Streptococcal Toxic Shock Syndrome Occurred during Postoperative Radiotherapy in a Cancer Patient with Preexisting Lymphedema and Chronic Illness -Case Report- (수술 후 림프부종과 만성질환을 동반한 종양 환자에서 방사선치료 기간 동안 발생한 연쇄구균독소충격증후군 예)

  • A case is reported of a man with malignant fibrous histiocytoma (MFH) in right thigh who developed streptococcal toxic shock syndrome (STSS) during postoperative radiotherapy. Before radiotherapy, a patient complained wax and wane lymphedema following wide excision of tumor mass which was confirmed as MFH. He took some nonsteroidal antiinflammatory drug (NSAID) for about one month. He suffered preexisting hepatitis C virus (HCV) infection, diabetes and well-controlled hypertension. The patient received conventional radiotherapy to right thigh with a total dose of 32.4 Gy at 1.8 Gy per day. At last radiotherapy fraction, cutaneous erythematous inflammation was suddenly developed at his affected thigh. At that time, he also complained of oliguria, fever and chills. The patient was consulted to internal medicine for adequate evaluation and management. The patient was diagnosed as suggested septic shock and admitted without delay. At admission, he showed hypotension, oliguria, constipation, abnormal renal and liver function. As a result of blood culture, Streptococcus pyogenes was detected. The patient was diagnosed to STSS. He was treated with adequate intravenous antibiotics and fluid support. STSS is one of oncologic emergencies and requires immediate medical intervention to prevent loss of life. In this patient, underlying HCV infection, postoperative lymphedema, prolonged NSAID medication, and radiotherapy may have been multiple precipitating factors of STSS.

Study on the Improved Abrasion Resistance of Polycarbonate Substrate by UV-curable Organic/Inorganic Hybrid Coatings (자외선 경화형 유기/무기 복합코팅에 의한 폴리카보네이트의 내마모성 향상 연구)

  • Transparent, abrasion resistant coatings with 4~13 ${\mu}{\textrm}{m}$ thickness were prepared by spin-coating on polycarbonates with organic/inorganic hybrid solutions, followed by UV curing and heat treatment at 12$0^{\circ}C$ for 12 hours. The coating solutions were composed of inorganic phase and organic phase in 0:100, 20:80, 30:70, 50:50, 80:20 wt% ratios, respectively, mixed with photoinitiator, senaitizer and surfactant. The inorganic phase was formed by sol-gel reaction of TEOS and silane coupling agent MPTMS in 1 : 2 or 2 : 1 molar ratios, the organic phase consisted of difunctional urethane acrylate oligomeric resin, multifunctional acrylate TMPTA and HDDA in 4 : 3 : 3 wt% ratio. The coating systems were investigated by FT-IR, $^{29}$ Si-NMR spectra. In addition, TGA/DSC for thermal analysis and SEM, AFM observation for coated surface were examined. Gererally, the homogeneity of phases, the surface smoothness of coating and abrasion resistance were improved with the higher content of inorganic component. Namely, coating system with below 10 $\AA$ surface roughness and T$_{g}$ of 15$0^{\circ}C$ showed only 10% decrease in light transmittance after abrasion test, whereas uncoated polycarbonate substrate exhibited 46% decrease..

Protective Effect of Isoflavone, Genistein from Soybean on Singlet Oxygen Induced Photohemolysis of Human Erythrocytes ($^1O_2$으로 유도된 사람 적혈구의 광용혈에 있어서 대두의 아이소플라본인 제니스테인의 보호작용)

  • Protective effects of natural components including genistein (4',5,7-trihydroxyisoflavone) from Glycine max MERRILL on the rose-bengal sensitized photohemolysis of human erythrocytes were investigated. Genistein $(10{\sim}100\;{\mu}m)$ suppressed photohemolysis in a concentration-dependent manner, and was more effective than the lipid peroxidation chain blocker, ${\alpha}$-tocopherol (Vit. E). Glycoside of genistein, genistin, the water-soluble antioxidant, L-ascorbate, and the iron chelator, myo-inositol hexaphosphoric acid dodecasodium salt (sodium phytate) did not exhibit protective effect against photohemolysis. L-Ascorbate and sodium phytate stimulated photohemolysis at high concentration $(500\;{\mu}m)$. ${\alpha}$-Carotene 3,3'-diol (lutein), a singlet oxygen $(^1O_2)$ quencher, exhibited pronounced protective effect, an indication that $^1O_2$ is important in photohemolysis sensitized by rose-bengal. Reactive oxygen scavenging activities $(OSC_{50})$ of natural antioxidants including genistein on reactive oxygen species (ROS) generated in $Fe^{3+}-EDTA/H_2O_2$ system using the luminol-dependent chemiluminescence assay were in the order of sodium phytate > L-ascorbate > ${\alpha}$-tocopherol > genistein > genistin. $OSC_{50}$ value of genistein, genistin, ${\alpha}$-tocopherol, L-ascorbate, and sodium phytate were 41.0, 109.0, 9.0, 5.2, and $0.56{\mu}m$ respectively. The order of free radical (1,1-diphenyl-2-picrylhydrazyl, DPPH) scavenging activity $(FSC_{50})$ was L-ascorbate > ${\alpha}$-tocopherol > genistein > genistin. These results indicate that genistein can function as an antioxidant in biological systems, particularly skin exposed to solar UV radiation by scavenging $^1O_2$ and other ROS, and to protect cellular membranes against ROS.

