplinary, and social relevancy of the content of geographical education may be recommended. Finally, the outputs of the research in geographical education should be publicized more widely so that the rationale for justification of subject geography and geographical education may be shared with among the researchers, educational administrators, and practioners.

A Markov Chain Model for Population Distribution Prediction Considering Spatio-Temporal Characteristics by Migration Factors (이동요인별 시·공간적 인구이동 특성을 고려한 인구분포 예측: 마르코프 연쇄 모형을 활용하여)

  • This study aims to predict the changes in population distribution in Korea by considering spatio-temporal characteristics of major migration reasons. For the purpose, we analyze the spatio-temporal characteristics of each major migration reason(such as job, family, housing, and education) and estimate the transition probability, respectively. By appling Markov chain model processes with the ChapmanKolmogorov equation based on the transition probability, we predict the changes in the population distribution for the next six years. As the results, we found that there were differences of population changes by regions, while there were geographic movements into metropolitan areas and cities in general. The methodologies and the results presented in this study can be utilized for the provision of customized planning policies. In the long run, it can be used as a basis for planning and enforcing regionally tailored policies that strengthen inflow factors and improve outflow factors based on the trends of population inflow and outflow by region by movement factors as well as identify the patterns of population inflow and outflow in each region and predict future population volatility.

Geotourism in Korea (한국의 지오투어리즘)

  • The researcher has examined about the infrastructure of geotourism industry as well as domestic and foreign literatures in order to see the future and present status of geotourism in our country. The researcher have concluded the followings after participating in the interpretive program of Taean haean(coastal) National Park, etc. which is thought to as having relatively well-prepared contents and education in addition to the active progress of the program especially. First, although the domestic infrastructure of geotourism is thought as relatively well-established, one needs to make up for the weak point that there are not enough editions of explanations related to land formation process and geological aspects. Second, the interpretive program operated by The Korea National Service Park needs to specialize what the program is all about, how it is operated, who is operating, and so on in order to bring subjects' characteristics into relief. Third, one needs to train the persons required to explain geomorphic landscape and geological features by establishing the new division of education of geomorphic landscape and geological features. Furthermore, one needs to set up a unit to take charge of geotourism within the central and local governments. Fourth, one needs to build the cooperative system of private-public-academic circles among private companies, government, and universities to promote the quality of interpretive program by close connections with related studies of geography and geology. Fifth, the vitalization of geotouriusm can make an enormous contribution to promote the nation's brand value and image by advertizing domestic beautiful landscapes of the nature in addition to creating new job markets. Thus, the financial support in the government level should be made. Sixth, one needs to dig out global resources of geotourism unique to us by developing the stories connecting with local cultures and histories.
