IT분야에 대한 정부지원은 직접적인 자금지원방식과 간접적인 인력양성지원, 기반환경조성 등 다양한 형태로 추진되고 있다. 그러나 중소벤처기업들은 기업의 영세성과 무경험성, 기술 중심적인 경영과 국내 편향적인 경영 둥으로 인해 많은 어려움을 겪게 되고 이를 극복하기 위한 노력에 대해 정부의 지원이 한계에 도달할 수밖에 없다. 이를 보다 효율적으로 지원하기 위해서 기술개발자금 지원업체의 운영실태를 조사하여 문제점을 살펴보고 개선방안을 모색하였다. 중소벤처기업의 기술개발 진행상황 및 연구비 집행사항 파악을 통해 기술개발 부진과제 독려, 자금 부당집행 등 위반사항 적발ㆍ제재, 지급집행방법 교육 등을 통해 집행의 적정성을 도모하고 기술개발 애로사항을 청취하고 연계 지원사업을 안내하였다. 중소 벤처기업의 경우 회계에 관한 지식ㆍ관심의 부족, 내ㆍ외부 감사시스템 미비, 자금 애로 둥의 사유로 출연연구소 등에 비해 연구비 집행 증빙 둥 회계처리에 미숙하고, 고의 또는 과실에 의해 연구비를 목적 외의 용도로 사용할 가능성이 커서 중소ㆍ벤처기업을 대상으로 하는 사업의 경우 연구비 집행의 적정성 제고를 위해 집행관련 사항을 간소화ㆍ투명화하여 연구비 부당 집행, 집행 오류 둥의 여지를 줄이는 둥 개선방안을 모색하였다.

대학·연구기관 등이 보유한 연구장비의 공동활용으로는 중소기업의 즉각적인 수요를 해결하기에는 역부족이다. 중소벤처기업의 다양한 요구를 실시간으로 충족시키기 어려우며, 이용비용, 이용절차 복잡, 예약대기 등의 애로사항이 많아 중소벤처기업은 민간의 리스업체를 선호하는 경향이 있다. 중소벤처기업은 연구개발을 위한 자체 보유 연구장비가 부족하여 자체시험, 설계분석 수행이 어려움에 따라 R&D 초기단계부터 애로가 발생하고 있다. 또한 중소기업이 외부 시험, 검사장비 활용 시 경제적 부담, 이용절차 복잡 등의 다양한 어려움을 겪고 있어 연구장비의 새로운 지원방식의 필요성이 제기되고 있다. 미국의 경우 민간 중심으로 연구장비 임대를 활성화하고 있고, 일본 및 유럽은 임대지원 정책을 추진하고 있으므로 우리도 이러한 리스뱅크 플랫폼의 구축이 시급한 실정이다. 따라서, 연구장비 임대, 공동활용 등 종합적인 서비스와 중소벤처기업이 이용하기 쉽고 편리한 전문가 시스템을 활용한 연구장비 리스뱅크 플랫폼 구축방안을 살펴보자.

In Korea, small and medium sized domestic enterprises (SMEs) play an pivotal role in the national economy, accounting for 99.8% of all enterprises, 87.9% of total employment, and 48.3% of production. and SMEs were driving a real force of the development of national economy in many respects such as innovation, job creation, industrial diversity, balanced regional development. Despite their crucial role in the national development, most of SMEs suffer from a lack of R&D capabilities and equipments as well as funding capacity. Government-Supported Research Institute (GRI) can provide SMEs with valuable supplementary technological knowledges and help them build technological capacities. so, In order to effectively support SMEs, government and GRI must be a priority to know about the factors influencing the performance related to technology transfer and technological collaborations. The paper analyzes the effects of Korean IT SMEs Venture external collaborations and technology transfer on their performances, according to their collaboration activities and technology transfer experiences. The results show that there was a significant difference between '3~5times' of technology transfer experience and 'zero technology transfer experience' in the case of technology transfer experience. In case of technological collaboration type, there was a significant difference between 'R&D manpower' and 'enhancement of technological capabilities including core technologies'. The results show that the effectiveness of technology transfer of Korean IT SMEs Venture depends on experiences, types of collaboration activities. so the results of this research will be useful for Government-Supported research institute (GRI)' policy makers when establishing technology commercialization support policies and strategic planning of small and medium sized domestic enterprises.

중소∙벤처기업에게 장비, 인력, 기술력 등 일체의 기술자원을 제공함으로써 기술 혁신을 선도하고 있는 한국생산기술연구원. 올해 대대적인 조직개편을 실시하고 새로운 전환기를 맞고 있는 한국생산기술연구원은 창업보육센터를 설치해 벤처기업의 창업을 돕는 등 다각도의 지원을 펼치고 있다. 오랜 전통을 자랑하며 벤처기업의 곁에 자리매김하고 있는 한국생산기술연구원을 소개한다.

The fast globalization and the emergence of China have caused the change in relationship between big and medium enterprises. Therefore, the competition among medium enterprises became severe and the extremities in technical aspects became important. This study is aimed to comprehend the results and the affecting factors of R&D of Korean IT venture companies by reviewing of proceeding studies and actual proves. I define them considering of the character of the industries, the management of strategies and organizations, the process of R&D, and the performance which company made. As a result of empirical analysis are as the following : The character of industries affects the management of strategies and organizations. The management of strategies and organizations have an effect on the process of R&D and the process of R&D had an good effect on companies' capabilities and business performance.
