An Assessment and Review of IUCN Red List for Vascular Plants in Korean Peninsula (한반도 관속식물 IUCN 적색목록 평가와 문제점)

  • The best source of information on the conservation status of species at a global scale is the IUCN Red List of Threatened Species. Until now, 236 vascular plants from Korean peninsula have been evaluated using the IUCN red list categories and criteria. It indicated that five taxa were considered as critically endangered, 20 as endangered and nine as vulnerable species as a threatened status. On the other hand, the rest (189 taxa) were assessed as a least concern, which did not qualify for threatened species categories. Korea Ministry of Environment published a revised version of 57 species list by re-classifying endangered species with idiosyncratic qualitative criteria for two levels (I and II) followed by status reviews in 2011. However, two thirds species proposed by Ministry of Environment do not qualify as threatened. The major difficulties found in applying IUCN Red List criteria at the global scale was a lack of knowledge on the status of species at broader geographic scales and the perceived difficulty the causes. The lack of consistency between two lists constrains the prioritization of species-based conservation work at the national level. Due to a lack of centralized monitoring data for most species, this status is largely qualitatively and so it carries a high level of uncertainty. This is reflected in the high number of species with an unknown population trend. The current list of endangered species of flora and fauna by the Ministry of Environment should be recognized as the national list (local and population extinction), which is different from the IUCN Red list due to the different geographical contexts. Also, it is necessary to improve the quality of evaluation and conservation management system rather than presenting massive number of endangered species list.

A Study on Local Publication in the Early $Chos\u{o}n$ Dynasty (조선조 전기 지방간본의 연구)

  • The purpose of this these is aiming at making an investigation on the existing local publications which were including woodblock catalogs in the early Choson Dynasty and analysing the bibliographical matters. The overall findings of this study can be summarized as follows : First of all, publications contained in the woodblock catalogs are composed of 1292 titles. With the exclusion of 278 titles duplicated in Yongnamch' aekp'an-gi(221 titles) and Tong-gyongjapki(57 titles), there are one thousand fourteen titles in the woodblock catalogs in Kosach' waryo(989 titles) and Yongnamch' aekp'an-gi (25 titles). Secondly, publications which are included in woodblock catalog and being handed down to the present are composed of 160 titles. Excepting 43 titles which are duplicated in the woodblock catalogs containing Yongnamch' aekp'an-gi(33 titles) and Tong-gyongjapki(10 titles), there exist 117 titles. Thirdly, looking at the publications handed down to the present on the basis of location, 10 titles were published in five areas in Kangwon-do, 45 titles in 17 regions in Kyonsang-do, 33 titles in 10 areas in Cholla-do, 4 titles in 4 different areas in Chungchong-do two different areas in Pyongan-do, 1 titles in one area in Hamgyong-do, the other titles in three regions in Hwanghae-do.

Species List of Aspergillus, Penicillium and Talaromyces in Korea, Based on 'One Fungus One Name' System (일균일명 체계에 의한 국내 보고 Aspergillus, Penicillium, Talaromyces 속의 종 목록 정리)

  • Aspergillus, Penicillium, and their teleomorphic genera have a worldwide distribution and large economic impacts on human life. The names of species in the genera that have been reported in Korea are listed in this study. Fourteen species of Aspergillus, 4 of Eurotium, 8 of Neosartorya, 47 of Penicillium, and 5 of Talaromyces were included in the National List of Species of Korea, Ascomycota in 2015. Based on the taxonomic system of single name nomenclature on ICN (International Code of Nomenclature for algae, fungi, and plants), Aspergillus and its teleomorphic genera such as Neosartorya, Eurotium, and Emericella were named as Aspergillus and Penicillium, and its teleomorphic genera such as Eupenicillium and Talaromyces were named as Penicillium (subgenera Aspergilloides, Furcatum, and Penicillium) and Talaromyces (subgenus Biverticillium) in this study. In total, 77 species were added and the revised list contains 55 spp. of Aspergillus, 82 of Penicillium, and 18 of Talaromyces.

