노인의 지역사회보호에 있어서 주거관리의 역할과 장점 (The Role and Issues of Housing Management in Community Care for Older People)

  • The purpose of this study is to find the role and issues of housing management under the community care system which cover the middle class older people. Research method was qualitative research by the interview of 21 subjects with open-ended questionnaire. Most of the older people want to live in the community alone with poor supporting system, because present community care system does not established well, so it cannot cover the staying put service for independent living, such as community alarm, care and repair, handyman, floating support, and meal service within the community. The result showed that community care might be partially avaliable from the welfare center but not well established or transfer to Dong-Office as an agency of community welfare center. However, the subjects had higher needs about housing management for older people than previous study on the hypothetical level. Successful pilot project might be required to develop the community care system focused on housing management for older people.

노인주거 연구의 접근방법과 쟁점 (Approaches and Issues on the Research about Housing for the Elderly)

  • Purpose of this study is to find the research direction to solve the housing problems for the elderly which based on approaches and issues in related studies. Research method was interpretative analysis of the articles issued from 1976 to 2002. Each approach (rationalistic approach, ecological approach, micro-sociological approach, typological approach, environment-psychological approach, welfare approach) produced helpful information and had relative merits. But the researchers must regard housing for the elderly as a social problem in macroscopic view to solve the housing problems for older people with welfare approach. As a result, to solve the housing problems with welfare approach for the elderly who live in their own place with community care, studies about lifetime home, care and repair, and management of housing for the elderly might be needed. And research about existing services, transfer system of services, financial problems, man power to manage the system might be needed to spread out the services to the middle class elderly.

호주 재택 노인을 위한 주택수리 및 개조사례 연구 - 멜버른과 시드니를 중심으로 - (A Case Study on Reusing Maintenance and Alterations by the Elderly Residing Melbourne and Sydney in Australia)

  • As a result of the expansion of the nuclear family in society, there has been an increase in the number of elderly people who want to live independently of their children. Australia is one of the countries which has initiated an extensive welfare program for its senior citizens. These services include maintenance of, and alterations to their own homes to make living conditions safer and more manageable. This case study was aimed at finding ways of adapting the services provided in Australia, to meet the needs of elderly Koreans who are in similar situations. It evaluated houses which had been renovated and altered fur the normal as well as the disabled elderly in both Melbourne and Sydney. results of research were as following : 1) Most elderly usually wished to remain as long as possible in their own home and it made them very stable in psychologically. 2) Housing maintenance and alterations were provided as one of social care services fur elderly with low expense and loan from government. 3) Many elderly were also getting various kinds of social services, fur example, meals on wheels, transportation and cleaning service with housing alterations and these ones let their quality of life more improved. 4) Occupational therapist and Architect were always involved in the process of housing alterations for disabled elderly. 5) The alterations which related to bathroom, toilet and steps were very popular and those were considered essential design guide applications for planning of housing for elderly in the future.

지역사회 노인을 위한 주택수리 및 개조 최저기준에 관한 연구 (A Study on the Minimum Standards of Housing Repair for Older People Living in the Community)

  • The purpose of this study is 1) to clarify that the house is no long the safe place through the cases of the senior safety accidents and to argue the need for housing repair and 2) to present the minimum standards for housing repair by comparing the cases here as well as the abroad and to back up the standards with the current senior housing environment 300 people at least 60 years old living in Seoul$\cdot$Metropolitan area were interviewed using the structured questionnaire. As the result, the following conclusions were made: 1. There was high accident rates of the senior residents due to physical deficits within the house, causing excessive medical cost and decreased housing satisfaction. This problem can be sufficiently prevented by housing repair which can not only solve the safety problem but also support self sufficient living for the senior residents. 2. Proper housing repair required the architectural know how as well as the expertise knowledge of the physical characteristics of the senior people. Therefore, it is essential to secure the professional (i.e., occupational therapist) who can analyze the needs of the senior residents and evaluate and/or predict the obstacles during repair. Furthermore, development and distribution of the standardized manual are also needed. 3. The minimum standard for housing repair could be approached in view of 'barrier-free' concept. First, the bumps should be removed, slippery prevented, and safety grab-bar installed for safety. Second, the entrance should be widened and the bathroom and kitchen restructured to support for the senior residents' self sufficiency. To make housing repair policy more efficient, the legal basis is required. It can be incorporated into the existing senior citizens 'Welfare Act' or the 'Senior Residents Medical Insurance' which will be effective starting in 2007.

부산광역시 재난취약지역의 홍수 예·경보 발령을 위한 단계별 기준수위 산정 (Estimation of phased warning water level for flood warning in disaster prone area in Busan)

  • 2014년 8월 25일 시간당 130mm 이상의 폭우로 인하여 부산시 중구를 제외한 부산 전역에 걸쳐 인명 및 막대한 재산피해가 발생하였다. 이는 부산광역시의 지형특성상 고지대에 주택 등이 조밀하게 개발되어 불투수층의 증가 및 배수처리의 한계로 침수지역이 다량 발생하였고, 절개지 및 옹벽 등이 많은 지역, 소하천 및 산업단지 조성 후 지반이 약화된 지역 등에서 주로 피해가 발생하였다. 따라서 부산지역에서 도시홍수로 인한 막대한 피해를 입은 기장군과 부산광역시 일부 유역에 대하여 홍수 예보 시설을 설치 운영하기 위하여 체계적이고 효율적인 재해관리 방안을 마련하고자 하였다. 재난취약지역으로 선정된 기장군 일대와 부산광역시 일대의 총 10개 지점(14개소)에 대하여 현장 조사를 실시하여 수위관측시스템 설치를 위한 적절 지점을 선정하였으며, 이를 바탕으로 각 지점에 대하여 수리모형(HEC-RAS)을 구축하였다. 수리모형에서 산출된 결과를 바탕으로 도시 하천의 현실에 맞는 홍수 예 경보 발령을 위한 각 각의 4단계 기준수위(둔치위험 수위, 주의보 수위, 경보 수위, 하천범람 위험 수위)를 산정하였다. 그리고 각 지점별로 산정된 단계별 기준 수위를 이용하여 재난취약지역으로 선정된 기장군 6개 지점과 부산광역시 4개 지점에 대하여 "홍수 예 경보 발령을 위한 기준 수위 산정 결과"를 도출하였고, 위 결과를 바탕으로 부산광역시에 홍수 예 경보 발령을 위한 시스템을 구축하여 도심 재난 예방에 활용하도록 하였다. 또한 위 지점에 대하여 지속적인 하천 정비 등의 사후 관리 방안을 제시하였으며, 향후 부산광역시의 다른 재난취약지역에 대하여 보다 개선된 홍수 예 경보 시스템을 구축하여 현재 국가하천에 대하여 시행되고 있는 홍수 예보와 같은 재난 예방 시설의 구축과 국민의 생명과 재산을 보호할 수 있는 체계적인 대응 방안 마련에 기여하고자 하였다.
