  • This study analyzes cyber security strategies, laws, organizations, and the roles of the ministries in the US, Germany, UK, Japan, China, and Korea and draws implications for establishing a practical and efficient next generation national cyber security governance. Under this goal, this study analyzes cyber security strategies, laws, organizations, and the roles of the ministries in the US, Germany, UK, Japan, China, and Korea and draws implications for establishing a practical and efficient next generation national cyber security governance. Based on the results of this analysis, this study suggests suggestions and directions for improvement of domestic cyber security governance.

  • The existing enterprise information security activities were centered on the information security organization, and the top management considers information security and enterprise management to be separate. However, various kinds of security incidents are constantly occurring. In order to cope with such incidents, it is necessary to protect information in terms of business management, not just information security organization. In this study, we examine the existing corporate governance and IT governance, and present an information security governance model that can reflect the business goals of the enterprise and the goals of the management. The information security governance model proposed in this paper induces the participation of top management from the planning stage and establishes information security goals. We can strengthen information security activities by establishing an information security plan, establishing and operating an information security system, and reporting the results to top management through compliance audit, vulnerability analysis and risk management.

  • In the field of smart water management, there is an increasing demand for strengthening competitiveness through big data analysis. As a result, systematic management (Governance) of big data is becoming an important issue. Big data governance is a systematic approach to evaluating, directing and monitoring data management, such as data quality assurance, privacy protection, data lifetime management, data ownership and clarification of management rights. Failure to establish big data governance can lead to serious problems by using low quality data for critical decisions. In addition, personal privacy data can make Big Brother worry come true, and IT costs can skyrocket due to the neglect of data age management. Even if these technical problems are fixed, the big data effects will not be sustained unless there are organizations and personnel who are dedicated and responsible for data-related issues. In this paper, we propose a method of building data governance for smart water data management based on big data.

  • The academic research on data governance is still in its infancy and focused on the definition of concept and components. However, we need to study of evaluation on data governance to help make decision of establishment. The purpose of this paper is to develop of attribute index in data governance framework. Therefore, in this paper, we used RGT (repertory grid technique) and Laddering techniques for experts interview and survey for validation of disinterested third party experts and analysis statistically. We completed data governance attribute index which is composed of data compliance area including 8 components, data quality area including 16 components and data organization area including 7 components. Moreover, the evaluation attributes is prioritized and ranked using the AHP. As a result of the study, this paper can be used for the base line data in introducing and operating data governance in an IT company.

  • The positive changes in urban space and urban activities resulting from the urban services provided by Smart City is not accomplished by simply creating the physical environment built on ICT but through the cooperation and participation of citizens and private sector, which is in fact key to success. In this study, this research analyzed the role and structure of smart governance, which is a system of horizontal cooperation between public and private sector, and analyze its role in developing Smart City. The study also proposes various ways to facilitate such development in each of critical categories. For this purpose, this research studied 228 smart services across 11 categories registered in the Ministry of Land and Transport in Korea to analyze the spatial distribution of smart services by spatial hierarchy and their characteristics Also, the research conducted a case study of MetroGIS, which is an information collaboration governance system for the greater area of Minneapolis and St. Paul in the state of Minnesota, United States, to explore how governance is formed; its organizational structure; the role of sub-level organization hierarchy and their interrelationship. The results of the analysis suggest that the following conditions are required to create a smart city: first, public sector resource assistance for building community; second, enhanced communication system within the community and with outside the community; securing financial stability and establishing a model of sustainable development to induce the community to evolve into a governance form.

  • This study examines the major changes of research about science and technology administrative system and innovation governance, and suggests future direction through critical review. The subjects of the analysis are papers of such as Korean Public Administration Review, Journal of Technology Innovation and policy reports and government documents published by national research institutes. As a result of the analysis, the research itself has evolved from the part of the government organization to the unique field and main focused historical, normative, comparative analysis and institutional approach. In addition, coordination and integration of science and technology policies have been regarded as important issues in research, and innovation system (NIS) and governance perspectives have begun to be reflected in research. However, it reveals some issues such as small government theory vs big government theory, governance theory vs control tower theory, and shows limitations in problem definition and solution inconsistency, and lack of grand and detailed discourse. Future challenges include the pursuit of evolutionary rationality, the pursuit of diversity in multidimensional research and methods, development of korean policy theory and securing universality.

