The Study on Perception of Adoption of Certification System for Smart Factory (스마트공장 표준 인증제도 도입에 관한 인식 조사)

  • The certification for Smart Factory supoort successful management of organization while providing strategic plans to the issue of manufacturing process. In Korea, these standards are prepared as the national standards since 2015, and also, there are actions being taken to adpot the certification for Smart Factory. However, to adopt such certification, it is required that the certification operation system needs to be organized, as well as that the society in general should understand about Smart Factory. Accordingly, it is even more required an review on the adoption of the system. This study has the purpose in surveying a variety of atakeholders' perception for the adoption of Smart Factory certification given the circumstance that the cetitification is implemented through literature review and in-depth interviews. This study will be provide significant implication to build a successful plan for the adoption of Smart Factory certification by reviewing perception of professional and problem, strategy of this certification.

  • 최근의 글로벌 IT시장은 HW 중심에서 SW 모바일 중심으로 급속히 변화하고 있으며, SW, PC, 휴대폰 등 비교적 명확했던 IT 경계가 사라지고 융합화 되고 있어, SW산업은 IT 산업 전체의 경쟁력을 좌우하는 기반산업으로서 그 역할이 확대되고 있다. 그러나, 2010년말 국내 SW시장은 세계시장의 2.0%(임베디드SW 포함)에 불과하며, 적지 않은 문제점을 가지고 있다. 첫째, SW시장질서가 공정하지 못하며 생태계가 왜곡되어 있다. 둘째, 인력 기술 창업 등 SW산업의 기초체력이 미흡하다. 셋째, 임베디드시스템 경쟁력 부족으로 융합 시장이 활성화되어 있지 못하다. 넷째, 협소한 국내 시장을 넘어 글로벌 시장에 도전하는 기업가 정신이 부족하다. 이러한 상황에서 젊은 인재와 SW전문기업이 글로벌 시장에 도전하고 성공할 수 있는 생태계를 조성하기 위해 2011년 10월 27일 제102차 비상경제대책회의에 "공생발전형 SW생태계 구축 전략"이 상정되어 확정되었다. 동 전략의 기본 방향은 1) IT서비스 대기업 중심의 시장 질서를 전문 중소기업 중심으로 전환, 2) 패키지 SW 임베디드SW를 우리 경제의 사활이 걸린 분야로 선정하고, 핵심경쟁력 제고여건 조성에 있다. 이를 위한 추진과제로 SW공정 거래 질서 확립, SW기초체력강화, SW융합 활성화가 추진될 계획이며, 또한 정책의 지속적인 수행을 위한 재원 마련 방안 및 추진 체계를 확보함으로써, 공생발전형 SW생태계 구축의 새로운 전기가 마련될 것이다.

  • The purpose of this study was to substantially survey the satisfaction of resident companies in Incheon Free Economic Zone to improve the investment environment of Incheon Free Economic Zone to attract more resident companies. This study implies that additional industrial lots should be secured and the restrictions against small/medium companies should be alleviated so they can grow into strong companies considering that the resident companies in Incheon Free Economic Zone are highly satisfied with their business in Incheon Free Economic Zone. As resident companies' satisfaction with administrative support, recruitment, and industrial infrastructure is low, Incheon Free Economic Zone Authority should understand and improve the specific complaints of resident companies.

An Study on the Effects of ISMS Certification and the Performance of Small and Medium Enterprises (중소기업에 대한 ISMS 인증효과와 영향요인에 관한 연구)

  • This paper focuses on the role of international standards related to industrial technology and to analyze determinants to affect ISMS and its performance. Particularly its financial and operational performance were measured by survey aiming at an influence of certification and its performances. The variables explaining the performance were drawn out from factor analysis and then critical variables to affect performance were discovered by ANOVA and regression analysis. As a result of the analysis considering heteroscedastic and factor analysis, type of business and firm size were not significantly related to the performance but the existence of information security unit, investment in information security and the status of security consciousness in executives and employees were positively related. As a result, this study shows that security certification should be implemented with suitable capabilities and the investments to protect from leaking industrial technology and proved the importance of the security certification as an infrastructures and system.

