In the case of Korea, policy support for shipping companies is limited, and the financial support should address the scale and period of support. Comprehensive measures are needed to boost the chances of reviving the industry. In order to secure competitiveness, the shipping companies need to make continuous efforts, prepare for the future by strengthening environmental regulations, and ensure that they have the ability to be flexible in their responses. The shipbuilding industry witnessed some improvement last year amid severe recession, but reforms are needed to address external and internal structural problems; further, to gain the characteristics of future leading industries, it is necessary to secure core technologies, as well as differentiated and specialized industrial competitiveness among rival countries through joint government intervention and joint R&D investment. Taking these steps will ensure that it has environment-friendly vessels and economic shipbuilding capabilities. The competitiveness of Busan Port should enable the utilization of the geopolitical characteristics of East Asia and contribute to: regional economic revitalization; development of its status as hub port; and securing the position of developed countries in East Asian logistics. For this purpose, it is necessary to establish a strategy to: expand the usability of shipowners/carriers; improve the quality of port operations; improve the portability of the smart system; expand the port of mega-ocean carriers; speed up port operations; and create low-cost ports. The establishment of a network of four countries will also require long-term global linkages. For example, there is a need to establish a logistics network between Eurasia and the European region, which will use the Russian Land Bridge System, as well as that of China.

This study analyzes the achievement of the shipping policies and the priority for the promotion of such policies, in order to consider the features of the shipping industries in Korea and other advanced shipping countries and manage the rapidly changing shipping environment actively. Based on such analysis, this study also discusses the promotional strategy to strengthen the international competitiveness of the shipping industry. Regarding the promotion of the related policies, it is necessary to establish a base for growth, strengthen a capacity of leading the market, and create an opportunity in the market. By considering such three factors, it has become known that the establishment of the market order is important for the establishment of a base for growth. It is important to consider the advancement of the shipping tax system. Also, the information-orientation and the knowledge-industrialization of the shipping industry need to be considered. In order to strengthen a capacity of leading the market, the stable security of the labor force in the shipping industry is the most important factor. Also, it is important to consider the development and the upbringing of the global mega career and the shipping business. Regarding the creation of an opportunity in the market, it is important to expand the range of the shipping exchange between South Korea and North Korea, which will influence the administrative and the operative results related with the promotion of the related policies.
The purpose of this paper is to analyze the productivity change of the Korean shipbuilding industry between 2001-2008 and 2008-2015 by using MPI(Malmquist Productivity Index) to decompose the sources of total factor productivity growth into technical efficiency change, scale efficiency change, pure efficiency change, technical change. The empirical results are as follows. In the first half of the year (2001-2008), productivity increased by 2.8%, which was due to technological advances rather than technical efficiency. In the second half (2008-2015), productivity change declined by -3.4%. This is attributable to the technical efficiency deterioration and technological degeneration caused by a decrease in shipbuilding orders due to the global economic downturn after the global financial crisis and the rise of Chinese shipbuilding industry. In the first half of the period, productivity change was higher than in the second half. Especially, the difference between the two periods is attributed to the technical change and it was proved by statistical verification. The policy implications of this paper suggest that the government and each DMU need to develop new technologies to cope with changes in the global shipbuilding industry environment and strategies to eliminate inefficiencies in order to increase productivity in the future.
Because of the slowdown in economic growth of developed countries, emerging countries are appearing as the new global market. Each country is paying attention to the BOP market of emerging countries to substitute for the markets of import demand of advanced countries due to the global financial crisis. Europe and Japanese corporations are set on taking over the BOP markets, highly appreciating the potential of BOP market. Now it is high time that Korea should recognize the possibility of BOP market and analyze emerging countries and set up strategic planning to react to them. China and India have the highest latent ability as emerging countries in Asia. Korea is well positioned within the market thanks to the conclusion of CEPA with India. Therefore, the government and leading conglomerates need to establish an effective model with which to advance their existing market entry strategy to approach the BOP market of India in the mid to long term. That is, they have to set up a TMB model which fits India such as marketing competence, an on-site adaptability, quick decision making, and constructing a close and customized strategy for all the social stratum of India's population. Establishing a TMB model in India will be the bridgehead to advancing the BOP market to neighboring countries which will allow us to extend our reach to other countries in South Asia and the world BOP market hereafter.

