정부가 중소기업제품의 구매를 촉진하고 판로를 지원함으로써 중소기업의 경쟁력 향상과 경영안정에 이바지할 목적으로 "중소기업제품 구매촉진 및 판로지원에 관한 법률"을 제정하고 중소기업 제품을 적극 사용하도록 권장하고 있다. 또한 조달청에서도 우수조달물품 지정제도를 통해 조달물자의 품질향상과 중소 벤처기업의 판로 지원을 목적으로 성능 및 기술 또는 품질이 뛰어난 물품을 우수조달 물품으로 지정하고 있다. 그러나 건설업계는 중소기업제품의 구매 촉진 및 판로를 지원하기 위한 이들 제도가 공사비 축소로 경쟁력을 약화시키고 있다고 지적하고 있다. 특히, 발주기관에서 자재를 공급함으로써 전문건설업계는 단순 시공만 하게 돼 경쟁력을 약화시키는 요인으로 작용하고 있다는 것. 뿐만 아니라 조달우수제품 구매제도의 경우 제품 납품만이 아닌 시공까지 겸하는 경우가 빈번해 지면서 중소건설업체의 시공업역이 차츰 줄어들고 있다고 지적하고 있다. 이에 따라 본지는 중소기업청의 공사용 자재 직접구매제도와 조달우수제도에 대해 알아본다.

우리나라 금융시장에서는 부동산담보 위주의 대출관행이 지속되고 있다. 이러한 대출관행은 부동산 수요의 유발로 부동산 가격상승의 원인이 될 뿐만 아니라 금융기관이 담보 부족을 이유로 중소 벤처기업자금 지원에 소극적이거나 기피하는 등 신용경색의 요인으로도 작용할 수 있다. 아울러 담보 부동산가격이 하락할 경우 금융기관의 부실이 될 수 있다. 이러한 문제점을 해결하기 위하여 금융기관의 낙후된 여신심사 및 사후관리기법을 선진화하고 효율적인 대출제도를 도입함으로써 중소 벤처기업의 신용수준에 부합하는 신용대출을 활성화하여야 한다. 본 연구는 중소 벤처기업의 신용대출을 활성화할 수 있는 방안들을 살펴보았다. 먼저 1980년대의 미국 및 일본의 금융위기와 이의 대응방안을 비교함으로써 담보대출의 문제점 및 개선을 위한 시사점을 살펴보았다. 다음으로 관계중시대출(relationship lending)을 통한 신용대출 활성화를 지적하였는데 관계중시대출은 금융기관이 고객과 밀접한 관계를 장기간 유지함으로써 고객에 대한 정보를 축적하여 금융서비스를 제공한다. 관계중시대출의 중소 벤처기업대출에 대한 시사점은 은행과 차입 중소 벤처기업은 긴밀한 관계유지가 장기적으로 모두에게 도움을 주는 합리적인 신뢰관계를 구축하여 신용대출을 가능하게 한다. 마지막으로 중소 벤처기업 신용대출의 활성화방안을 금융당국, 금융기관 그리고 중소 벤처기업으로 나누어서 각각 제시하였다.

급변하는 환경속에서 중소기업이 살아남기 위해서 필수적으로 요구되는 것이 정보기술이다. 특히 최근에 와서 인터넷의 중요성과 활용이 증대되고 있다. 본 연구에서는 중소기업의 인터넷에 관한 실태분석을 통하여 활용방안을 제시하고자 하였다. 전국의 중소기업 126개 업체를 대상으로 설문지를 배포하고 , 회수된 82부중 64부를 실제 분석에 사용하였다. 분석결과 중소기업에서는 인터넷에 대한 필요성은 강하게 느끼고 있지만 인지도는 그리 높지 않았고, 사용시간도 낮은 수준이었으며, 주로 활용하고 있는 업무는 마케팅 업무였고, 활용되는 분야는 검색과 전자우편이 주를 이루었다. 인터넷의 활용으로 달성할 수 있는 성과로는 중소기업이 취할 수 있는 활용방안은 의사소통의 원활화, 업무자동화, 경영전략단계 등임을 확인할 수 있었다. 이상과 같이 중소기업이 인터넷을 활용하고 있는 정도는 미약하지만, 강한 필요성을 느끼고 있고, 정부차원의 지원을 통해 인터넷은 중소기업의 필수 불가결한 정보기술, 나아가서는 경쟁무기가 될 수 있을 것으로 기대한다.

많은 중소기업들은 정보시스템 적용과 운용에 있어서 정보기술의 전략적, 운영적 차원의 사용보다는 당면한 기업조직의 현문제와 기존의 시스템의 적절한 유지와 보수문제를 어떻게 해야 하는가 하는 문제에 더욱 집중되어 있다. 그러나 정보기술은 기업의 전략적 무기로 인식하여 경쟁우위를 점할 수 있는 가장 큰 수단으로 인식되어 져야 한다. 본 연구는 대기업중심의 아웃소싱관련 선행연구를 통해 우리나라 중소기업의 정보시스템 아웃소싱 상황에 맞는 모형연구가 필요하다는 것을 알게 되었다. 선행연구에서는 파트너십에 대한 문제와 기술적, 통제적, 경제적에 대한 성공요인에 대한 검토되었는데 한편 우리나라 중소기업 상황에서는 자금 회사규모 문제 40.3%, 시스템 운영인력 부족 24.1%, 임직원 활용능력 부족 8.9% 등이 문제로 나타났다 이처럼 대기업과 위험요인과 중소기업의 요인을 비교하였다 그리고 지금까지 나타난 대기업 아웃소싱 문제점과 함께 지난 2년간 정부주도하의 중소기업 정보화 지원사업을 연구하여 중소기업 정보화 아웃소싱 성공요인들을 도출하여 성공적인 중소기업 정보시스템 아웃소싱 모형 만들 수가 있을 것이다.

