주택 시장 침체가 지속되고 있는 가운데 정부가 연달아 세 번의 대책을 내놓으며 시장 회복을 위해 애쓰고 있다. 그러나 공급 확대와 서민 주거 안정이라는 틀 아래 기존 정책이나 부처 간의 갈등이 발생하고 있어 시장 혼란이 가중되고 있다. 갖가지 대책에도 불구하고 부동산 시장이 침체를 거듭하고 있는 원인을 조명해본다.

Establishing housing supply strategies in Korean housing market is a crucial issue due to contradictory but concurrent two problems in market; one is the unstable working-class residential and the other is the high vacancy rate by the low-level of sales rate. Although government has been continuously implementing various supply policies in an attempt to evenly distribute houses as well as to keep supply and demand in balance, it is difficult to satisfy all of stakeholders, such as housing consumers, housing owners and housing suppliers. This paper, therefore, applies a system dynamics methodology and offers a dynamic and integrated model encompassing for-profit behaviors of each market participants. The proposed model simulates the future trends of house prices, the balances between supply and demand, construction companies earnings and vacancy rate when applying various housing supply scenarios. From the simulation result, recent governmental small-size rental housing supplies in bulks should utilize private construction companies to stabilize housing distribution rate and private supply system as well as the supply and demand are well balanced.

"아파트라고 똑같이 살란 법 없잖아요? 주택처럼 맞춤설계 하세요."(탤런트 이나영. 벽산 건설 블루밍). 아파트 단지 내 골프 연습장에서 골프채를 휘두르는입주민(영화배우 이영애. GS건설 자이). 아파트가 한층 가파르게 진화하고 있다. 밋밋하고 획일화된 주거공간의 대명사였던 아파트가 달라진 소비자들의 눈높이에 맞춰 '환골탈태'를 거듭하고 있는 것이다. 최근 등장하는 아파트 TV 광고를 눈여겨보면 주택 시장의 트렌드가 어떻게 바뀌고 있는지 한눈에 엿볼 수 있다. 건설업체들의 품질 경쟁도 어느 때보다 치열하다. 그렇다면 아파트 품질은 과연 어떻게 변모하고 있을까. 최근까지 주택 시장의 주요 트렌드는 친환경 공간이 중시된 '웰빙 아파트'나 첨단 편의시설을 갖춘 '유비쿼터스 아파트'가 주도했다고 볼 수 있다. 이어 올해 주택 시장의 키워드로 손꼽히는 3대 트렌드는 '커뮤니티 아파트' '기둥식 평면 구조' '발코니 확장형 아파트'로 요약할 수 있다.

Governments of each country are actively implementing fiscal expansion policies to recover the real economy after Corona 19. In Korea, the stock market and housing market are greatly affected as liquidity in the market increases due to the implementation of disaster subsidies and welfare policies. The purpose of this study is to analyze the relationship between stock market and housing market trends and liquidity. Data were collected by the Bank of Korea and Kookmin Bank. The analysis period is from January 2000 to December 2020, and monthly data are used. For empirical analysis, the rate of change from the same month of the previous year was calculated for each variable, and numerical analysis, index analysis, and model analysis were performed. As a result of the analysis, it was found that the stock index showed a positive(+) relationship with the house price, while a negative(-) relationship with M2. Previous studies have suggested that, in general, an increase in liquidity affects the stock market and the housing market, and inflation also rises. In this study, it was found that the stock market and the housing market had an effect on each other. However, it was investigated that liquidity showed an inverse relationship with the stock market and had no relationship with the housing market. Through this, this study estimated that there is a time difference in the relationship between liquidity and the stock market & housing market.

분양가 상한제, 원가 공개 등으로 주택 공급 시장이 혼란을 겪고 있다. 오는 9월 분양가 상한제 시행 이전에 분양 물량을 털어버리고 그 이후 주택 공급 계획에 대해서는 건설사들조차 갈피를 못 잡고 있다. 수요자들도 청약가점제, 분양가 상한제 등으로 바뀌는 청약 시장에 어떻게 대응할지 촉각을 곤두세우고 있다. 바뀌는 주택 공급 정책에 대해 살펴보고 현 시장 상황을 진단해보았다.

주택시장 통계와 관련된 국가 정보시스템들의 현황조사와 업무 프로세스 정립을 기반으로 실제 적용 가능한 시스템들의 매뉴얼 및 데이터 통합 가이드라인을 제시한다면 주택시장 구조 변화에 신속하고 정확한 대응이 가능할 것이다. 본 연구에서는 국가정보시스템인 건축행정시스템(세움터)과 주택공급통계정보시스템(HIS)을 대상으로 주택시장 통계고도화에 따른 데이터 통합 가이드라인 및 관련정보시스템의 업무 개선 매뉴얼을 제시했다. 각 기관들의 체계적인 자료 생성은 주택시장분야의 합리적이고 효율적인 의사결정을 도울 수 있을 것이라 기대한다.
