  • In late 1980s, many suburban cities in Tokyo metropolitan area have tried to construct office parks, such as Makuhari New Town, Minato Mirai 21 to promote knowledge based economy. As the most important player of this mesa project, the local government mobilized local resources from various private sectors. The local government adopted place marketing strategy to attract companies and consumers with thick pocket. The composition of this strategy embraces publicity, uniqueness, centrality of function and information and comfortability for formation of the office park. Headquarters and producer service offices were relocated in the suburban office parks for the first time in the history of modem Tokyo since 1920s. Although it is the ongoing project that encounters some financial difficulties, the office park Project will be a sound foundation for future growth of knowledge-based economy.

  • Considering that GIS (Geographic Information Systems) has not been widely adopted by teachers despite educators' considerable efforts to incorporate it into secondary education, if some teachers voluntarily participate in GIS in-service education without guaranteed benefits, those teachers deserve attention. This study investigates why teachers actively participated in a GIS staff-development program offered by Seoul National University in South Korea. Questionnaires were distributed to teachers and interviews were conducted. Results indicate that active participants are mostly young teachers who are expected to have had experiences with GIS during pre-service education. Teachers see the potential of GIS, but they also worry about several issues. Participating teachers' primary motivation was to learn enough about GIS to incorporate it into their teaching. Suggestions to facilitate the incorporation of GIS into education are provided.

  • This study aims to rethink the meaning of graphicacy, discuss the possible criteria to evaluate the level of graphicacy, and show how the graphicacy differs through different grades. First, it finds that as school grades advance, implicit information processing abilities, and conceptual information processing abilities were more required comparing to explicit information processing abilities, when interpreting graphic data. Secondly, the percentage of items which examinee showed a proficient level, decreased as school grades advanced. Thirdly, the graphicacy level of sixth graders was the status of being able to derive explicit information from pictorial maps and read implicit information in simple contour map or line graphs. Ninth graders were able to infer causal relationship between geographic phenomenons by utilizing graphic materials. Tenth graders could read graphic materials by utilizing simple knowledge and experience.

  • The purpose of this study is to explore the network city in detail as a new model for explaining urban growth in the changing economic environment in recent years. For this purpose, starting from Batten's (1995) pioneering work on network city in the mid 1990s to the most recent ones, literature is reviewed and various aspects of network city model are examined including formation process, spatial structure, application to management and urban planning, and growth potential. With this, the study aims at providing comprehensive knowledge necessary for evaluating if the network city model is appropriate in explaining the urban phenomena in the 21st century. The result of the review shows that network city model is the one appropriately explaining the changing urban system associated with the economic globalization and the development of transport and information technology. In addition, more and more European city governments tend to adopt this as the urban planning principle.

  • This study is to clarify the effect of changes of cultural industries, specialized products and regional festival, in "Junwon culture region". According to this study, "Junuon culture region", as border region of Koguryo, Baekje, Silla kingdom, which has not constituted its original culture, must develop its own specialized products based on culture and history of the three kingdoms in modern meaning. In 21st century, cultural industry of "Junuon culture region" must emphasize the role of linking of Koguryo culture which consists of major culture in North Korea. Because regional festival of "Junuon culture region" as place marketing is concentrated in spring and autumn, regional festival must be a package type of interregional network. In 21st century, "Junwon culture region" as border region of Koguryo, Baekje, and Silla, must be the peace place of cultural industry with maximized merit and high accessibility at present time. And with development of knowledge and information society, cultural industry estate must bring up regional network centralizing Cheongju city.ng up regional network centralizing Cheongju city.

  • The cases of entrepreneurial universities who conduct enterprisers like activities are increasing continuously in these days. Entrepreneurial activities by universities include university enterprises establishment and management, direct and indirect investment, incubating startup businesses, and diverse university-industry cooperation. In this study, the roles and contributions of universities in the development of science parks are explored with a case of Zhongguancun in Beijing. In particular, the roles of four universities such as Peking, Tsinghua, Renmin, and Chinese Academy of Science were intensively focused and investigated. Interpretive case research methodology was adopted for this study and in-depth interview and secondary data analysis methods were used for the investigation. The result of this study suggests that universities can do essential roles in the development of science parks and can contribute to the development and growth of science parks through proactive and direct economic activities as well as traditional and defensive university-industry cooperation.

  • Although industrial complexes have played as an engine of the Korean economy for the last 40 years, the majority of industrial complexes shows limitations to the continuous growth such as a lack of innovation capabilities and social capital, conceived as a key to transforming into clusters of innovation. To overcome those problems, the Korean government embarked on the cluster policy from the mid 2000's, focusing on promoting the endogenous development capabilities of individual industrial complexes. Drawing upon the in-depth case study of the Gumi IT cluster, one of the representative large-scale industrial complexes in Korea, the authors conclude that the cluster policy has contributed to making the Gumi IT cluster enhance the capabilities of endogenous development through the facilitation of self-organizing learning communities within the cluster.

  • In the period of rapid economic growth, it is possible to practice the growth policy by factors input and the regional development policy by the dispersion of growth. But, in the period of weakened growth, this model loses its theoretical and practical merit. The endogenous regional development model that can efficiently cope with a international competition and a uncertainty of international economy become an alternative policy of growth and regional development. France, which had a problem of overcrowding in the capital region by the centralized growth policy and regional development policy, phase the regional innovation system policy in order to establish the foundation of an endogenous regional development from the 1970's. The regional innovation system policy in France which pursues simultaneously the systematic regional knowledge creation and the regional development is very suggestive to the regional innovation system policy in Korea that pursues the endogenous regional development and the solution of the regional disparity.

  • This paper presents a model of ubiquitous learning environment system based on the concepts of ubiquitous computing technology that enables learning to take place anywhere at anytime. This ubiquitous learning environment is described as an environment-friendly learning scheme that supports students' learning using digital media in geographically distributed environments. The u-learning model is a web-based e-learning system that could enable learners to acquire knowledge and skills through interaction between them and the ubiquitous learning environment. Education is happening all around the student but the student may not even be conscious of the learning process. Source data is present in the embedded objects and students do not have to do anything in order to learn. The communication between devices and the embedded computers in the environment allows learners to learn in an environment of their interest while they are moving, hence, attaching them to their learning environment.

  • GPS is recognized the essential method to obtain the best result in the sphere of earth science that is setting of International Reference Frame, decision of the rotation coefficient about the earth rotation axis, detection of the crustal deformation, and observation of the diastrophism by high precision positioning except for navigation, geodetic survey and mapping. Therefore, in this study, it was attempted to build an expert service that enables non-experts to use high-precision GPS data processing. As a result, an Precise Point Positioning Solution that can maximize user convenience simply by entering the minimum required information for GPS data processing was developed, and the result of Precise Point Positioning Solution using GPS data provided by National Geographic Information Institute was compared with result of ITRF.