중소기업의 ERP도입에 관련된 많은 요인들에 대한 연구들이 진행되어 왔다. 대부분의 연구들이 중소기업이 독립적으로 ERP를 도입하게 되는 경우를 다루고 있으나, 많은 중소기업들이 자금을 비롯한 다양한 이유로 독립적으로 ERP도입을 결정하지 못하고 있다. 따라서, 협력대기업이 공급사슬관리차원에서 공급사인 중소기업들의 ERP도입을 지원하고 있다. 협력대기업이 중소기업의 ERP 도입을 지원하는 과정에서 활용할 수 있는 방안과 과정상의 문제에 대해 국내 대기업의 지원사례와 ERP를 도입한 중소기업의 도입사례를 연구하여 중소기업 ERP도입에서의 협력대기업의 역할에 대한 탐색적인 연구를 수행하였다. 협력대기업의 지원방안으로는 도입자금지원, 도입벤더선정, 도입과정도움, 도입후 시스템 개선과정 도움, ERP활용교육 등을 활용하고 있다.

중소기업에 근무하고 있는 연구자들의 경우 급변하는 대내외 환경에 적응하기 위한 다양한 정보를 신속하고 정확하게 취득하고, 보유하고 있는 정보와 기술에 대한 노하우를 교류하는 것이 경쟁력 강화와 기업의 생존을 위하여 필수적이다. 그러나 체계적인 정보검색 체계를 갖추고 있지 않은 대부분의 중소기업의 경우 이러한 정보력의 부재, 인적 네트워크의 부족으로 인하여 도태되고 있는 것이 현실이다. 이러한 문제점을 해결하기 위해 한국과학기술정보연구원에서는 중소기업들에게 다양한 맞춤형 분석정보, 시장동향정보 등을 제공하기 위한 여러 가지 사업을 진행하고 있으며, 홈페이지를 통하여 이러한 콘텐츠를 체계적으로 구축하여 제공하고 있다. 또한 온라인 교류의 장 등을 마련하여 중소기업인들의 어려움을 조금이나마 덜어주기 위한 시스템을 구축하고 운영하고 있으며, 향후에 보다 다양한 콘텐츠를 구축하여 정보지원을 확대할 예정이다.

We analyzed the relationship between small- and medium-sized corporate bank loans and bank's equity ratio, as well as small- and medium-sized corporate bank loans and bank's performance in Korean banking industry. Using the data from the Bank of Korea and the Financial Supervisory Service, we made a panel data set, including small and medium corporate loan ratio, BIS ration, basic equity ratio, performance ratio, etc. We found a positively significant relationship between small- and medium-sized corporate loans and bank's equity ratio. There was a positive change of this relationship between the pre-financial crisis and post-financial crisis periods. In the post-financial crisis period, small- and medium-sized corporate bank loans had a significantly positive impact on the bank's equity ratio and bank's performance. We expect that these results will give new insights and contribute to the already-existing knowledge as well as to the Korean government institutions that are interested in the impact of small- and medium-sized corporate bank loans.

Marking the 40th anniversary of the founding of The Korean Association of Small Business Studies, this paper was carried out to shed light on the historical trend of 40 years of small and medium business research through the papers published in the Asia Pacific Journal of Small Business and to consider the direction of future small and medium business research. In particular, we will focus on small and medium venture business policies and strategic management aspects of small and medium venture businesses to analyze the contents of published papers related to the subject and contribute to finding implications and future research directions. In order to analyze the research trends of small and medium venture business policies and strategic management sectors of small and medium venture companies covered in the Asia Pacific Journal of Small Business from 1979 to 2019, the analysis was divided by time and item based on research subjects, research methods, researchers, etc., and the primary analysis results are as follows: First, out of a total of 1,056 research papers, research papers on small and medium venture enterprise policy and strategic management showed a ratio of about 14% and 11% of the total research. Second, in terms of research subjects, the proportion of policy research on funds and start-ups and ventures was high in the field of small and medium venture enterprise policy, and the research on internationalization strategy was carried out the most in the area of strategic management. Third, qualitative research was more prominent until the 1980s, but the proportion of quantitative research began to increase after the 1990s, and since then, quantitative research has been carried out more than qualitative research. Fourth, over the past 40 years, Hanyang University, Kyungpook National University, Konkuk University, etc. were the institutions that presented research papers most actively in the areas of small and medium venture business policy and strategic management, and the research institute's participation was somewhat insufficient. The main implications of this study for the continuous development of the Asia Pacific Journal of Small Business are as follows. First, it is necessary to enhance the link between research on policy research and strategic management of small and medium venture companies in terms of research subject matter. Second, more diversity should be pursued in terms of research methods. Third, it is necessary to increase the participation rate of public and private research institutes related to small and medium venture enterprises in academic societies.
