The Development of Assessment Method for Parking Lot Remodeling Alternative Adopted Asset Management Technique (자산관리 기법을 적용한 주차장 리모델링 대안평가 기법 개발)

  • The purpose of this study is to develope an assessment method for parking lot remodeling alternative by adopting the asset management technique. In order to identify the Level of Service(LOS) and the Evaluation Measurement(EM), literatures was implemented which documented the consideration of parking lot plan, needs of the apartments' tenant, and various design standards. In addition, the authors conducted a three-time delphi survey for the identified 5 LOS and 19 EM to evaluate suitability and necessity of them and to collect additional opinion of experts. The LOS of parking lot were categorized into 5 areas such as Environmental effect and Convenience, Accessibility and so on. The 19 EM were determined to estimate the LOS quantitatively. The researchers analyzed the degree of importance of LOS and EM by using the Analytic Hierarchy Process (AHP) method. But construction cost was excepted from the analysis, because it is used as an independent variable in alternative assessment. In conclusion, the authors proposed the estimation criteria for EM, and the method and process for alternative assessment be performed to benefit-cost analysis using the LOS variation and construction cost. The assessment method for parking lot remodeling alternative was demonstrated effective to assess the parking lot remodeling alternative by case-study. This study has a academic significance by adopting the asset management techniques in the area of the parking lot remodeling. And the assessment method is expected to help deciding a reasonable remodeling alternative of parking lot, as it ensures the diversity for remodeling of the parking lot and reflects the needs of the occupant.

Parking Information System for User Convenience (운전자 편의를 고려한 주차 정보 시스템)

  • As IT has developed, it provides the convenient facilities in human's life. However, previous parking information systems serve only few things. such as to automatically issue a parking tag, and to show the number of available parking spaces. In this paper, we propose a parking information system providing the shortest way to go to the recommended parking space as well as the abilities served by the previous systems. By utilizing this shortest way information, a driver does not need to hang around a parking lot in order to look for the parking space. Because a parking lot manager can understand the parking lot state by using this system, he is able to deal with any trouble quickly. Therefore, the proposed parking information system reduces both the parking management cost and the number of staffs for the parking lot.

  • 기존의 야외 주차관리 시스템은 초음파 센서 모듈, 주차 유도 센서, 주차 감지 전용 센서 등의 소형 센서와 장치들을 다수 사용하기 때문에 고비용의 발생과 주차장 관리의 불편함이 초래된다. 이러한 기존 시스템이 요구하는 장치들을 최소화 하고자 CCTV 기반의 소프트웨어 영상처리 기술로 차량의 위치와 주차공간의 유/무를 확인할 수 있는 야외 주차장 관리 시스템을 제시한다. 제시하는 시스템은 MOBILE 기반의 서비스를 제공하기 때문에 사용자에게 편리한 주차장 이용 서비스를 제공하고, CCTV를 기반으로 관리자에 의한 실시간 모니터링으로 주차장 내의 사고 및 긴급 상황을 인지해 사고를 대응할 수 있다.

  • s economic development has been achieved and society gets complicated, problems of traffic system have been also exposed. Due to these problems, drivers have to endure economic loss and delayed time. A web-based parking lot management system has been proposed to solve this problem. Because a parking lot is an important resource of traffic system, efficient management of parking lots can be means to solve critical problems of traffic system. In this study a simple method is introduced to detect moving vehicles with geometric information of moving objects that has been computed from surveillance cameras installed in a parking lot. Statistical information processed from image data is also stored on a server side, such as total number of parking lots, a number of parked cars and a number of available parking spots. A client who wants to know the nearest parking place can share the information via a mobile device and shorten his or her driving time. Great benefit to both drivers and society is expected if many parking lots are equipped with this system.

A Study on Parking Management Policy Directions by Analysis of Parking Characteristics of National Assembly (국회의사당 주차이용특성 분석을 통한 주차관리정책 방향 연구)

  • Nationals Assembly have experiencing unbalance between capacities and demand of parking facilities because of increasing parking demand, free parking policy, long term parking and passenger car use of workers, usage of neighborhood office workers and visitors. The lack of parking facilities cause illegal parking on the street inside and outside of National Assembly which result in the disorder of parking culture. To solve these parking problems, this study suggest parking management system to enter the National Assembly for the short term and charging parking fee, operation by private company, constructing parking building by abrogation of upper limit and construction of ground park, and so on. The study, also, suggested to strengthen weekday or 10 day shift system, to increase shuttle bus and commuting bus, to activation of Han River waterside parking area, public transportation with those new parking management system. For the conclusion, the parking problems of National Assembly should be focused more on parking management than the parking facilities supply.

