폐기물처리에 있어 기존 스토카 방식으로는 다이옥신 문제에 대한 근본적 해결과 발생된 소각잔재물의 처리가 곤란하다. 아울러 비산재 적정처리에 따른 운영비 부담이 증가와 매립시 잔재물중에 함유된 다이옥신등 유해물질의 미처리에 따른 매립지의 2차 오염을 유발시키고 있다. 인터넷등의 보급 확대에 따른 선진국의 환경규제내용을 실시간으로 확인할 수 있고 생활수준의 향상에 따른 Clean 환경에 대한 욕구가 증대되고있으며 환경호르몬 등의 유해물질에 대한 주민 피해의식 및 환경에 대한 주민의 요구 수준이 증대되고 있는 실정이다. (중략)

This study focuses on the actual condition and level of residents' participation in the case of Jinmok village, located in Jeonnam province Jangheung-gun Hwejin-myeon, and presents suggestions to inspire residents' awareness and enhance participation. This village has been developing a Green Rural Tourism Village Building Project under management of the Ministry of Agriculture and Forestry. Consequently, the importance of residents recognizing they are a "community" has been emphasized as well as promoting the residents cooperation as a community. In addition, it was necessary to research ways to inspire the village to realize the ultimate goal of building rural tourism village. For this, in the beginning of the project, profitable work needed to be provided for the residents to participate in. Constructive participation by all residents is essential in each stage of the project s development. Operating a farm stay or running lodging facilities are options that could be considered. Moreover, it is imperative to immediately establish a awareness about the importance of participation in those who might have a negative or impartial opinion about the project, by providing education. The most efficient way to encourage residents' participation is to support various opportunities for education and field trips. Through these efforts, the residents are able to raise their level of education and develop their man-power as well. Once more, providing an incentive for residents' reliance is the kernel of the project. Considering the state of Korean rural areas, which are rapidly aging and becoming depopulated, green tourism can be a practical alternative for continuing rural development.

농촌 주민의 삶의 질 향상을 위한 범정부적 투자가 이루어져 왔지만 농촌지역의 사회서비스 기준을 도시와 비교해 보면 아직도 부족한 부분이 많이 있다. 농촌 인구가 감소되고 있는 상황에서 지속적인 하드웨어 중심적 투자에 대한 의문제기와 함께 농촌주민들이 최소한의 공적 서비스를 활용할 수 있는 기반이 되어야한다는 의견이 대립되고 있는 가운데 그 해결책을 찾기 위하여 '농촌 서비스 기준'을 설정하자는 논의가 추진되고 있다. 이에 본 연구에서는 도농복합권역으로 370가구 1,650명이 거주하고 있으며 농가는 약 70호, 비농가는 300호이었고 대부분 주민들이 상업에 종사하고 있는 경남 밀양시 하남읍 수산리를 대상으로 농촌 정주지원 서비스 현황 및 요구에 대한 사례분석을 실시하였다. 수산리는 낙동강 나루와 수산장의 역사로 이루어진 마을이다. 70~80년대에는 마을 전체가 시장일 정도로 장이 활성화 되었으나 현재는 전통시장이 붕괴한 상황이었다. 지난 3년간 이주한 가구는 40호, 이주해온 가구는 20호 정도로 매년 인구가 줄고 있는 상황이다. 도로/교통 현황은 밀양시와, 대구, 부산으로 나가는 버스가 시간마다 한 대씩 배차되어 있고, 종합병원, 보건소, 한의원, 약국 등의 의료시설이 갖춰져 있으며, 과거에는 낙동강 범람으로 인한 피해사례가 많았으나 현재는 제방을 쌓아 홍수 피해를 없앴으며, 공기와 식수가 좋고 치안 걱정은 없었으나 전화를 통한 사기가 극성이라고 하였다. 문화/여가생활면에서는 읍사무소에서 일부 프로그램을 진행하고 있으나 참여율이 저조한 것으로 나타났다. 유치원/초등학교/중고등학교 및 사설학원도 있어 교육환경은 비교적 좋은 편이라고 할 수 있었다. 수산리는 마을의 중심에 있는 대규모 장을 둘러싸고 상권이 형성되어 대부분 상업에 종사하고 있었으나 수산장이 쇠퇴하고 상권이 죽어 생활경제면에 어려움이 있다고 하였다. 향후 '4대강 살리기' 정책과 '신공항 입지' 선정에 따른 땅값 상승과 경제 재생 등에 대하여 마을 주민들의 관심이 높았고 복지회관이 생겨 다양한 복지프로그램과 서비스를 받고 싶다고 하였다.

Until now, the domestic construction market has been formed focusing on new construction and reconstruction in the apartment industry. Recently, however, the remodeling market for old structures have shown a tendency towards land shortage and land price increases in the major cities : the reinforcement of regulations regarding reconstruction ; expenditure reduction and the solving of environmental problems by regarding old structures is pursuing low costs and maximum efficiency. The interest in remodeling is increasing, however, remodeling has not been successfully initiated in the apartment division for a reasonable period of time. Consequently to acquire mutual agreement for remodeling from the residential occupants. In order to evaluate profitability, it is necessary to set priorities and reasonable criteria for remodelling and to this end, it is also required to assess each fact of remodelling in view of both customers and supplied.

