Analysis of the Library Administrative Systems and Legislations in China and Taiwan (중국(대만)의 도서관 행정체계 및 법제 분석)

  • The purpose of this paper is to analyze the administrative system and legislation of China and Taiwan's libraries with priority given to public library. The China is a republic in that the government has some democratic forms, especially at the local level, but it is controlled by the Communist Party of China In China the ministry of culture(ministry of education in Taiwan) is the national central body responsible for public libraries. Today in China there are about 2,698 public libraries in total and its governance is a provincial responsibility. For that reason, there does not exist a nation-wide public library act in China.

A Study on the Effects of Public Library SNS Marketing: Using WeChat Official Accounts in Chinese Public Libraries (공공도서관 SNS 마케팅 효과 연구: 중국 공공도서관에서 위챗 공식계정을 이용하여)

  • This study aims to analyze the effect of marketing using Chinese public library WeChat official accounts on the perception of the library and loyalty. For this purpose, research possibilities were explored, and a questionnaire was developed through in-depth interviews with users who subscribed to the Chinese public library WeChat official accounts and those who did not. A survey was conducted with the questionnaire for public library users in six regions of China. As a result, it was confirmed that the characteristics of the official account operation had a positive effect on the perception of the libraries and users' loyalty. This study is meaningful in that it verified how Chinese public library marketing using SNS affected users' purpose on the use of libraries, perception of libraries, and users' loyalty, and suggested how to deal with WeChat official accounts among SNS types.

  • 최근 중국은 공공도서관의 규모, 예산, 인프라 면에서 괄목할 만한 성장을 보이고 있다. 중국에서 공공도서관은 공공문화서비스체계의 중요한 요소로서 국민들에게 다양한 서비스를 제공하고 있다. 이러한 서비스의 하나로서의 문화프로그램에 대한 중국 청년들의 인식을 탐색하는 것이 본 연구의 목적이다. 이를 위해 중국 청년들을 대상으로 심층면접을 실시하여 그들의 도서관과 문화프로그램에 대한 인식을 검토한다. 또한 그러한 인식에 영향을 미치는 요소와 한국 이용자의 인식과의 공통점 및 차이점을 살펴본다. 이를 통해 문화프로그램의 지향점을 모색하고자 한다.

A Study on the Standards for Public Library Opening Hours in Foreign Countries and Korea (국내외 공공도서관 개관시간 기준 연구)

  • Public Libraries should be open at times when the community can make the most effective and convenient use of library collections and services. In other words, public library must provide adequate open hours for local residents. In this respect, this study analyzed the minimum opening hours per week in public library standards of international organizations(IFLA/UNESCO) and major countries (USA, Canada, UK, France, Australia, China, Taiwan, Japan, Korea) and suggested a desirable minimum standards(under 10,000 population-45 hours ; over 10,000~20,000 population-50 hours ; over 20,000~50,000 population-55 hours ; over 50,000~100,000 population-60 hours ; over 100,000~300,000 population-65 hours ; over 300,000 population-70 hours) for opening hours per week of public library based on population size in Korea.

Public Library Multicultural Programs and Improvement Methods Analyzed from Case Studies (공공도서관 다문화프로그램 사례 분석과 개선방안 연구)

  • This study analyzed 138 multicultural programs from 40 libraries during the last two years. The study compares multicultural programs running in Korean libraries with those from American and Canadian libraries which have a long history of multicultural societies. The results are listed below. There is a need for long-running multicultural programs that address the needs of its users even from the planning stages. Programs should include out-reach based running methods, daily life based subjects and contents, and differentiated approaches for different levels and ages of users.
