The purpose of this study is to suggest some guidelines for improving the management of administrative artifacts based on the analysis on archivist's perception. The study investigated the current state of record centers and the archivist's perception in 15 ministries of Korean central government, most of the central ministries did not enact the administrative artifacts management rule. Also it isn't done correctly unlike perception of need to manage administrative artifacts. It is necessary to educate about administrative artifacts management regularly and to develop central ministries collection.

This study measures the effectiveness of 39 Korean Government websites in providing equitable and appropriate government information to the public. 39 government web sites were divided into two groups, 21 "departments or ministries" and 18 "offices". Five evaluation criteria were information contents of services, fluent operation of services, feedback mechanism, easiness of access, and design. The study showed that there are some different results between 21 "departments or ministries" and 18 "offices". Most information services provided by Government websites were slightly moderately appreciated by the researchers. Some problems and resolutions for the improvement of government websites are provided. Also, some suggestions for the government website designers and administrators are made.

This study asesses the effectiveness of Korean Government web sits in providing equitable and appropriate access to government web sites was evaluated. Five information contents of services, fluent operation of services, feedback mechanism, easiness of access, and design. The result showed that there are several issues for the government to address in formulating effective policy for government web sites although most information services provided by Government web sites were highly appreciated by the researcher. This article provides an overview of information policy issues to the government web site designers and administrators.

정보화사업은 사회 다른 어느 분야보다 눈부신 발전을 보이고 있으며, 중앙부처는 전국공동활용체계 구축, 그리고 행정업무의 능률 제고를 위한 각종 사업들을 역점 추진하고 있다. 그러나 정보화 사업은 중앙부처 위주로 추진되어 개별기관별, 단위사업별로 정보화가 이루어지고 있다. 또한, 기초자치단체의 경우 종합적인 정보시스템추진계획 구도와 전략의 부재로 인해 다양한 정보화 사업들이 부서별로 산발적으로 추진되고 있으며, 이는 사업추진의 분할손은 물론 사업간 연계를 통한 상승작용을 저해하는 주 요인으로 작용할 가능성이 노출되고 있다. 중앙부처의 표준시스템의 개발 및 보급은 그 수용대상인 기초자치단체의 행정정보화를 앞당길 수 있는 긍정적인 영향과 더불어 기초자치단체의 수용능력여부에 따라 기초자치단체의 행정정보화는 그 혼란을 더욱 가중하는 부정적인 영향을 줄 수도 있음을 시사하고 있다. 본 연구는 이러한 표준시스템의 긍정적인 영향만을 인식하고 있는 구조를 파악함은 물론 간과하고 있는 부정적인 영향을 시스템사고를 이용하여 이해함으로써 표준시스템의 보급으로 인한 기초자치단체로의 역기능을 최소화하고, 그에 역동적으로 대처할 수 있는 방안으로 조직 측면에서는 CIO제도의 활성화와 정보담당조직위상의 제고를, 시스템 측면에서는 표준시스템과 기존시스템간의 GAP 분석을 통한 틈새도출 및 보강을, 데이터 측면에서는 공유정보제공시스템 구축을 통한 데이터 자원의 활용을 그 대안으로 제안하고 있다

농촌개발에 관한 정책영역이 농촌공간 단위의 농업정책과 비농업정책을 포괄하는 방향으로 진행됨에 따라 관련된 농촌개발주체는 분산, 다기화되어 있다. 필리핀의 경우 농촌개발과 관련된 중앙정부의 관련부처는 상대적으로 세분화되어 있으며, NGO 등의 관련기구도 많은 편이다. 또한 필리핀의 지방행정계층의 수도 다른 나라에 비하여 상대적으로 많다. 이는 중앙정부 부처간, 중앙부처와 NGO 및 중앙정부와 지방정부간의 조정을 어렵게 하는 요인으로 작용한다. 한편, 지방정부 레벨에 있어서는 농촌개발과 관련된 관련주체간의 조정시스템에 관하여 지방정부법(1991)에 상세한 규정을 두고 있으나, 실제적인 작동의 면에서 한계를 가지고 있다. 특히, 필리핀의 농촌개발과 관련된 지방단위의 관련주체의 역량은 충분히 함양되지 못하고 있는 상황에서 주민과 NGO의 농촌개발에 대한 참여(민주성)를 매우 중시하고 있다. 필리핀 농촌의 발전을 위해서는 관련 주체들의 분산도를 감소시키고, 주체간의 통합성의 증진을 위한 노력이 필요하며, 관련 개별주체의 역량강화와 효율성에 입각한 조정체계의 정립과 전략이 절실히 요구되고 있다.