Comprehensive Review of Indigenous Yeast Species in Korea: A Literature and Culture Collection Analysis (문헌 및 기탁 균주 현황분석을 통한 자생 효모 목록)

  • Indigenous yeasts in Korea have been actively studied since 1910 in light of various fields, including environment, food fermentation, brewing, and medicine. However, a complete list of indigenous yeast species has not been addressed or reported. In this study, a comprehensive analysis of the literature including yeast isolation from Korean materials and the strains preserved at culture collections was performed. The results of this study indicate the following: i) there are 128 genera and 681 species (including 26 variants) of yeast reported in Korea, ii) the reported species were trimmed into 142 genera and 500 species (including 9 variants), iii) among which only 166 species were registered in the National Species List of Korea (2020). Therefore, follow-up studies are required to register more indigenous yeast species in the National Species List of Korea.

A Reconsideration of the List of National Endemic Plants (appendix 4-1) Under the Creation and Furtherance of Arboretums Act Proposed by Korea Forest Service (산림청 수목원 조성 및 진흥에 관한 법률의 특산식물 목록의 재고)

  • The existence of endemism in many parts of the world is an important factor for conservationists. Conservation can only be carried out under national legislation, and national endemics, which have very limited ranges, fully depend on the effort and success of conservation. A total of 523 vascular plant taxa were listed in the latest national checklist by Ministry of Environment in 2005, while the 'Creation and Furtherance of Arboretums Act' including a national endemic list (appendix 4-1) was established by Korea Forest Service and was legislated as a law in late 2011. This legislation by Korea Forest Service on endemism of Korean vascular plants have required much attention because of discrepancies of nomenclature, taxonomic bias and inflation. Examining data for both lists proposed by Ministry of Environment and Korea Forest Service, of the total of 360 legislated taxa, around 286 taxa are shared with the list of Ministry of Environment, of which about 80% have been found as common taxa. Around 67(18.7%) are typographic errors, and 14 taxa (3.9%) are recorded as illegitimate and invalidly published names. Through this analysis 12 taxa (3.4%) were found in China as well as in Korea and these are thought to be non Korean endemic taxa. Taken together, the legislated list displayed 1/4 (24.9%) errors out of the total list. Only 59 taxa (16.5%) are identified as national endemic species. The remainder are either unresolved candidates (73 taxa, 20.4%) or synonyms (196 taxa, 54.7%) status. It must be noted, that the concept of endemism very much depends on the knowledge of the species concept, taxonomic bias and geographical range of a species. Also, the most major nomenclatural problem tend to be more stable if the information on database about Korea Plant Name, which is managed by Korea National Arboretum are well updated year to year. These exaggerated numbers underscore the urgency for regional conservation planning and implementing effective strategies to preserve these real endemic taxa into the future.

Reconsideration of Rare and Endangered Plant Species in Korea Based on the IUCN Red List Categories (IUCN 적색목록 기준에 의한 환경부 멸종위기 야생식물종에 대한 평가)