  • 도시 개발로 인한 불투수면의 증가 등으로 도시 수문환경의 변화와 물순환 시스템의 훼손 등이 발생하고 있다. 이러한 현상은 도시 홍수 위험의 증가, 유출량의 증가, 증발산량의 감소, 토양 침투량의 감소와 더불어 토양생태계, 지하수환경 및 하천 환경 등에 영향을 미친다. 여기에 비점오염원의 증가로 인한 하천 등의 수질 및 수생태계 영향 등 전반적으로 도시환경에 미치는 영향은 지대하다. 이에 기존의 중앙집중식 빗물관리에서 벗어나 발생원에서 빗물을 관리하는 자연순응형의 분산식 빗물관리 방식 및 그 시스템의 적용은 미국과 독일을 비롯한 유럽에서 정책화되어 있다. 이들 국가에서는 이러한 시스템의 적용에 따른 효과 모니터링을 추진하고 있는 상황이다. 우리나라는 이러한 자연형 물순환 시스템의 도시 적용을 이제 시도하고 있으며, 그 일환으로 아산신도시에 적용을 위한 사전 데이터 확보를 위해 식생수로를 아산지역의 주차장 유출수를 처리하기 위해 설치하였다. 본 연구에서는 주차장 유출수 관리를 위한 발생원 처리 시설인 식생수로의 설치, 운영 등에 대한 내용을 소개하고자 한다.

A Study on the Parking Supply and Management Strategics for Multi-Family Housing Sites (공동주택 주차공급 및 관리방안 연구)

  • The rate of automobile ownerships has been increased significantly in multi-family housing sites so that government has made new parking regulations increasing the rate of parking supply by the high demand of parking lots in multi-family housing sites. However, the new regulation of parking supply has several problems that it applies to only new multi-family housing sites and disregards to the locational distinctions around the sites. It also has reduced to the open spaces in the sites and increased the price of housing units especially to the small size units of multi-family housing sites by increasing the number of underground parking lots. Furthermore, the residents have not been equal opportunity to access their parking lots even though they have been charged to equal amount of financial burden for the construction of underground parking lots. This research aims to relieve above problems by analysing parking supply and demand management strategies both domestic and foreign countries, and suggest to new parking management system for multi-family housing sites in 21st Centuries. This research reveals that most of multi-family housing sites want to be applied 1) diverse parking supply regulations considering the locational distinctions of sites, 2) parking lot ownership programs, 3) charging parking fees to second vehicles, 4) increasing parking lots both in the sites and around the sites, 5) enforcing police power to the parking violation vehicles to their sites. Especially, the multi-family housing sites consisting of small & medium size of units and locating in small & medium size of cites strongly want to be accepted new Parking regulations considered their locational and social distinctions and applied police power to the parking violation vehicles in their sites compared to the other multi-family housing sites.

  • The number of vehicle has been increased due to growth of economy. Consequently, the needs for parking area has been increasing. there is a serious problem in aged-apartments. It result from observing a parking lot law at that times. That is the reason why residents demand parking lot expansion. Parking lot addition is being studied on a lots different standpoint to solve the present parking lot condition. Parking lot expansion is limited by housing complex characteristics. This study analyzed the housing complex characteristics of aged-apartment. It is analyzed that the number of house holders, distance between buildings, and level of site for finding housing complex characteristics. The result are as follows. the complex lower than 300 households is about 35% in the Number of households. The buildings which has a moving distance from 41m to 50 is nearly 23%. Them the 멕스둣 house located on the flat is 82%. This study will become a reference data for the parking lot expansion.

  • Generally, a parking lot is constructed using asphalt or concrete. Such materials are impermeable, which means that a parking lot will directly release pollutants to any nearby water system during a rainfall event. An increased quantity of nonpoint source pollutants harms the ecohydrological system and causes further environmental damage leading to dysfunctional water circulation systems. Therefore, there is an urgent need for the design and application of Low Impact Development (LID) systems that allow more effective prevention of water circulation problems and management of nonpoint source pollution. This study aims to support such efforts by analyzing a permeable paver parking lot constructed using one of the LID techniques and comparing it to a conventional one in terms of the concentration of pollutants, nonpoint source pollution load and runoff rainfall lag effects during a rainfall event; it could serve as a reference for the construction of permeable paver parking lots in the future.

  • The column gap of underground parking lots of office considering a business background and effective parking divisions is planned. A parking plan by column gap of fixed forms in atypical underground parking lots makes much extra storage rooms. Most of the edge of the parking lots are used for fan room. Part of the edge are located at parking ramps. Also warehouses are located in extra storage rooms. In this study compare study economical efficiency between life cycle costs and leases earnings. Consequently, It is proved that the warehouse rental is efficient because of lease earning guaranted years.
