As one of the most traffic devices, bus has played a great role in Korea for the last years. However, a great many peoples in big cities have continually decreased with the increase of private car ownership. It causes lower quality of bus service and unstability of operation in many bus companies. In the several local government, the operation system of bus was changed to Bus Quasi-Public Operating System. The aim of this study is to assess the effects and to suggest improvement strategies of Bus QPOS. According to the results of the analysis, Bus QPOS has brought various positive effects, but it has occurred negative effects, especially a much increase of government subsidies to bus company. To resolve a negative effects, government should examine the whole condition of bus operations. This study suggests strategies to improve Bus QPOS, which is including transparency of management, fair assessment system, standard cost system for bus operations.

Voice activity detectors (VAD) are important in wireless communication and speech signal processing, In the conventional VAD methods, an expression for the likelihood ratio test (LRT) based on statistical models is derived in discrete Fourier transform (DFT) domain, Then, speech or noise is decided by comparing the value of the expression with a threshold, This paper presents a new statistical VAD method based on a signal subspace approach, The probabilistic principal component analysis (PPCA) is employed to obtain a signal subspace model that incorporates probabilistic model of noisy signal to the signal subspace method, The proposed approach provides a novel decision rule based on LRT in the signal subspace domain, Experimental results show that the proposed signal subspace model based VAD method outperforms those based on the widely used Gaussian distribution in DFT domain.

The main objective of this paper is to analyze the factors of a semi-public management system of intra-city bus that influence the decrease of traffic accidents which are caused by intra-city buses and the attitude change of intra-city bus drivers over their driving. The results show that the traffic accidents decreased generally as a result of definition of the progresses and characteristics of traffic accidents of intra-city buses before-and-after the system is implemented and with the passing of time after the system began operations. Second, the factors which influence the decrease of traffic offenses before-and-after semi-public management system of intra-city bus are the decrease of violations, safe driving, and job security. Also, the causes which mostly influence the decrease of traffic accidents are defined. Finally, the changing degrees of driving attitudes before-and-after the system is implemented and the causes of the changes are determined. The effects on the decrease of traffic accidents before-and-after the system is implemented as well as the problems and the solutions over time are the main products of this study.

서울시의회가 도시계획 조례 개정안을 의결해 지난달 9일 본회의에서 최종 통과시켰다. 시내 준공업지역 내 공장 부지에 대해 최대 80%까지 아파트를 건설할 수 있도록 규제를 대폭 완화하는 내용이 주된 골자다. 대규모로 토지를 소유한 기업들을 위한 특혜라는 논란이 일고 있는 가운데, 이번 조치로 어떤 파급 효과가 미칠지 관심이 집중되고 있다.

국내 최초의 LG민자발전소에 대해 건설공사 이전인 사업추진 초창기부터 종합 준공시까지 직간접으로 6년여 동안 참여했다. 그동안 민자발전이 종합 준공되기까지의 추진경위 및 진행 현황과 발전소 주요시설에 대해 개략적인 사항을 소개하고자 하며, 후속기 건설공사 추진도 멀지않은 장래에 성공적으로 추진될 것으로 보인다.

우리나라 최초로 시설된 포항방사광가속기는 1988년 착수하여 6년만인 작년말에 준공되었다. B일본에도 없는 제3세대 최신형으로 1천5백억원을 투입한 방사광가속기가 완공되기까지는 6년동안 심혈을 기울여 전 과정을 진두지휘한 포항공대 이동녕 박사의 숨결이 담겨있다. 방사광가속기 준공의 산파역인 이동영 박사에게 앞으로의 설계를 들어보았다.

우리나라 최초로 설치되니 대형 플라스마 발생기가 「한빛」장치가 지난 6월21일 준공되었다. '제 4의 물질상태'라고 불리는 플라스마 발생기기「한빛」장치는 미국 MIT대학에서 3천만 달러를 들여 시설한 것을 영구임대 형식으로 무상 임대받아 한국에 이전, 시설한 것이다. 9월부터 본격 가동될 「한빛」의 운영계획을 준공하기까지 산파역을 맡았던 기초과학지원연구소장 최덕인 박사에게 들어보았다.

세계적인 적외선 광학소재 기업인 미국 RMI의 한국 신규법인 (주)피닉스텍이 지난 10월 25일 오후 2시 광주 평동산단에서 공장 준공식을 개최했다. 광주시와 미국 RMI는 지난 2011년 3월 28일 외국인 투자협약을 체결했으며 광주 평동산단 외국인투자지역에 공장을 설립하고 시험생산에 성공했다.
