농촌개발에 관한 정책영역이 농촌공간 단위의 농업정책과 비농업정책을 포괄하는 방향으로 진행됨에 따라 관련된 농촌개발주체는 분산, 다기화되어 있다. 필리핀의 경우 농촌개발과 관련된 중앙정부의 관련부처는 상대적으로 세분화되어 있으며, NGO 등의 관련기구도 많은 편이다. 또한 필리핀의 지방행정계층의 수도 다른 나라에 비하여 상대적으로 많다. 이는 중앙정부 부처간, 중앙부처와 NGO 및 중앙정부와 지방정부간의 조정을 어렵게 하는 요인으로 작용한다. 한편, 지방정부 레벨에 있어서는 농촌개발과 관련된 관련주체간의 조정시스템에 관하여 지방정부법(1991)에 상세한 규정을 두고 있으나, 실제적인 작동의 면에서 한계를 가지고 있다. 특히, 필리핀의 농촌개발과 관련된 지방단위의 관련주체의 역량은 충분히 함양되지 못하고 있는 상황에서 주민과 NGO의 농촌개발에 대한 참여(민주성)를 매우 중시하고 있다. 필리핀 농촌의 발전을 위해서는 관련 주체들의 분산도를 감소시키고, 주체간의 통합성의 증진을 위한 노력이 필요하며, 관련 개별주체의 역량강화와 효율성에 입각한 조정체계의 정립과 전략이 절실히 요구되고 있다.

전동기제어시스템은, thyristor의 개발로 펄스폭변 조형인버터와 같은 switching기능을 내포한 전원장치의 적용으로, 정류기구가 기계적접점형식에서 전기적 무접점화되어 대체되는 추세에 있어, 속도조정방식도 바꾸어져야 하게 되었다. TRANSVEKTOR제어를 적용한 자계Orientation 방식은, 이러한 관점으로 볼 때, 근원적으로 교류전동기의 속도조정기능을 실용화하는데는 가장 효과적인 방식이라고 볼 수 있다. 더욱이 제지공장 및 직물공장등 폐회로 제어운전을 하는 공정의 전동력기구에서는, 현재 활발히 개발되고 있는 전자계산조직의 활용으로, 종래 직류전동기로서의 Leonard방식의 속도제어를 하는 것에 비하여, 속응성, 신뢰성 및 그 정도에 있어서 월등하게 우수한 기능을 가진 전동기제어시스템의 실용화가 가능하게 되었다.

This study proposes a wearable master device that can measure the joint stiffness and the angular displacement of a human operator to enhance the adapting capability of a slave system. A lightweight inertial sensor and the exoskeleton mechanism of the master device can make an operator feel comfortable, and artificial pneumatic muscles having a working principle similar to that of human muscles improve the performance of the slave device on emulating what a human operator does. Experimental results revealed that the proposed master/slave system based on the muscle stiffness sensor yielded uniform tracking performance compared with a conventional position-feedback controller when the payload applied to the slave system changed.

정부주도적인 획일정책이나 지시명령적 관여 등 80년대의 정치.사회적 상황이나 시대적 배경이 대교협 발족의 근본적 동기가 되었다고 본다. 대학들은 근원적으로 그 자체가 하나의 자치기구이며, 학문공동체이며, 자기통제기관이다. 이러한 대학의 속성을 살리기 위해 정부와 대학 간의 협의조정기구로서 협의체의 필요성을 깨닫고, 우리나라 대학의 자율성 신장을 위해 하나의 이정표를 세웠다는 점에서 대교협의 큰 의의가 있다고 평가된다.