1995년부터 시작된 국가GIS 구축사업은 초기에는 공간정보기반을 확충하기 위하여 주로 중앙부처와 공공기관을 중심으로 추진되어 왔으나, 앞으로는 행정업무와 대민서비스를 수행하는 기초자치단체를 중심으로 추진될 것으로 전망된다. 그 이유는 지자체의 행정 업무시스템을 통해서 생산 관리 갱신된 지리정보 데이터가 중앙부처로 연계되어 활용될 것이기 때문이다. 이 연구에서는 향후 중요도가 높아질 것으로 예상되는 지자체 GIS정책 수립을 위해 지자체의 GIS 활용 및 운용실태를 조사하였다. 그 결과 지자체별로 GIS활용의 정도와 수준 차이가 매우 크게 나타났으며, 환경도 아직은 열악한 것으로 분석되었다. 특히 재정자립도가 낮은 지자체의 GIS구축 및 활용수준을 높일 수 있는 대책과 함께 지자체간 정보격차를 줄여갈 방안이 시급한 실정이다.

전자정부의 고도화에 따라 정부부처나 공공기관의 인터넷 홈페이지를 통한 대국민 정보제공 및 민원 서비스는 필수적이며, 그 서비스의 비중은 점차 증가하고 있다. 아울러 정부 웹사이트에서의 민원서비스는 시간적 공간적 제약없이 One-Stop 서비스를 제공하여 국민편의를 지향하는 전자정부의 중요한 과제이다. 전자정부가 단일화된 통합서비스를 제공하고, 좀 더 질좋은 대국민서비스를 하기 위해서는 국민의 관심과 참여가 절실히 필요하다. 우리나라 행정기관 웹사이트가 그동안 국제적으로 높게 평가받고 있음에도 불구하고 표준화 미흡 등의 문제점이 지속적으로 나타나고 있는 바, 이에 공공의 대국민 민원 서비스를 제공하는 중앙행정기판의 민원처리절차를 기술적으로 분석하여 이 논문에서 제안된 대국민서비스의 효율적인 User Interface(UI)를 통해 안정적인 대국민서비스를 제공하고, 각 기관마다 중 반복적으로 제기된 동일 유사민원의 효과적이고 효율적인 관리적 측면을 얻을 수 있을 것이며 정부중앙행정기관의 웹사이트에서 효율적인 인터넷 민원 서비스 개선의 자료로 활용 할 수 있을 것으로 기대된다.

The purpose of this study is to propose some strategic directions which can promote the government libraries to provide the most effective and efficient information services. The study analyzes user opinion and demand in terms of the Web-based Information Services. For the analysis, the questionnaires were distributed to the 300 users in 18 government libraries. In the results, the study finds that the government libraries with homepage need to advertise homepage service. to provide the training programs, and to improve the system utility for better valuable homepage services. The government libraries without homepage, first of all, must construct their own homepage reflected in the users demand requiring the powerful retrieval ability, the diversity of contents, the high properness of information services.

The essential Policy for solving the problems of the Seoul Metropolitan Region is the relocation of national pivotal functions into the non-Capital Region. The decentralization of pivotal functions should be pursued at the national level. National public institutions should be moved according to the characteristics of the institution itself and the regional function and specialization. Primarily, after selecting target institutions from the administrations at the vice-ministerial level, affiliated organizations, government-funded agencies, and institutions invested tv governments, we need to develop various measures to diminish the problems and obstacles resulted from the relocation of public sector. The construction of the new administration capital city is one of the alternatives which solve the problems of the Seoul Metropolitan Region and improve the regional inequality. It is very much important that the Korean citizens agree to the construction of the new administration capital city.

As policy areas are widened and more complicated, policy coordination becomes a challenge to the public administration. New Labour's promotion of the joined-up government was a holistic attempt to redress the fragmentation of the government in social policy. It promoted the joined-up activities by setting up joining-up units and agencies at the core of the government, the Prime-Minister's Office and the Cabinet office, and between the public, private and voluntary sectors. The joined-up government was criticised as being hierarchical and fragmented, and as confusing the line of accountability. Policy coordination has growing importance in Korea, and the experiences of the joined-up government will have implications on more coordinated promotion of social policy.