  • Korea 5MBA(Small and Medium Business Administration) is operating SMEs Policy Information System called SPi-1357 as a part of electronic government business, G4B. SPi-1357 system is offering tailor made policy information to a nation through on-off line system. In this paper, I provide the offering status of policy information, the status of SPi-1357 system, political results of SPi-1357 system, comparison with other country's policy information system, and the development direction of SPi-1357 system. Until now, most Policy Information Systems documents have focused on policy maker but the focus of this paper is functionally oriented SMEs.

  • Currently, the housing supply rate exceeds 100%, and the penetration rate continues to increase. This housing supply rate is changing from quantitative supply-oriented to improving the quality of the residential environment in housing service policies. Despite the increase in the housing supply rate, practical access to the vulnerable class is still difficult and there are many areas that are insufficient to use housing services when necessary. In addition, the demand for residential services is increasing due to the expansion of the scope of the vulnerable class. In order to compensate for these problems, facilities and joint occupancy that cannot guarantee independent living are mainly established, although a supply plan is established for the vulnerable by expanding policies and support projects. This paper proposes an IoT environment-based housing support system for vulnerable groups to support housing services for vulnerable groups. The proposal system improves the quality of the residential environment and provides service-oriented support services. Through the proposal system, appropriate social participation opportunities can be provided by improving the quality of life of the vulnerable and supporting a residential environment where independent living is possible.

The Role of Open Innovation for SME's R&D Success (중소기업 R&D 성공에 있어서 개방형 혁신의 효과에 관한 연구)

  • The Korean companies are intensifying competition with not only domestic companies but also foreign companies in globalization. In this environment, it is essential activities not only for large companies but also Small and Medium Enterprises (SMEs) to get and develop the core competency. Particularly, SMEs that are inferior to resources of various aspects, such as financial resources etc., can make innovation through effective R&D investment. And then, SMEs can occupy a competency and can be survive at the environment. Conventionally, the method of "self-development" by using only the internal resources of the company has been dominant. Recently, however, R&D method through cooperation, also called "Open Innovation", is emerging. Especially SMEs are relatively short of available internal resources. Therefore, it is necessary to utilize technology and resources through cooperation with external companies(such as joint development or contract development etc.) rather than self-development R&D. In this context, we confirmed the effect of SMEs' factors on sales in Korea. Specifically, the factors that SMEs hold are classified as 'Technical characteristic', 'Company competency', and 'R&D activity' and analyzed how they influence the sales achieved as a result of R&D. The analysis was based on a two-year statistical survey conducted by the Korean government. In addition, we confirmed the influence of the factors on the sales according to the R&D method(Self-Development vs. Open Innovation), and also observed the influence change in 29 industrial categories. The results of the study are summarized as follows: First, regression analysis shows that twelve factors of SMEs have a significant effect on sales. Specifically, 15 factors included in the analysis, 12 factors excluding 3 factors were found to have significant influence. In the technical characteristic, 'imitation period' and 'product life cycle' of the technology were confirmed. In the company competency, 'R&D led person', 'researcher number', 'intellectual property registration status', 'number of R&D attempts', and 'ratio of success to trial' were confirmed. The R&D activity was found to have a significant impact on all included factors. Second, the influence of factors on the R&D method was confirmed, and the change was confirmed in four factors. In addition, these factors were found that have different effects on sales according to the R&D method. Specifically, 'researcher number', 'number of R&D attempts', 'performance compensation system', and 'R&D investment' were found to have significant moderate effects. In other words, the moderating effect of open innovation was confirmed for four factors. Third, on the industrial classification, it is confirmed that different factors have a significant influence on each industrial classification. At this point, it was confirmed that at least one factor, up to nine factors had a significant effect on the sales according to the industrial classification. Furthermore, different moderate effects have been confirmed in the industrial classification and R&D method. In the moderate effect, up to eight significant moderate effects were confirmed according to the industrial classification. In particular, 'R&D investment' and 'performance compensation system' were confirmed to be the most common moderating effect by each 12 times and 11 times in all industrial classification. This study provides the following suggestions: First, it is necessary for SMEs to determine the R&D method in consideration of the characteristics of the technology to be R&D as well as the enterprise competency and the R&D activity. In addition, there is a need to identify and concentrate on the factors that increase sales in R&D decisions, which are mainly affected by the industry classification to which the company belongs. Second, governments that support SMEs' R&D need to provide guidelines that are fit to their situation. It is necessary to differentiate the support for the company considering various factors such as technology and R&D purpose for their effective budget execution. Finally, based on the results of this study, we urge the need to reconsider the effectiveness of existing SME support policies.