The production of larger of ships is a survival strategy for global shipping companies to pursue the economics of scale. According to this strategy, to respond to this situation, many containers are loading/unloading simultaneously in the hub port. Additionally, the container terminals are promoting the introduction of automation to expand the terminal facilities and increase efficiency/productivity of the container yards. European ports have introduced automation to address rising labor costs and shortages of labor. Recently, the construction of fully automated container terminals is increasing in the United States and China to resolve problems such as the slow growth of the global economy, the emergence of large ships, air pollution, and safety accidents. Domestic ports are at an early stage compared to the world's advanced container terminals, and countermeasures are being prepared to respond to the changing ports. However, research on the recognition difference analysis that examines the opinions of stakeholders is insufficient. As a result of analyzing the recognition among the groups, it was found that container terminal operators reduced labor costs, improved shipping services for shipping companies, prevented safety accidents for port union labor, and increased service for port authority and government agencies. Thus, to closely examine the perception among the groups, one-way ANOVA was performed, and then the implications were deduced as the basic data for the smooth introduction of automation.
In recent years, China has gradually made clear its decision to modernize the governance system and governance capacity of the government by the virtue of digital transformation. As for the smart prison, as a penal institution of the state, technological reform is a key element in the sustainable development of smart prisons; however, relying on technology does not necessarily lead to a better service experience. Service design concept, as a coordinator of technology and social sustainability, needs to be adapted to the technological integration of smart prisons and to the needs for service design in the prison context in a new mode of thinking about services. This paper takes the development of the Jail Pay financial services system, one of the twelve sub-systems of the Smart Prison, as an entry point to explore the characteristics and shortcomings of the service design approach in achieving sustainable service innovation in the Smart Prison, it proposes an experience-based lead collaborative design (EBLCD) that is suitable for the specific needs in the prison context. The EBLCD is a theoretical framework and practical experience for sustainable service innovation in the construction of smart prisons.
This article takes several approaches in explaining recent developments in Vietnam. First, it draws upon an array of sources that idealize Vietnam's embrace of capitalism and integration into the global market in order to sketch out its economy's progress in 2017. Second, it observes, evaluates, and diagnoses recent changes in the Vietnamese economy in the medium to long term by incorporating conflicting perspectives on Vietnam's performance as a capitalist country. Third, this article traces the power shifts that have risen from internal struggles in the Communist Party over political and social issues. Fourth, it elaborates on the aforementioned impact that foreign relations have had on socio-political developments in Vietnam, as well as the government's response. In so doing, it also attempts to evaluate, however briefly, the significance of the 25th anniversary of South Korea-Vietnam relations. Why has India become a key actor in the maritime-configured Indo-Pacific region? There are some external factors, but for India, its geo-strategic frontier encompassing its geopolitical and maritime interests is expanding rapidly beyond its territorial space across both the Indian and Pacific oceans amidst an increasingly arduous geopolitical and security environment. India must, therefore, acquire the ability to influence events within this strategic arena using all facets of national power, including maritime-military power. Lately, therefore, New Delhi has invested much intellectual capital to review its maritime-security strategy. India's new strategy is premised on the concept of holistic security involving the 'softer' aspects of maritime-security, and a rekindling of maritime consciousness in India, a nation that has traditionally been beset by 'sea-blindness'. The strategy adopts a region-wide, inclusive, and a more proactive approach than hitherto, as is evident in its title 'Ensuring Secure Seas: Indian Maritime Security Strategy'. While it deals with the growing concern of new non-traditional threats in the Indian littoral and the need for military deterrence and preparedness, it also addresses the imperatives for India to seek a favorable and rules-based benign environment in its immediate and extended maritime periphery, including through multi-vectored strategic partnerships dictated by its enduring principle of strategic autonomy. For a more profound and comprehensive understanding of India's maritime-security strategy, this paper examines the key unstated and implicit factors that underpin the strategy. These include India's historical and cultural evolution as a nation; its strategic geography; its geopolitical and security perceptions; and the political directions to its security forces. The paper deals specifically with India's response to maritime threats ranging from natural disasters, crime and state-sponsored terrorism to those posed by Pakistan and China, as well as the Indian Navy's envisaged security role East of the Malacca Straits. It also analyzes the aspects of organizational restructuring and force planning of India's maritime-security forces.
