We must design the buffer algorithm that protects traffic congestion and decreasing throughput at satellite communication network. It is important that buffer algorithm is satisfied with the good performance of transmission packet, responsibility of many connecting traffic and the 005 for connecting character. Old buffer algorithms are not the suitable algorithms when we have the satellite communication network environment. RED buffer algorithm is proposed by Floyd. It has a better performance than old buffer algorithm. But this algorithm is not well adapted a number of connecting TCP packet and changing network, so this algorithm has a bad Performance on satellite communication network that is many of connecting user at same time. This paper Propose the TARED(Target Adaptive RED). It has a good performance, adaptation and stability on satellite communication network and has not overflow and underflow of the buffer level.

Increasing numbers of space debris around the earth now pose a major threat to satellites as their impact velocity may reach up to several km/s. We use a pulse laser to accelerate a miniflyer for mimicking the space debris. The multi-layer coat on the confined medium is known to promote a higher acceleration. However, it requires some special techniques which take somewhat long time and cost to coat. Instead, we devised a simple concept to coat by the black lacquer paint on a flyer. It shows improvement in the flyer velocity by 1.5-2 times the uncoated, and the resulting velocity reached 1.42km/s with Nd:YAG laser energy under 1.4 joules. The resulting velocity is suitable for satellite vulnerability test for debris impact in the geostationary orbit.
The outgoing longwave radiation (Rlu) for estimation of evapotranspiration is essential to understand energy balance of earth. However, the ground measurement based Rlu has a limitation that the observation can just stand for the exact site, not for an area. In this study, remote sensing technique is adopted to compensate the limitation of ground observation using the geostationary satellite. We calculated Rlu using Communication, Ocean and Meteorological Satellite (COMS). We validated Rlu from COMS with Cheongmicheon (CFK) and Sulmacheon (SMK) flux tower observations controlled by Hydrological Survey Center. The results showed that Rlu from COMS represented reasonable correlation with ground based measurement. Based on the results in this study, COMS will be able to be used for estimation of evapotranspiration.

This paper includes the development and operational status of the space object collision risk management system operated by the Korea Aerospace Research Institute. Currently, it monitors 6 low-orbit satellites and 3 geostationary satellites for collision risks 24 hours, enabling prompt collision avoidance maneuvers to ensure safe and stable operations. Since Chinese anti-satellite test (ASAT) in 2007, the monitoring of collision risks between space objects and operational satellites has been taken seriously, leading to the development of various collision risk management systems to respond quickly and efficiently to such situations. This paper provides an introduction to the space object collision risk management system developed from 2007 to the present, the current status of artificial space objects around Earth, and the system currently in operation. Additionally, it outlines future prospects and plans for the system.
This study derived spectral Lambertian Equivalent Reflectance (LER) over East Asia from the observations of Ozone Monitoring Instrument (OMI) onboard polar-orbit satellite Aura. The climatological (October 2004-September 2007) LER values were compared with the surface reflectance products of OMI or MODerate resolution Imaging Spectroradiometer (MODIS) in terms of the atmosphere-environment variables as follows: wavelength (UV, visible), surface properties (land, ocean), and cloud filtering. Four kinds of LER outputs in the UV and visible region (328-500 nm) were retrieved based on the averages of lowest (1, 5, and 10%) surface reflectance values as well as the minimum reflectance. The average of the lowest 10% among them was in best agreement with the OMI product: correlation coefficient (0.88), RMSE (1.0%) and mean bias (-0.3%). The 10% average and OMI LER values over ocean were 2% larger in UV than in visible, while the values over land were 1% smaller. The LER variability on the wavelength and surface property was highest (~3%) in the condition of both land and visible, particularly in the ice-cap and desert regions. The minimum reflectance values over the oceanic and inland sample areas overestimated the MODIS product by 1.4%. This high-resolution MODIS observations were effective in removing cloud contamination. The relative errors of the 10% average to MODIS were smaller (-0.6%) over ocean but larger (1.5%) over land than those of the OMI product to MODIS. The reduced relative error in the OMI product over land may result from additional cloud filtering using the Landsat data. This study will be useful when retrieveing the surface reflectance from geostationary-orbit environmental satellite (e.g., Geostationary Environment Monitoring Spectrometer; GEMS).
In geostationary satellite communications, which are widely used for broadcasting and communication, there is a path loss where the signal power on the path is largely reduced. It is important to consider rain attenuation when calculating link budget because the Ka band frequency is vulnerable to rain attenuation. In this study, rainfall trends were analyzed by using rainfall data from the year 2000 in four regions of Korea (Seoul, Incheon, Busan, Jeju) and the rainfall attenuation was calculated. This was used to analyse the satellite link budget and receiving performance for the down-link of the korea satellite COMS. In this study, the calculated G/T for the rainfall intensity of 0.5% per year using the rainfall data for 18 years increased by approximately $8.5dBK^{-1}$ compared to the ITU's zone-K rain model, and decreased by approximately $1dBK^{-1}$ compared to the precipitation data for 13 years from the TTA(Korea Telecommunications Technology Association). The results of this study can be used for the design of G/T in domestic-installed satellite ground station.