Some effects of the rice weevil(Sitophilus oryzae L.) on the stored grains (저장중의 맥류에 미치는 쌀바구미(Sitophilus oryzae L.)의 영향)

  • The effects of the rice weevils(Sitophilus oryzae L.) on naked barley and wheat were studied in connection with the moisture contents and the molds in the grain under the controlled conditions; R.H. $75\%,\; 28^{\circ}C.$ 1. The moisture contents of control grain were decreased $2.07\%$ for naked barley and $1.29\%$ in wheat in four weeks. 2. The moisture contents of naked barley which had been infested with 100 weevils were decreased $0.29\%$ and were increased $0.79\% in the berley infested with 200 weevils at t beginning. In wheat, the moisture contents were decreased by$0.84\%\; and\; 0.13\%$ in respective experimental lots. 3. The moisture contents of grains have close relation with the population densities of the weevils in the grain. 4. The pattern of the change in the moisture content of grain have close relation with the population densities of the weevils in the grain. 5. The number of the mold colonies in the grain increased exponentially with the increase in the population densities of weevils in the grain. 6. The species of the mold found were A. restrictus and A. versicolor, which were the most abundant, and A. candidus was also found, but Ins common.

The Differential Internode Elongation Responses of Dwarf and Tall Japonica Rice Cultivars to $GA_3$ Application ($GA_3$가 수도 Japonica 단간ㆍ장간품종의 절간신장에 미치는 반응의 차이)

  • The responses of GA$_3$ treatment on the culm length, internode elongation, number of internodes elongated and on the panicle length of 115 Japonica rice cultivars were studied. One spray with 50 ppm GA$_3$ was made at about 30 days before heading. Generally short culm cultivars showed better elongation responses than taller ones and a few taller cultivars showed reduced culm length. The internode length of 1st, 5th, 6th and 7th were increased, but, 2nd, 3rd and 4th internodes were reduced. Especially the reduction of 3rd internode elongation and the increase of 5th internode length was prominent. Most of the tested cultivars showed no changes in the number of internodes elongated, but, in some cultivars it was increased and in a few ones it was reduced. The effect on the panicle length was variable depending cultivars. No significant correlation was found between the culm length elongation and the elongation of panicle length, implying that the response of GA$_3$ on the culm and on the panicle is independent of each other. According the response of culm length elongation tested cultivars were grouped into 6 ; Significantly reducing, slightly reducing, less sensitive, slightly elongating, largely elongating and extremely elongating.

Potential Utilization of Concentrated Oyster Cooker Effluent for Seafood Flavoring Agent (수산식품 조미제 개발을 위한 굴 자숙 농축액의 이용)

  • Proximate composition of concentrated oyster cooker effluent (COCE) was $70{\%}$ moisture, $8.55{\%}$ total nitrogen, and $18.6{\%}$ ash. Optimum conditions for enzymatic hydrolysis of COCE ($200 ml$) weve $pH 7.0{\~}7.5\;and 50{\~}60{\circ}C$ for 8 h reaction time with 0.128 U of Aspergillus oryzae PE protease(AOP), Hydrolysis of COCE led to an increase in free amino acids to 1.41 fold, with taurine comprising about $17.62{\%}$ of the total free amino acid. Fifty volatile flavor components were identified in COCE and 63 in enzyme treated COCE (HCOCE). Volatile flayer compounds we increased significantly in HCOCE when compared with untreated COCE. Results of this study might help to alleviate the current wastewater disposal problem caused by oyster cooker effluent.

  • The Manufacturing conditions of Chungkukjang were investigated by the use of the soy beans, salt (NaCl) and Bacillus subtilis S.P. In the studies of Chungkukjang Meju protease activity, total acid, free amino nitrogen, optimum times of fermentation and the maturity of Meju were shown the reasonable conditions each at 54 hrs, 24 hrs, between 36 to 42 hrs, between 36 to 42 hrs and at 5 days from the beginning of fermentation. In the studies on the Chungkukjang (Sauce made by meju) the increased amount of free amino nitrogen and total acid were proportional to the increased contents of moisture. The amount of the acid was increased rapidly for 20 day from the beginning and after it slowly. The appropriate content of moisture was 55% in the manufacturing of Chungkukjang.

