This study develops a simulation model that performs flood analysis considering both urban and river flood. For the analysis of river flood, this study considers river overflow by levee breach, and reflects the concept of the dual drainage systems for the analysis of urban flood. In relation to the surface flood analysis, FEM technique is applied to the flood diffusion analysis in order to conduct the flow analysis of urban and river flood simultaneously. For the verification of the model, it is first applied to the conceptual model, and then applied to the actual watershed. It is expected that this study will be able to reduce flood damage and to prepare effective countermeasures to reduce flood damage.

우리나라의 하천 상류지역의 유역들은 신뢰할 수 있는 수문자료의 미비로 인하여, 관행적으로 모형의 변수를 산정하여 강우유출모형을 적용하고 있다. 그러나 상류지역의 빈번한 홍수 피해 및 수자원관리의 문제발생 등으로 인하여 이러한 상류지역의 중소유역의 신뢰할 수 있는 홍수량산정 방법이 요구되고 있다. 이는 영국의 국가 홍수량 산정 표준방법(Flood Estimation Handbook)과같이 강우유출모형의 지역화를 통하여 해결 할 수 있다. 지역화를 위한 강우유출모형의 선정을 위하여 9개의 개념적 강우유출모형을 충청북도 미호천 상류 7개의 소유역에 적용하여 모형의 성능을 평가하였다. 이는 유효우량 산정을 위한 3개의 개념적 토양저류함수 모형(Soil Moisture Accounting: Modified Penman Type Model(MP), Catchment Wetness Index Model(CWI), Probability Distribution Model(PDM))과 3개의 유역유출을 위한 3개의 개념적 유출모형(Routing: 2-Conceptual Reservoir Model(2PAR), 3-Conceptual Reservoir Model(3PAR), Marcropore Model(2PMP))의 조합으로 총 9개의 모형을 검토하였다. 이를 검정기간(2004.01.01-2007.12.31) 과 검증기간(2008.01.01-2009.12.31)의 장단기 유출성능을 Nash Sutcliffe Efficiency 로 평가한 결과, 시간 단위의 단기모의에서는 CWI-2PMP와 PDM-2PMP모형이, 일 단위의 장기모의에서는 CWI-3PAR와 PDM-2PMP가 우수한 성능을 보이고 있다. 향후 금강 상류유역의 기본 강우유출모형으로 PDM-2PMP모형을 선정한다.

The purpose of this study is to provide with information for the water resources development and management in stream management planning, such as information on the sediment trensport, design of dam and water facilities, river improvement and flood plains management. The major results obtained from the field measurement and analysis of the watershed characteristics, hydraulic and sediment characteristics are as follows ; 1. The rating curve formulas obtained from the analysis of the hydraulic characteristics data collected are ; Q-=110.563 $(H-0.474)^2$ for 0.7m$(H-0.146)^2$ for 0.4m$Sr=aX{^2} {_1} X^{c}{_2}$, in the experimental watershed.

농업용저수지 둑높이기 사업은 기존 농업용저수지의 둑을 높여 저수량을 추가확보하여 갈수기에 본류 및 지류에 환경용수 공급을 하기 위하여 시행 중이다. 기존의 농업용저수지는 농업용수라고 하는 단일 목적 용수 공급을 위한 저수지로서 용수공급은 대상작물의 재배시기에 맞추어 이루어지고 있다. 둑높이기 대상 농업용저수지는 농업용수 및 환경용수 공급이라는 다중목적을 수행하여 한다. 따라서 기존의 농업용저수지 운영기준과는 차별되는 운영기준 설정이 필요하다. 이에 본 연구에서는 농업용 저수지의 농업용수 공급 능력을 유지하며, 하류하천에 유지유량을 공급할 수 있는 운영기준을 설정하였는데, 농업용 저수지의 규모에 따라서 운영기준을 제안하였다. 먼저 중소규모 저수지의 운영기준은 운영기준곡선의 개념을 활용하여 현저수량을 운영기준곡선에 대입하여 적정 방류가능량을 설정하였다. 구체적으로 저수지 유입량을 고려하여 연중 방류 가능한 기준방류량을 선정하고, 기준방류량의 연중 방류에 따른 최대, 최소 방류기준곡선과, 사업 전 저수량을 고려하여 방류제한 곡선을 설정하였다. 한편 대규모 저수지의 경우 기준방류량을 설정하기 위하여 과거 30년 이상의 저수량 모의를 통하여 비관개시 시점의 각 초기저수량에 따라 관개기 시점의 목표 저수량을 만족할 수 있는 초기저수량별 기준방류를 설정하고 이를 바탕으로 운영 기준을 설정하였다. 설정된 운영기준을 적용하여 일별 저수량을 모의하고, 운영기준 적용에 따른 환경용수 공급 능력 및 이수안전도의 분석하였다.