The first Korean geostationary weather satellite, Communications, Oceanography and Meteorology Satellite (COMS) will be launched in 2008. The ground station for COMS needs to perform geometric correction to improve accuracy of satellite image data and to broadcast geometrically corrected images to users within 30 minutes after image acquisition. For such a requirement, we developed automated and fast geometric correction techniques. For this, we generated control points automatically by matching images against coastline data and by applying a robust estimation called RANSAC. We used GSHHS (Global Self-consistent Hierarchical High-resolution Shoreline) shoreline database to construct 211 landmark chips. We detected clouds within the images and applied matching to cloud-free sub images. When matching visible channels, we selected sub images located in day-time. We tested the algorithm with GOES-9 images. Control points were generated by matching channel 1 and channel 2 images of GOES against the 211 landmark chips. The RANSAC correctly removed outliers from being selected as control points. The accuracy of sensor models established using the automated control points were in the range of $1{\sim}2$ pixels. Geometric correction was performed and the performance was visually inspected by projecting coastline onto the geometrically corrected images. The total processing time for matching, RANSAC and geometric correction was around 4 minutes.
The missile technology and its development in south Korea have been restrained to the limit of 180 km by America which instead provided to Korea with security protection. In the same vein, America pressured South Korea to abort its nuclear weapons program so as to prevent another possible military encounter that can easily develop into a war between South and North Korea. This restraint was a bit relaxed when South Korea joined the Missile Technology Control Regime (MTCR) in 2001 whereby the limit was 300 km. The situation of South Korea is in much contrast with its neighbor, North Korea, which has fired Taepo Dong 1 and Taepo Dong 2 to put its alleged satellite respectively into the Earth orbit. The range of this rocket believed to be reaching more than 5,500 km, a range of the intercontinental ballistic missile, without any rein. South Korea that has just geared its full powers for its outer space industry, with the current space projects of putting its satellites into the low Earth orbit, will in future put its satellite into the geostationary orbit, 36,000 km above the Earth. To do so, such restraint had better be resolved. Korean space industry, as it is alike in other countries, started with putting and manufacturing sounding rockets, producing satellites but relying on foreign launching facilities, and learning launching capacities. Experiencing three time launchings of KITSAT, the current satellite projects of Korea are undertaken as follows: - Koreasat - STSAT - Komsat - MBSAT - COMS (Communication, Ocean, and Meteorological Satellite) Koreans waked up to the things of outer space in 2008 with the first Korean astronaut Li So-yeon, a lady bio systems engineer. Although the first Korean made rocket in cooperation with a Russian company to fire last August 2009 was a failure, it should be considered as an inevitable process for future endeavors. There are currently three outer space related laws of Korea: Aerospace Industry Development Promotion Act 1987, Outer Space Development Promotions Act 2005, and Space Damage Compensation Act 2008. The first two stemming from the two different ministries are, however, overlapping in many aspects and have some shortcomings to be improved.
The characteristics of brightness temperature (BT) of infrared and water vapor channels from MTSAT-1R have been investigated using 12 persistent and frequent lightning cases selected from the summer lightnings of 2006-2008. The infrared (IR1, 10.3-11.3 ${\mu}M$) and water vapor (WV, 6.5-7.0 ${\mu}M$) channels from the MTSAT-1R and the lightning observation data from Korea Meteorological Administration are used. When there is no lightning, the BTs of the IR1 and WV channels show the largest frequency at around 290-295K and 245K, respectively. On the other hand, the BTs of two channels show the largest frequency at 215K caused by strong convection when there is lightning. As a result, the WV-IR1 difference (BTDWI) sharply increases from -50K to 0K. Although it depends on the evolution stage of thunderstorms, the lightning mainly occurs at the core of circular convection in the mesoscale convective complex (MCC), whereas the lightning occurs by concentrated line-shape in the squall line. A strong positive correlation exists between the lightning frequency and the BT in the MCC regardless of the BT, but only at the very cold BT in the squall line. In general, the characteristics of BT are well defined for the lightning occurring in the concentrated line, but they are not well defined in the MCC, especially during the decaying stage of MCC. When they are defined well, the lightning occurs when the BTs of IR1 and WV are lower than 215K, BTDWI is near -3 to 1K, and local standard deviation of IR1 decreases to around 1K.
Recently released a top secret document explicitly shows that the early development plan for an earth observation satellite in the USA has a hidden and more important purpose for a concept of 'free space' than the scientific purpose. At that time, the hidden and secret concept imbedded within the early space development plan prevail other national policies of the USA government for purpose of the national security. Under these circumstances, it is quite reasonable to accept a possibility that the meteorological satellites which play a key role in the every area of meteorology and climatology was also born for the hidden purposes. Even it is so, it is quite amazing that the first meteorological satellite is launched in the USA despite of the facts that the major users of the meteorological satellites were not very enthusiastic with the meteorological satellite and the program was not started as a formal meteorological satellite project. This was only possible because of the external socio-political impact caused by the successful launch of the Russian Sputnik satellite and a few key policy developers who favored the meteorological satellite program. It is also interesting to note that the beginning of the first Korean meteorological satellite program was initiated by a similar socio-political influence occurred by the launch of a North Korean satellite.
