This study purposes for the based data for establishing the mid- to long term development direction of Anyang municipal libraries by conducting a survey of residents in Anyang city and focus group interviews with local experts. Based on the results of the survey and FGI analysis conducted in this study, the main implications and discussions for establishing mid- to long term development plans for Anyang municipal libraries in the future are summarized as follows. First, the services used by users are extremely limited compared to the utilization rate of library, and the utilization rate of library programs is low, therefore Anyang municipal libraries need to actively promote various services operated by the library, provide information, and make efforts to improve service use procedures simply. Second, library satisfaction is relatively high, but as a result of analyzing the reasons for some dissatisfaction, active budget investment for purchasing new library materials and ways to increase library accessibility are necessary. Third, due to the low awareness of the operation of specialized libraries, it is necessary to develop specialized, unique library services to Anyang municipal libraries through benchmarking of other best practices. Fourth, in the future, Anyang municipal libraries need to strengthen functions as a complex cultural center along with the functions as an information center, a lifelong education center, and a living convenience center. Lastly, it is required to construct a control tower that can systematically lead the operation of Anyang municipal libraries in the long term through the reorganization of the organizational system.

The purpose of this paper is to develop a framework of software cost estimation guidelines and to derive a mid-long term direction for development of the software cost estimation guidelines. In this paper, all the steps in the software life cycle are researched in the view of cost estimation, and current software cost estimation guidelines and models have been reviewed and analysed first. Second, a plan to separate unit cost per function point from standard procedure in current software cost estimation guidelines is presented to strengthen maket self-regulating function as a mid-long term developmental direction for software cost estimation guidelines. Third, construction of cost repository, making standard procedure for software cost estimation guidelines, development of various kinds of software cost estimation models, and a system for experts on software cost estimation are presented as the prerequisites for the future model framework of software cost estimation guidelines. Finally a roadmap for establishing the future model is proposed.

It is expected that interests and supports for 'the creative economy' will increase considerably since the establishment of the Park Geun Hye Administration. Since the Comics Promotional Law took effect in August 2012, the Korea Culture and Content Agency and the Comics Industry have been establishing the third plan for medium and long term development of the comics industry together. "Joint Business with Creative Talents," in which the amount of 4.5 billion won was invested, has already been implemented, and "Support Business for Field Employees of Comics Creating Enterprises," in which the amount of 0.6 billion won was invested, has been performed so far through the Korea Comics Contents Agency upon the request of the Comics Industry. The government's plan to train professional manpower is interlocked with its foundation and employment policies, and thus, this will be a good opportunity for colleges and universities that have comics related majors, especially for those that need proper measures for bring their graduates a chance to get a job. Accordingly, it seems that if the government develops more aggressive policies, reflects this on the third medium and long term development plan of the comics industry, and then organizes policy and study meetings led by the learned societies to implement this, it will be able to generate a significant synergy effect. This Article will concentrate on first examining the flow and patterns of the policy to train special manpower by the comics industry, the Ministry of Culture and related institutions since the establishment of the Comics Promotional Law, analyzing some problems in the first and second medium and long term development plan of the comics industry to be implemented from 2003 through 2013 and the third medium and long term development plan to be announced in June 2013 to train professional manpower, and then suggesting an effective direction and some alternatives to train professional manpower in universities in a medium and long term way.

This study is a basic research for establishing a mid- to long-term development plan for the library of the Korea Expressway Corporation that can establish the vision and core values of the library and continuously grow by taking advantage of the specialization of the road transportation field in preparation for the 4th industrial revolution and post-corona era. The current state, satisfaction, and demand of the library were conducted for users of the Korea Expressway Corporation, and based on this, a mid- to long-term development plan was proposed. As a result of the research, first, the library of the Korea Expressway Corporation should provide information services to respond to the immediate information needs of its members as a library that supports academic and research activities as well as the comprehensive collection and preservation of related materials as a national road transportation representative library. Second, it is necessary to establish a systematic collection development policy, and it is necessary to collect collections by detailed themes related to road traffic. Third, overall service development is necessary, and Korea Expressway Corporation library homepage and mobile service should be developed. Lastly, space improvement must be made through space reorganization, and it is necessary to expand the usability through the introduction of the latest technology.

현재 우리나라는 군사적 용도의 우주전력은 전무한 실정이나, 군사차원에서 1992년 최초롤 우리별 1호를 발사한 이후 꾸준히 연구 개발을 해온 결과 현재는 세계에서 23번째 실용 위성 보유국이 되었으며, 2015까지 세계 10위권 위성보유국 대열에 진입하기 위한 국가 우주개발 중장기 계획을 수립하여 적극적으로 추진해 나가고 있다. 따라서 군에서도 주변국의 우주개발에 대한 경쟁에 뒤지지 않고 21섹이의 한반도 주변 전략환경을 우리에게 유리하게 진행시키기 위해서는 무엇보다도 우주의 군사력 활용이 필요하며 우주전력을 이용한 작전능력의 신장, 우주전력의 지원, 우주전투 능력 확보를 위한 장기적인 우주계획을 수립하는 등 군 우주분야의 발전이 절실히 요구되고 있다.

국가기술개발사업으로서 원자력연구개발중장기계획사업을 성공적으로 수행하며 동시에 기술사회상호결정론 관점에서 원자력기술 개발, 이용에 따른 사회적 영향을 체계적으로 분석함으로써 원자력기술의 개발 이용의 국가 사회발전에 공헌도를 높일 수 있는 원자력 기술평가 접근방법을 제시하였다. 기술평가의 개념과 방법론의 발전과정을 분석하여 국내원자력 기술개발에 적합한 기술평가 방법론을 제시함으로써, 향후 예상되는 원자력기술평가에 대응하며 원자력사업의 당위성과 추진의 효율성을 높이는데 기여하고자 하였다.

제5차 전력수급기본계획상 2014~2016년을 전후하여 경기북부지역 5.2GW, 충남서해안 6.9GW 등 발전설비의 특정지역 집중건설이 예정되어 있고, 해당 발전출력의 원활한 전송을 위해 계통보강이 이루어져야 한다. 발전설비 및 송전설비의 보강집중에 따라 계통 고장전류 증가가 불파기한 실정이다. 특히, 우리나라 부하의 약 40%가 집중되어 있고 지역의 넓이에 비해 송전망의 밀집도가 매우 높은 수도권의 경우, 고장전류가 해당 변전소의 차단기 정격차단용량을 초과하는 문제로 인해 계통을 분리하여 운전되고 있는 개소가 전국 계통분리개소의 50%를 넘는다. 본 고에서는 향후 국내 전력계통의 고장전류 증가추이를 전망하고, BTB-HVDC의 적용 등 고장전류저감방안에 대해 논 하고자 한다.