  • Smart Factory refers to a factory that can be controlled by itself with an intelligent factory that improves productivity, quality and customer satisfaction by combining the entire process of manufacturing and production with digital automation solutions. The manufacturing industry around the world is rapidly changing, with Germany, Europe, and the United States at the center. In order to cope with such changes, the Korean government is also implementing a policy to spread the supply of smart factories for small and medium-sized companies, and related ministries and agencies such as the Ministry of Commerce, Industry and Energy, the Ministry of SMEs and Venture Business, the Korea Institute of Technology and Information Promotion, and local technoparks, as well as large companies such as Samsung, SK and LG are actively investing in smart manufacturing projects to support smart factories[1]. Factory Automation (FA) construction has many issues regarding the connection of heterogeneous equipment. The most difficult aspect of configuring various communications from various equipment is the reason. Although it may not be known if there are standards or products made up of the same company, it is not easy to build equipment that is old, up-to-date, and different use environments through a series of communications. To solve this problem, we would like to propose a method of communication using Modbus, one of FieldBus, which is one of the many industrial devices of PLC, a representative facility control system, and is used as a communication standard.

A Case Study on Smart Factory Extensibility for Small and Medium Enterprises (중소기업 스마트 공장 확장성 사례연구)

  • Smart factories can be defined as intelligent factories that produce products through IoT-based data. In order to build and operate a smart factory, various new technologies such as CPS, IoT, Big Data, and AI are to be introduced and utilized, while the implementation of a MES system that accurately and quickly collects equipment data and production performance is as important as those new technologies. First of all, it is very essential to build a smart factory appropriate to the current status of the company. In this study, what are the essential prerequisite factors for successfully implementing a smart factory was investigated. A case study has been carried out to illustrate the effect of implementing ERP and MES, and to examine the extensibilities into a smart factory. ERP and MES as an integrated manufacturing information system do not imply a smart factory, however, it has been confirmed that ERP and MES are necessary conditions among many factors for developing into a smart factory. Therefore, the stepwise implementation of intelligent MES through the expansion of MES function was suggested. An intelligent MES that is capable of making various decisions has been investigated as a prototyping system by applying data mining techniques and big data analysis. In the end, in order for small and medium enterprises to implement a low-cost, high-efficiency smart factory, the level and goal of the smart factory must be clearly defined, and the transition to ERP and MES-based intelligent factories could be a potential alternative.

A Study on the Concentration of Research Investment in National R&D Projects Using the Theil Index (타일(Theil) 지수를 이용한 국가연구개발사업의 연구비 집중도 분석)

  • In the past, when research and development(R&D) resources were absolutely scarce, the so-called 'choice and concentration' strategy of national R&D projects has been persuasive. Under the current situation where various actors such as GRIs(Government-funded Research Institutes) and universities supported by more abundant R&D resources conduct national R&D projects, this strategy cannot be applied without distinction. In order to see how the strategy has worked, this paper analyzes the concentration of research funds allocated to actors performing national R&D projects. Concentration is measured based on the amount of research funds supported by government from 2002 to 2016 using the Theil index to break down the concentration of individual actors in the overall national R&D project. The results from the Theil index were compared with concentrations using the Gini coefficient, a widely known indicator. As a result, the Theil index could be used to analyze the concentration and sub-components' contribution such as universities and GRIs that make up the entire national R&D system. The results also showed GRIs had the highest concentration, followed by universities, but their concentration has been somewhat reduced compared to 10 years ago. On the other hand, small-sized companies have maintained a certain level, although they are not highly concentrated. In other words, universities and GRIs tend to reduce the gap in the allocation of research funds among institutions, while small-sized companies tend to distribute them evenly.