The objective of this study is to help practicing engineers easily use the Clark model which is used for estimating the magnitude of design flood for small stream. A representative unit hydrograph was derived on the basis of the past rainfall-runoff data and unit hydrographs, and the storage coefficient of Clark model was estimated by using hydrograph recession analysis. Since the storage coefficient(K) is a dominating factor among the parameters of Clark method, a mulitple regression formula, which has the drainage area, main channel length and slope as parameters, is propsed to estimate K value of a basin where measured data are missing. The result of regression analysis showed that there is a correlation between a storage coefficient(K) and aforemetioned three parameters in homogenious basins. A regression formular for K was derived using these correlations in a basin of Han River, Nakdong River, Young River, Kum River and Sumjin River
The purpose of this study was to investigate the long-term habitat morphological alteration resulting from a large dam and weirs in the Tamjin River. To achieve this, we carried out a hydrograph analysis and a substrate size distribution analysis. We also estimated the channel width, bar area and vegetation encroachment using aerial photographs taken before and after the construction of the dam and weirs. The result of the hydrological analysis showed that flooding downstream was greatly reduced with small peaks occurrence after the dam construction. Interestingly, normal hydrographs in the main channel appeared just after tributary conjunction. There was a similar pattern in the substrate size analysis. Despite coarsened substrate just downstream of the dam site, more sand appeared again after introduction of the tributary. However, there was an increase in the bar area downstream of the dam's channels with most bars covered with vegetation. The channel width increased at the upper area of weirs through impoundment, but decreased downstream because of vegetation encroachment. This study indicate that unregulated tributary plays an important role in restoring hydro-physical habitat conditions in mainstream channels below a large dam. However, numerous weirs could be a causal factor to accelerate habitat deterioration in the dam downstream channels.