본 논문에서는 일방통행 도로에서 보행자 공간을 확보하고 주차 공간을 확보하면서 도로의 소통을 원활하게 할 수 있는 장점이 있음에도 불구하고, 차량 우회 거리의 증가나 회전 용량의 감소 등으로 인한 불편함도 있기 때문에 일방통행 지정은 기술적으로 매우 신중할 필요가 있다. 일방통행 도로 중 주민들의 변경 요구가 강하고 일방통행의 지정 목적을 달성하기 어려운 도로는 물리적인 여건이 허락되는 범위 내에서 양방통행으로 바꾸는 것이 바람직하다. 이 연구에서는 연구의 목적을 달성하기 위해 현재 운영되고 있는 일방통행 체계를 현장 조사하여 검토하고, 주민들을 대상으로 일방통행 체계에 대한 설문조사를 실시하여 주민들의 의견을 취합했다.

대부분의 온라인 전자거래업체는 사용자의 신원을 확인하기 위해 주민등록번호를 요구하고 있다. 그러나 최근 발생하고 있는 대규모 개인정보 유출사고 등으로 주민등록번호가 노출되는 사례가 빈번하며, 주민등록정보를 타인이 도용하여도 효과적으로 확인 및 제어하는 수단이 없다는 문제가 있다. 이러한 문제를 해결하기 위해 주민번호대체수단이 제안되었으나, 최근 공공 i-PIN 과 민간 i-PIN 으로 구분되는 기술들의 연동 문제로 인해 적극적인 도입이 우려되는 상황이다. 따라서 본 논문은 최소한의 수정으로 이들 주민번호대체수단이 연동할 수 있는 방안을 제시한다. 기존의 민간 i-PIN 연동 프로토콜을 공공 i-PIN 에 적용하며 프로토콜 간의 연동 모듈을 두어 각 프로토콜을 처리한다. 제안된 기술은 공공 i-PIN 에 적용되어 현재 전국적으로 구축 중이다.

The purpose of this study was to identify citizens' needs and what they perceive the health-related problems are so public opinion can be reflected in the Daegu Community Health Plan. A citizen participation group was organized, and two roundtable discussions were held in June and July 2018. The number of participants in the first and second round was 40 and 44, respectively. Customer itinerary guidance, DVDM (Definition, Value, Difficulty, and Method) Map, and Persona-based scenario method were used for the roundtable discussions. The measures to improve the health status proposed by the citizens included expanding access to health services, establishing health services centered on small-living areas, expanding mental health services, creating health-friendly environments, resolving environmental problems, and improving social health. In addition, enhancing communication and creating harmonized environments, improving access to healthcare, generating pleasant physical environments, and assigning socials roles for vulnerable individuals were brought up as the means to resolve health disparities. The strength of the present study lies in the fact that, unlike survey methods, the citizens' exact needs were identified by sharing their thoughts. Moreover, it was proven that practical measures would be needed to implement citizen participation in planning health-related projects.

Objectives: This study aimed to examine the factors for the development of the Gangwon's Health-Plus Community Program into the health community organization. Methods: Participants of the study consisted of a total of 8 individuals, including trainers, residents, and public health center officials. Data were collected through in-depth interviews from August to October 2022. The data were analyzed using the thematic analysis method. Results: According to the results, the factors that enabled the Gangwon's Health-Plus Community Program to develop into a health community organization are as follows. First, participants believed that residents could do well by themselves, Second, participants met with residents rather than existing leaders. Third, education that encouraged residents to speak and positive assessment was implemented. Fourth, projects were started based on what residents wanted to do. Fifth, participants waited for residents to take action. Sixth, participants engaged with residents instead of just observing. Seventh, participants did not demand short-term outcomes. Conclusions: This study will contribute to the progression of community participatory health promotion programs towards a health community organization aimed at community empowerment.

This survey was conducted to assess the utilization of health center including health sub-center and community health post and the health service demand of residents in a urban and rural unified community. Officials in Up·Myun·Dong offices visited randomly sampled 4,027 households(4.6% of total households in unified City) which included 3,337 households in urban area(4.9% of total households) and 690 households in rural area(3.7% of total households) and interviewed with heads or housewives of the households in September, 1995. There were significant differences in health-related demographic characteristics including age-sex distribution, educational level, period of residence in the community and medical insurance status of the interviewees between urban and rural areas. Of the respondents, 64.8% in urban area and 55.6% in rural replied that they had utilized the health center in the past. The most common purpose for visiting the health center was to get vaccination in urban area and to get outpatient care in rural area. The top priority health center activity that needs to be reinforced was communicable disease control and over 90% of the respondents preferred to have mobile clinic and home health care service in were also highly demanded. Eighty-six percent of the urban respondents replied that a health sub-center must be established in urban area. In the rural area, 90.3% of the respondents replied that they wanted to maintain the health sub-center and 88.3% wanted to maintain the community health post. Along with the improvement of facilities and equipments of the health center by Rural Health Service Improvement Project, new health service programs must be developed to meet the demand of the community.