  • Recently 64 species in Korea have been ranked as rare and endangered taxa by the Ministry of Environment using two categories, I and II. The original threat categories produced by the Ministry of Environment were developed to provide a standard for specifying animals and plants in danger of extinction and has been influential sources of information used in species conservation in Korea. However, the criteria by Ministry of Environment were applied to the whole taxa only by regional boundaries, especially in South Korea, rather than international context, and it also lacked an explicit framework that was necessary to ensure repeatability among taxa because of the absence of quantitative criteria to measure the likelihood of extinction. The World Conservation Union (IUCN) has developed quantitative criteria for assessing the conservation status of species. The threatened species categories, the 2000 IUCN Red List, proposed by SSC (Species Survival Commission) of IUCN have become widely recognized internationally. Details of threatened Korean plants, identified by applying the IUCN threat categories and definitions, were listed and analyzed. The number of species identified as threatened was only 34 out of 64 taxa (48.4%), while the rest of taxa were rejected from the original lists. Many of the species (51.6%, 33 taxa) excluded from the original list proposed by Ministry of Environment do not qualify as Critically Endangered, Endangered or Vulnerable because these taxa were widely distributed either in Japan or in China/far eastern Russia and there is no evidence of substantial decline in these countries. An evaluation of taxa in Korea has been carried out only based on subjective views and qualitative data, rather than quantitative scientific data, such as rates of decline, distribution range size, population size, and risk of extinction. Therefore, the national lists undermine the credibility of threatened species lists and invite misuse, which have been raised by other cases, qualitative estimate of risk, political influence, uneven taxonomic or geographical coverage. The increasing emphasis on international responsibilities means that global scale is becoming more significant. The current listings by Environment of Ministry of Korea should be challenged, and the government should seek to facilitate the resolution of disagreements. Especially the list should be flexible enough to handle uncertainty and also incorporates detailed, quantitative data. It is suggested that the highest priorities for the Red List should be given to endemic species in Korea first. After setting up the list of endemic species to Korea, quantitative data on population size and structure, distributional range, rated of decline, and habitat fragmentation should be collected as one of long term projects for the Red list categories. Transparency and accountability are the most important key factors. Also, species assessors are named and data sources referenced are required for the future objective evaluations on Korean plant taxa.

  • 본지 제18권제2호(1979)에 제1보로 발표된 Evergestiinae와 Pyraustinae(새들명나방아과 및 들명나방아과) 목록에 이어 포충나방아과와 물명나방아과의 목록을 제2보로 발표한다. 포충나방아과는 일명 벼명나방 무리로 불리워지기도 하나 그들의 기주식물이 모두 벼(水稻)와 연관되는 것으로 오인될 우려가 크므로 필자는 전자를 따라 포충나방아과로 명명하였으며 종들의 이름도 이에 준하여 일부 개칭(改稱)하였다. 한국동물명집(2) 곤충편에는 나방아과에 19종이 수록되어 있으나 최근 필자등에 의하여 발표된 종들을 종합하여 본 목록에는 30종이 포함되었으며 물명나방아과에는 13종이 수록되었다.

List of Korean Species of Freshwater Rotifera (한국 담수산 윤형동물의 총목록)

  • Hada(1936) reported thelist of 14 species of Korean freshwater Rotifer for the first time. Since his report, there have been no taxonomic studies on the Korean except some sporadical reports which contained lists of species as a partial result of limnological study. The author made a list of 145 species of Korean freshwater Rotifera reported until 1988 with reference as convenient compendium for further taxonomic research.

Tentative Catalogue of the Oribatid Mites (Cryptostigmata: Acari) of Korea (한국산 날개응애 목록 (1980. 10))

  • 전보에서 외국산에 의해 기록된 한반도산 날개응애류 26종과 필자가 채집한 미기록종 29종 도합 65종의 목록을 발표한 바 있다. 그 후의 채집품을 조사결과 다수의 미기록종이 발견되었기에 전보를 증보하여 발표한다. 이로서 한반도산 날개응애류는 29상과, 59과, 99속, 158종이 되었다. 이밖에 미정리분중에도 약 50중의 미기록종이 포함되어 있으므로 한국산 날개응애류는 200여종이 되는 셈이지만 한국에 실재하고 있는 종수는 그 $2\~3$배가 될 것으로 추측된다. 또한 분포를 논할 단계는 아니지만 일본과의 공통종은 69종, 구주와의 공통종은 51종, 3자공통종은 55종이 되어 한반도 고유종은 34종이 된다. 그러나 우리나라와 인접해 있는 중국대륙의 날개응애상이 밝혀지면 고유종은 줄어들고 중국과의 공통종이 많아질 것이다.
