조달청이 지난해 12월 27일 국민건강보험공단본부 신사옥 건축공사(설계금액 1,496억원)와 진접-내촌 도로건설공사(설계금액 1,396억원)를 주계약자 공동도급으로 발주한다고 밝혔다. 국민건강보험공단 본부 신사옥 건립공사는 조달청이 맞춤형 서비스로 집행하는 사업으로 부계약자인 전문건설업체는 기계설비공사업체(덕트설비공사 약 57억원)를 적용하기로 했다. 이는 정부 발주공사에서 주계약자 공동도급에 의해 처음 발주된 것으로 앞으로 모든 공공공사에 주계약자 공동도급이 확대될 전망이다. 조달청의 이번 주계약자 공동도급 발주는 대한설비건설협회가 그동안 국민건강보험공단과 조달청에 기계설비공사를 주계약자 공동도급으로 발주해 줄 것을 건의한 결과이다.

고령사회 진입과 재취업환경의 어려움 속에서 개인의 경제적 문제 등을 해결하고자 대안으로 시니어창업이 증가하고 있다. 하지만 창업 이후 생존율은 매우 낮은 상황이다. 본 연구는 시니어의 경험, 자금조달역량, 마케팅역량이 창업의지에 미치는 영향에 관한 실증연구로서, 창업역량인 경험, 자금조달역량, 마케팅역량과 창업의지의 관계 및 창업역량과 창업의지간 사회적지지 조절효과를 분석하였다. 이로써 최근 증가하고 있는 시니어창업에 대해 시사점을 도출하고자 하였다. 이를 위하여 시니어 중 잠재적창업자를 대상으로 설문조사를 하였으며, 총 433부의 자료를 사용하였다. 연구결과는 다음과 같다. 첫째, 창업역량이 높을수록, 즉 개인의 경험, 자금조달역량, 마케팅역량이 높을수록 창업의지가 높은 것으로 나타났으며, 둘째, 창업역량인 경험, 자금조달역량, 마케팅역량과 창업의지 간 사회적지지 조절효과는 유의미한 영향관계를 확인할 수 없었다. 본 연구결과를 토대로 다음과 같은 시사점을 도출하였다. 성공적인 시니어창업을 위해서는 창업역량을 강화하여 창업이 이루어지도록 하여야 하고, 창업역량을 함양할 수 있도록 그에 따른 창업교육이 더욱 광범위하게 필요하다는 것이다.

This study suggests an imported coal procurement model that simultaneously considers the risk factors of coal price, ocean freight rate and foreign exchange rate. In addition, it quantitatively analyses the superiority of this model compared to the previous one m terms of procurement cost saving and stabilization. According to the empirical results, a separate hedging could stabilize the procurement cost flow, but this is not the end of story. That is, a complex hedging would reduce the standard deviations of cost flow. Thus, one could improve hedging effects by fully considering the inherent variance-covariance relationship among coal price, ocean freight rate and foreign exchange.

This paper tried to find how the characteristics of purchasing items would have influence on the relational e-procurement. The characteristics of purchasing items include the importance and the complexity of purchasing items. In order to define these characteristics, this paper reviewed various literatures about purchasing strategies. The empirical analysis through the multi-nominal logistic regression shows that the importance of items has influence on relational e-procurement, while the complexity of purchasing process has little influence. And also, the relational e-procurement through EDI as a long term buying relationship is being converted toward the exchange through purchasing sites.

The absence of systematic project procedures in the domestic SOC projects has caused many problems. Therefore, it has been raised the needs for the effective project management of the projects which helps the participants to have systematic procedures at each phase of the SOC projects. The purpose of this research is to build the current model of procurement management process for the airport facilities and to derive inherent problems, and the building direction of the effective procurement management is suggested for the future research. The result of this research could be used for delivering the effective SOC projects and for establishing interrelationships between procurement and other phases of the projects for the integrated project management. The procurement process of the Inchon International Airport was investigated and the as-is model was built. Through the analysis of the as-is model, and the questionnaires and the interviews with the participants of the SOC projects, the problems of the current procurement process has been derived.

The national defense electronic procurement system is an information system supporting DAPA, services (Army, Navy and Air Force), and the procurement companies in the electronic bidding. It has contributed greatly to improving the efficiency of the national defense electronic procurement process by providing various information services based on inter-operation among the related parties. However the national defense electronic procurement system is expected to be upgraded to the next version in accord with rapidly evolving infrastructure based on high technology and increasing various communication channels. This paper investigates the satisfaction level of the system users and proposes directions for the next-generation procurement portal.
