Development of Agro-Industry in the Republic of Korea;With Special Reference to the Development of Rural Industrial Parks and Touristic Farms (한국의 농산업 개발;농공단지와 관광농원을 중심으로)

  • 1970년대 이후 도시 중심의 급속한 공업화 정책을 추진한 결과, 농촌의 저발전 문제에 직면하고 있다. 1980년대 중반부터 이에 대한 대응전략으로서 농공단지 개발을 통한 산업유치, 농산물 가공산업 개발 및 유통체계 개선, 관광농업 개발 등이 논의되어 왔다. 오늘날에 와서는 WTO 체제 하에서 농산물 무역자유화가 보편적인 규범으로 자리잡아 가면서 이러한 변화를 더욱 재촉하고 있다. 이 글의 목적은 농공단지와 관광농원을 중심으로 우리 나라 농산업 발전과정을 고찰하고, 향후 발전 방향을 제시하는 데 있다. 농공단지와 관광농원 육성사업의 특성과 성패요인을 분석하는 데 있어서 이용된 자료는 주로 2차자료이다. 농공단지조성사업의 성과에 대한 많은 논란에도 불구하고, 개량적인 지표는 그것이 농촌지역경제 활성화에 직간접적으로 공헌하였음을 보여준다. 농촌노동력의 66.1%를 고용하고, 이들에게 1인당 월 평균 70만원 이상의 소득을 제공해 주었으며, 서비스업 등 관련산업의 성장에도 영향을 미쳤기 때문이다. 그러나 농공단지조성사업은 많은 문제점도 안고 있다. 농촌지역에 숙련 노동자가 부족하며 직업훈련 기회 및 창업지원 프로그램이 도시지역에 집중되어 있다. 또한 입주 기업이 농산물이나 골재 등 현지 자원을 활용하는 경우가 매우 적은 것으로 나타나고 있다. 이에 대한 대응책으로서 농촌 주민들이 손쉽게 참여할 수 있는 직업훈련 프로그램을 개발하여 제공해야 하며, 경영과 시장정보 분석 등을 기술적으로 지원할 수 있는 효과적인 지도체계를 구축해야 한다. 관광농업은 새롭게 떠오르는 산업이다. 아직 기반이 취약하지만 국가 경제성장과 도시화 진행 추이에 비추어 볼 때 관광농원은 점차 증가할 것으로 전망된다. 하지만 이 산업의 지속적인 발전을 위해서는 정책의 유연성을 확보해야 하고, 농원운영자의 경영능력이 향상되어야 하며, 수요의 계절성을 극복해야 하는 등의 과제를 안고 있다. 또한 공동운영 형태의 농원에 있어서는 참여자들을 효과적으로 조직하고, 토지소유권 분쟁을 해소해야 하는 문제가 있다. 무엇보다도 아직 이 산업의 기반이 취약하다는 전제 위에 점진적이고 지속적인 재정과 기술지원이 요청되고 있다. 다양한 운영 프로그램의 개발과 지역내 네트웍 형태의 연계개발 방식의 채택이 필요하며, 관광농원이나 농어촌휴양지 개발지역에서는 산업개발 및 주거지 개발계획이 관광여건 조성과 총체적으로 연계되어야 할 것이다.

  • The importance about the maintenance consideration of the building has a great impact and regarding the life continuation of the building the many interest is becoming intensively. The housing lot of the heart of urban at the capital region has insufficient recently and the construction of the ground complex building in solution for the insufficiency is increasing at the rapid pace. The ground complex building is brings the maximization of land use from inside the site, but maintenance consideration phase is caused by administration cost share and administration bound limit where person is concerned for a many problem point it contains. The objective of the present paper is that the building is maintain an efficiency initially and is improve in order to develop guide line for a maintenance consideration improvement from design phase. According as literature research and question research is enforce, the paper is escape problem point the maintenance consideration and is bring up guide line for the architectural plan field and the maintenance consideration improvement of the building. Result of the study is expected a help in maintenance consideration improvement during life cycle of the building

  • The great estate system of the Old World crossed the Atlantic Ocean in the 1500s along with the Spanish Royal Army, mission, merchants, crops and domestic arrivals, landing at the end of the journey in the Middle and South Americas. The latifundio of Spain's Middle Age combined with the environment of the New World to be regenerated in the name of hacienda which bad became tightly roared in the countryside landscape of New Spain by fin-de-colonial period of 1820s. The haciendas were distributed mainly over the central part of the present-dey Mexico, and the presence of water and towns determined the specific location of the large landed estates. Depending on the activities performed, the hacienda can be divided into several types such as grain hacienda, livestock hacienda, mining hacienda, henequen hacienda, and so forth. Consisting of landlords, estate managers and waged labor called peons, the hacienda as a semi-autarkic settlement played various roles as the home of church, the agrarian center and the hearth of cultural diffusion, as well as dwelling. Toward the end of the colonial period the hacienda experienced internal transformations driven by capitalism.