  • Effects of additives on physical properties of dover sole skin gelatin prepared by fractional precipitation with ethanol were investigated to obtain basic data for utilizing as food protein source. Physical properties such as gel strength, melting point, gelling point and viscosity of both ethanol- and non-treated gelatins were improved as ferric ion, sugar and ethanol were added to gelatin sol, but were deteriorated as sodium hydroxide and acids were added. Insignificant difference in effects of physical properties on additives such as ferric ion, sodium chloride, sugar, acids and ethanol between ethanol- and non-treated gelatins were not observed.

국가계약관련 회계예규 개정

  • 기획재정부는 최근 중소건설업계의 경영환경 악화에 따른 경영애로를 완화하고 불합리한 제도를 개선하기 위해 국가 계약관련 회계예규를 개정하고 지난 11월 1일부터 시행에 들어갔다. 개정된 회계예규는 원자재 가격급등시 계약금액의 10% 범위 내에서 선금을 추가지급하게 해 이 돈을 자재확보 용도로 우선 사용할 수 있게 했다. 또한 원자재 가격급등으로 인한 계약금액의 조정을 원활하게 하기 위한 기준도 신설했다. 물가변동이 5% 이상물품구매는 10% 이상 상승하는 등 원자재 가격급등시에는 계약일로부터 90일 이내라도 계약금액을 조정할 수 있도록 했다. 현행 원자재 가격급등으로 인한 계약금액 조정은 일반적으로 계약일로부터 90일이 경과하고 물가변동이 3% 증감한 경우 기능하게 돼 있다. 대한설비건설협회는 자재가 급등으로 설비건설업계기 어려움에 처하자 자재가격 급등에 따른 계약금액을 변동시켜 줄 수 있도록 관련법 개정을 요청한 바 있다. 이에 따라 기획재정부기 회계예규 개정에 대한설비건설협회의 의견을 수용, 반영한 것이다. 개정된 회계예규는 또 종합건설업과 전문건설업간 겸업제한 폐지 및 실적인정에 따른 영업기간 인성 규정을 마련, 새로 등록한 업종으로 공공공사 입찰에 참여할 수 있게 해 종합 전문건설업간 상호 진출에 기여토록 했다. 지역중소업체 입찰참여가 쉽도록 1천억원 이상 대형공사(턴키 등) 에서 공동수급체 구성원수를 10 인 이내로 확대하기로 했다. 또한 300억원 미만의 적격심사낙찰제 대상공사 입찰시에 기업의 경영상태 평가는 원칙적으로 1년 이내 기업신용평가등급으로 평가하기로 했다. 이밖에 공동수급체 대표자 또는 수급인이 선금을 수령하고도 정당한 이유없이 공동수급체 구성원 또는 하수급인에게 배분하지 않는 사례를 막기 위해 계약담당공무원이 선금 배분여부를 확인하도록 하고 선금 사용 용도도 명시적으로 규정했다.

기술가치평가를 적용한 R&D 평가관리체계의 효율성 제고 : ICT분야 기술의 경제적 가치와 매출발생 효과 비교분석

  • 4차 산업혁명의 도래와 더불어 ICT 기계, ICT 금융, ICT 의료, ICT 나노 등과 같이 기술분야별 영역의 장벽이 허물어지고, 학제간 연구(Interdisplinary Research)가 일상화됨에 따라 국가 R&D 과제도 융합기술의 형태로 진화, 발전하고 있다. 부처별 R&D 과제의 결과물에 대한 성과평가는 현 시점에서 정성 평가지표에 대한 전문가의견법 결과를 참조하고 있으며, 일부 과제에 있어서 특허의 상태적 우위도(등급화) 결과를 반영하는데 머물러 있다. 본 연구에서는 과거 3~5년전 기술가치평가가 수행된 정부 R&D 과제에 대해, 가치평가 결과를 매출발생 시점 이후의 매출액 증감분과 비교 분석하여 시사점을 얻고자 한다. 특히 ICT 분야 R&D 과제로부터 산출된 기술적 성과(특허 10건 선정)에 대해, 해당 기술을 사업화한 주체(기업)의 매출액 실적을 비교하여 상호 관련성을 파악하고, 공공 R&D 과제의 평가관리 체계에 포함할 수 있는 실질적 개선 방안을 제시한다. 본 연구에서 제안된 기술가치평가 모형 및 참조정보 활용방안은 R&D 평가년도의 성과물에 대한 경제적 가치 수준 파악을 할 수 있는 평가툴이 되는 동시에, 차년도 국가 R&D 과제에 지원한 우수 기술 보유 기관의 미래 수익성을 파악하여 과제선정의 객관성을 높일 수 있는 정보지원툴로 활용할 수 있을 것으로 기대된다.
