The recent rapid increase of international ocean cruises calling at Korea has prompted the interests of central and local governments in promotion of cruise ship tour. Korea's cruise tour policies and facility improvement plans tend to be focused only on main ports of cities with high calls at cruise port, such as Busan, Incheon, and Jeju. However, small and medium-sized ocean cities which represent the coastal areas are also seeking to activate cruise ship tour and attract investment, and therefore they merit governmental support as well. This study looks at the current conditions of cruise tourism in small and medium-sized ocean cities and searches for the means to activate cruise tours. It suggests improvement policies for port services, transport accessibility, urban facilities and tour activity support, as well as expected roles of public and private sector. As a case study of Yeosu in Jeollanam-do, it analyzes the present state and discusses possible future activation programs, comparing small and medium-sized cities with cities with main ports. In order to be a port of call, steady exertions for improvement are required in all areas regarding cruise tourism whether it's main or local. Especially, since local ports in small and medium-sized ocean cities are relatively unlikely to be developed into home ports, policies and tourism programs should be established to support them in being chosen as ports of call.

김해시에는 약 3,000개가 넘는 기계산업을 중심으로한 전국 두 번째로 많은 중소기업이 있다. 김해국제공항이 10km 이내에 있으며, 부산항과 마산항, 가덕신항만이 자동차로 30분 거리에 있고 서울, 대구, 광주로 가는 고속도로와 울산, 양산, 부산, 창원, 진주를 잇는 동남 공업벨트의 중심지로서 사통팔달의 최적 교통조건을 갖추고 있다. 또 남해바다 해양성기후의 영향을 받아, 화훼, 과수, 채소 등의 신선농산물 재배에도 최적이며 공항을 통해서 50분 거리의 후꾸오까와, 70분 거리에 있는 동경에 이들 농산물의 신속한 수출도 용이하다. 한편 김해시는 가락국의 가야문화권 중심도시로 국립김해박물과의 개관, 문화유적의 복원 등으로 관광도시의 면모도 갖추어 가고 있다. 김해시는 이러한 입지적 요건을 최대한 활용하여 다음과 같은 지역전략산업을 육성하여야 할 것이다. 첫째, 기존의 기계 자동차 금속산업은 지식집약형 기계산업(정밀의료기기 및 첨단 자동차부품포함)으로 특화하여야 할 것이다. 둘째, 화훼 및 농산물수출은 현대화된 재배시설 및 유통시설의 조성, 수출전문생산단지 조성, 대체에너지의 개발 등으로 수출경쟁력을 제고시켜야 할 것이다. 셋째, 기존 기계산업을 정보기술산업과 접목시키는 벤처기업의 육성으로 장기적으로는 하청구조의 산업구조톨 지양하고 기술개발을 통해 경쟁력있는 중소기업을 육성시켜야 할 것이다. 넷째, 유적, 화훼 등의 관광자원을 개발하여 부산과 제주도를 잇는 관광도시로 육성시켜야 할 것이다. 끝으로 인제대학의 특성화분야인 의생명공학을 중심으로 우리나라 최초의 헬씨어밸리(healthier valley)조성올 통해 생물 건강소재산업을 개발하는 것이 바람직 할 것이다. 이상의 특화산업들이 산업연관 효과를 가지고 조화있는 발전을 할 때 21세기의 경쟁력 있는 김해시 건설이 가능할 것이다.

This papers aims to focus on the city marketing as the green growth policy strategies using a case study of Gangneung City, Republic of Korea. In the case study it was verified the fields of urban growth including ecology, culture, alternative and recycled energy, green transportation system. The implications of the study were as follows: First, the city government had regenerated the coastal pine forest through removing unlicensed buildings which were squatted down in decades. Secondly, the city government has recognized the value of culture that possessed various types of cultural asserts. Thirdly, it is possible to use and produce the ocean energy with the tidal power plant, wind power plant and green deep water because Gangneung City has the ocean-oriented image and is located the coastal region. Lastly, the city government has been utilizing the LED traffic light using solar heat and is going to apply the green car like an electric car. This paper indicates the importance of the alternatives of the green growth-oriented policy through city marketing using the concept of culture and ecology. The city government will strive after an advanced triple bottom line with the ecological sustainability, cultural diversity and economic effectiveness in the near future.

Local management trade ports are small-sized trade ports, which require active operation to strengthen the local cities' economic power and enhance the local industries' added value. In addition, local management trade ports should berth ships larger than the existing ships to increase efficiency and keep up with the international trend where ships are becoming larger. Furthermore, they should also prepare operating standards. This study selected Okgye Port among local management trade ports. We performed a mooring safety simulation evaluation according to the scenario where a 50,000 DWT vessel is moored at the current 20,000 DWT class pier. The emergency departure criteria were 27kts at 3.2s of wave period and 22kts at 5.0s of wave period at the existing pier. Results showed that mooring limit condition increased by about 50% to 41kts at 3.2s of wave period and 36kts at 5.0s of wave period. This study can be used for strengthening mooring facilities and setting operational standards for safe port operation when large ships are berthing.

The regional infrastructure industries of Gwangyang City, the subject of this study, are Gwangyang Port and Gwangyang Steel Mill. Therefore, it is necessary to analyze the regional economic ripple effects of the port logistics industry in Gwangyang City. In this study, a multi-stage approach using the RW and the LQ methodology using the national input-output tables in 2015 and 2019 is used to prepare the regional interindustry analysis chart in Gwangyang City, and an exogenous demand induction model that reclassified the port logistics industry was applied. Through this, the purpose of this study was to provide policy implications by figuring out the regional economic ripple effects of the port logistics industry quantitatively in Gwangyang City. As a result of the analysis, the industries with high production inducement effect and forward/backward linkage effect of the port logistics industry in Gwangyang City were analyzed as manufacturing, transportation, land and air logistics sectors. And the industries in which the added value inducement effect and the employment inducement effect were analyzed as an industry related to the service industry. Therefore, it is necessary to prepare support measures to foster the port logistics industry as a way to promote these industries and revitalize the local economy of Gwangyang City. To this end, it is desirable to improve policies and systems for the vitalization of the Gwangyang port maritime cluster and provide various policy support for the port logistics industry in Gwangyang City. This study is meaningful in suggesting policy implications for the regional economy of Gwangyang City based on the results of exogenous analysis of the port logistics industry in small and medium-sized cities. However, It seems that further studies related to this will be needed in the future.