  • Environmental, Social, and Governance (ESG) refers to factors that are important for assessing a firm's social and environmental effect, as well as its governance standards. This paper investigates the relationship between ESG-based corporate governance and SDGs strategy implementation by discussing about incorporating ESG issues into corporate operations. It digs into the advantages and disadvantages of aligning corporate governance with the SDGs, demonstrating the potential for delivering long-term value for both firms and society as a whole. In this paper, we investigate ESG-Based Knowledge Management (ESG-KM), a knowledge management system that incorporates sustainability principles. More specifically, the paper investigates how the synergy between ESG-KM and ESG-Based Corporate Governance (ESG-CG) might influence firms' long-term value creation, stakeholder involvement, and sustainable decision-making. Finally, this paper investigates how public organizations might use knowledge management to improve the implementation and effect of ESG-CG principles, resulting in better sustainable outcomes. Public enterprises may support responsible decision-making, increase stakeholder involvement, and achieve long-term performance by linking ESG principles with corporate governance standards. The paper then explores how ESG-KM might help public firms integrate these concepts into their governance structures. The scientific novelty of this paper resides in its thorough investigation, realistic implementation methodologies, and novel combination of ESG principles, corporate governance, and knowledge management. Furthermore, by providing actionable insights and emphasizing the application of these concepts in the context of public enterprises, the paper makes a valuable contribution to the field of management, propelling the discourse on responsible and sustainable business practices in both the private and public sectors.

  • The flow of time, depending on the company's ongoing business link to guarantee the proportion of much greater importance, it in the organization as part of an enterprise-wide level, rather than acting on the information society has been considered as the topic of race. Information Security Governance, the integrity of the information, service continuity, the three kinds of information asset protection purpose begins. It is essential for corporate governance, transparency should be part, must be aligned with the IT framework. Existing information security governance framework that small businesses a wide range of governance issues and interests have never had. Therefore, we simplified the information security governance framework is proposed, and solve problems, and propose a framework for analysis of the safety and efficiency through the analysis of the effectiveness of the proposed method were discussed.

  • This article examines the organizational aspect of IT governance in Financial Services Informatization, which is one of the key informatizations led by the Korea government. Financial Services Informatization has deeply contributed to the development of electronic financial services in Korea and affected people's everyday life. Using qualitative data obtained through multiple-case analysis, this study identifies the barriers to effective IT governance within the context of Financial Services Informatization. It also reveals that the scope and role of participants and the coordination between authorities are the critical to IT governance adoption in Financial Services Informatization. The key to the successful IT governance of Financial Services Informatization will depend on the involvement and accountability of relevant regulatory bodies and the secondary financial institutions affected by it.

  • 정부 주도적으로 전국적으로 U-City 구축이 확산되고 있으며 특히 신도시형 U-City 사업은 동탄 U-City가 완공됨에 따라 본격적인 운영단계에 접어들고 있다. 그러나 신도시형 U-City 사업은 이원화된 사업 수행 체계로 인한 많은 문제점들이 드러나고 있다. 본 논문에서는 U-City 사업의 가치사슬을 분석하여 문제점을 도출하고 이에 대한 해결방안으로서 U-City 거버넌스 모델을 제시하고 있다. U-City 거버넌스 모델은 구축뿐만 아니라 운영 단계까지 포함한 U-City 라이프사이클을 효율적이며 효과적으로 관리할 수 있는 조직 체계를 정의한다. 이와 같은 U-City 거버넌스 모델은 국내 U-City 사업뿐만 아니라 도시수출의 성과를 극대화 할 수 있는 기반을 제공할 것으로 기대된다.