Development of Urban Flood Risk Maps for Strengthening Urban Planning Toward Disaster Prevention (재해예방형 도시계획 지원을 위한 도시침수 위험도 공간정보 개발)

  • This study aims to propose the methods for urban flood risk maps which are useful in strengthening urban planning toward disaster prevention by climate change. Selecting the Gwangju city, Gyeonggi-do as study area, it analyzes urban flood at a RCP 8.5 scenario, and develops gridded information regarding risk components such as hazard, exposure, and vulnerability. It turns out that flooding would occur at a bend interval of the Mokhyun stream and also at the joint of the Gyungan and the Mokhyun streams, showing the similarity with the inundation trace map. In particular, the Songjeong dong is analyzed to be seriously exposed and to be highly vulnerable to flood inundation. With all results together, this study concludes that the proposed methods could be used as a basis for strengthening urban planning toward flood disaster prevention system.

  • The purposes of this paper are to analysis the characteristics of urban structure and to provide the strategies of urban restructuring in Incheon. While old urban center has tended to decline, urban central functions have concentrated towards new suburban centers, outer regions of Incheon. The urbanization of Incheon to outer regions is continuing, together with the population growth. The basic directions of urban restructuring are the formation of network urban structure, the establishment of development designation district, the formation of development, and axises for urban regeneration. It is also suggested that the systematic strategies of urban restructuring need to consider the district development for globalization, the formation of new growth pole and development axises, the establishment of special theme street, and development to network city for global city.

  • Urban roads are not only congested with vehicles and pedestrians, but also have many pipelines buried to provide convenience for inhabitants. In addition, urban inhabitants live comfortably in buildings adjacent to the road for residence, business, commerce, rest and so on. Therefore, despite the high cost of land, urban underground buildings with high land use efficiency are constantly being built. Recently, the construction of underground buildings has caused social problems such as the collapse of surrounding roads and adjacent buildings. Institutional improvement is being actively carried out to improve this. In this study, a new type of MSRC diaphragm wall was developed and a study on the construction method of underground building was carried out. It is intended to secure the underground excavation safety of underground buildings in urban areas and effectively prevent land subsidence complaints. Also, a reasonable design method of MSRC diaphragm walls using the ultimate strength design method is presented through the flexural performance Experiment.

The Spatial Diffusion and Locational Characteristics of Convenience Stores in Daegu (대구시 편의점의 공간확산과 입지적 특성)

  • This study examines the spatial diffusion and locational charateristics of convenience stores in Daegu which had increased rapidly in the 1990s. The first convenience store (CVS) was introduced in the zone of transition of (Namgu district) adjacent to the city center or CBD in 1992. Thereafter they diffused into CBD and residential areas, but they have centered around places where their steady purchasing population was distributed. As a result, the spatial distribution of CVSs in Daegu shows a very uneven pattern concentrated in areas with many high school, in commercial and business areas, and apartment residential areas. It seems that this pattern is derived from two basic locational factors. Primarily, the location of CVSs in Daegu is very closely related with the spatial distribution of the demand population which will be clients for CVSs. Secondarily, it is also affected by the accessibility of streets which the demand population utilizes easily.

  • Consumers have paid attention to various functions of PC's nowadays from its efficiency in the past. This study set limits to adapted computers by consumer needs for their residence facilities and ubiquitous environment in our society. The purpose of this study is to suggest high potentialities of adapted computers and it's design for materializing house ubiquitous system. It has come out from analyzing PC market. The result is that Barebone PC, a kind of set PC, could be one of the most actual way for materializing house ubiquitous system. This study suggests many potentialities of Barebone PC which invites modular system. The existing Barebone PC is a kind of semimanufactures, however the new Barebone PC in this study is a expanded concept of modular system that connected to the area of the electric home appliances. This is inspected by analyzing the relation among potentialities and impotance of set PC design and module.

Study on the blind zone of social service in Korea (한국 사회서비스의 사각지대 실태)

  • The purpose of this study is to establish the concept of the blind zone of social services and analyzing the conditions by children, the elderly, the disabled, and the poor. This study used the raw data of demand/supply of social service and sample size is 4,038. Results of the study were as follows. First, in terms of the coverage, the biggest blind zones of social service are the employment support and cultural service. These results were similar for all households. But, it is noteworthy that the size and proportion of blind zones of housing support services for children, counseling services for elderly are relatively big. Second, in terms of adequacy, the most serious blind zones of social service are health and the employment support service. Especially, the elderly, the disabled, and the poor are not the most adequate adult care services and children are community service. Based on such findings, this study suggests expansion of employment support services and health care, monitoring for the services analyzed to be over-supply, and intensive involvement of private sectors about the services provided by the government of a large blind zone.