탁수는 유기물 또는 무기물이 유입되면서 빛의 투과성이 낮아진 수체를 의미한다. 탁수가 발생하게 되면 어류의 폐사, 정수처리 비용의 증가 및 경관의 변화로 인한 피해가 발생하게 된다. 국내에서는 홍수기 또는 태풍 시 유역의 토사가 저수지 상류에서 유입하여 호내의 탁수를 발생시키는 경우가 있는데, 특히 낙동강 유역의 임하호에서 빈번하게 고탁수가 발생하여 왔다. 본 연구에서는 임하호에서 탁수 발생 시 신속 배제를 위한 수치적인 예측 시스템을 소개하고자 한다. 저수지 탁수관리의 기본개념은 용수공급능력을 고려한 고탁수의 신속한 배제이다. 이는 선제적 의사결정을 요구하므로, 지류에서 탁수가 발생한 즉시 향후 상황에 대한 예측이 필요하다. 이러한 예측을 위해 유역관리처는 3단계의 수치해석을 수행한다. 첫 번째는 유역 상류에서 탁수가 감지되었을 때, 호 내 탁수의 분포를 예측하는 것이다. 수심 및 수평방향의 탁수 분포에 대한 상세한 결과가 도출되어야 하기에, 3차원 수치해석 프로그램인 AEM3D를 이용한다. 이때, 과거 고탁수 유입에 대한 자료를 기반으로 산정된 매개변수가 적용된다. 두 번째는 예측된 호내 분포를 초기조건으로 댐 방류량 및 취수탑 위치(선택배제)에 따른 탁수 배제 수치해석을 수행하게 된다. 다양하고 많은 case에 대한 신속한 모의 및 3달 이상의 장기간 예측을 요구하므로, 2차원 수치모델인 CE-QUAL-W2를 활용한다. 이 단계에서 수자원의 안정적 공급이 가능한 범위 내에서 효과적인 탁수 배제 방류 방법 등이 결정되며, 방류 탁도가 예측된다. 세 번째 단계는 방류탁도를 경계조건으로 하여 하류 하천(반변천~내성천 합류 전)의 탁도를 예측하는 것이다. 하천의 탁도 예측은 국내뿐만 아니라 국외에서도 그 사례를 찾아보기가 쉽지 않은데, 이는 중소형의 지류에 대한 입력자료가 충분하지 않고 불확실성이 높기 때문이다. 이에 과거 10여 년의 data를 이용한 회귀분석을 통해 탁수 발생물질(SS)-부유사-유량과의 관계를 도출하고, 2차원 하천모델(EFDC)을 이용하여 수심 평균 탁도를 예측하게 된다. 이러한 세 단계의 예측은 탁수가 호내로 유입됨에 따라 반복되고, 점차 예측 정확도가 향상되게 된다. 세 단계의 과정을 통한 임하호 탁수의 조기 배제는 현재 적지 않은 효과를 거두고 있다고 판단된다. 그러나 탁수를 발생시키는 현탁물질의 종류는 매번 일정하지 않기 때문에, 이러한 예측 시스템에 정확도에 영향을 줄 수 있으므로, 여러 상황을 고려한 딥러닝을 도입하여 탁수 물질에 대한 정보를 예측한다면 보다 합리적인 의사결정 지원 도구가 될 수 있을 것이다.

Recently, stream longitudinal connectivity has been a topic of investigation due to the frequent disconnections and the impact of aquatic ecosystems caused by the construction of small and medium-sized weirs and various artificial structures (fishways) directly influencing the stream ecosystem health. In this study, the international and domestic research trends of the longitudinal connectivity in aquatic ecosystems were evaluated and the applicability of fish-based longitudinal connectivity models used in developed countries was analyzed. For these purposes, we analyzed the current status of research on longitudinal connectivity and structural problems, fish monitoring methodology, monitoring approaches, longitudinal disconnectivity of fish movement, and biodiversity. In addition, we analyzed the current status and some technical limitations of physical habitat suitability evaluation, ecology-based water flow, eco-hydrological modeling for fish habitat connectivity, and the s/w program development for agent-based model. Numerous references, data, and various reports were examined to identify worldwide longitudinal stream connectivity evaluation models in European and non-European countries. The international approaches to longitudinal connectivity evaluations were categorized into five phases including 1) an approach integrating fish community and artificial structure surveys (two types input variables), 2) field monitoring approaches, 3) a stream geomorphological approach, 4) an artificial structure-based DB analytical approach, and 5) other approaches. the overall evaluation of survey methodologies and applicability for longitudinal stream connectivity suggested that the ICE model (Information sur la Continuite Ecologique) and the ICF model (Index de Connectivitat Fluvial), widely used in European countries, were appropriate for the application of longitudinal connectivity evaluations in Korean streams.
Different types of schemes have been used in stage prediction involving conceptual and physical models. Nevertheless, none of these schemes can be considered as a single superior model. To overcome disadvantages of existing physics based rainfall-runoff models for stage predicting because of the complexity of the hydrological process, recently the data-derived models has been widely adopted for predicting flood stage. The objective of this study is to evaluate model performance for stage prediction of the Neuro-Fuzzy and regression analysis stage prediction models in these data-derived methods. The proposed models are applied to the Wangsukcheon in Han river watershed. To evaluate the performance of the proposed models, fours statistical indices were used, namely; Root mean square error(RMSE), Nash Sutcliffe efficiency coefficient(NSEC), mean absolute error(MAE), adjusted coefficient of determination($R^{*2}$). The results show that the Neuro-Fuzzy stage prediction model can carry out the river flood stage prediction more accurately than the regression analysis stage prediction model. This study can greatly contribute to the construction of a high accuracy flood information system that secure lead time in medium and small streams.
