Since the beginning of 2002, KONEPS(Korea ON-line E-Procurement System) which is known with GePS(Government e-Procurement Service), has become a significant role in Korea public procurement service. This paper focuses on the amendments of the related laws and the practical improvement of inconveniences and inefficiencies in user's' position during the use of KONEPS. We analyzed the case of government procurement by major countries, the detailed process and function of KONEPS, and confirmed the revised procurement laws since the commencement of KONEPS. When a user of KONEPS makes an online purchase at the g2b shopping mall to purchase procurement goods, we analyzed focused on the inconvenience of option selection, user feedback after purchasing, unification of the purchase procedure, compared with general online shopping purchase. This paper suggests practical ways to improve the inconveniences and inefficiencies that arise in the process of procurement and use from KONEPS. It is necessary to study on the construction contracts and the empirical studies based on the questionnaire on the functions of procurement law and research model for the cases used in this study in the future.

As the Public Procurement Service announced the compulsory of BIM adaption in every public construction from 2016, the importance of BIM is increasing. Besides, automatic code checking takes significance in terms of the quality control for BIM based design. In this study, rule-sets were defined for Act on the Promotion and Guarantee of Access for the Disabled, the Aged, and Pregnant Women to Facilities and Information. Three analytic steps were suggested to shortlist the objective clauses from the entire code; the frequency analysis using project reviews for architectural code compliance, the clause analysis on quantifiability, and the analysis for model checking possibilities. The shortlisted clauses were transformed into the machine readable rule-set definition. A case study was conducted to verify the adaptiveness and consistency of rule-set definitions. In future study, it is required the methodologies of selecting objective clauses to be specified and its indicators to be quantified. Also case studies should be performed to determine the pre-conditions in modeling and to check interoperability issues and other possible errors in models.

BIM technologies based on three-dimensional parametric solid modeling can provide building industries with a wide range of information, and then enable not only to automate architectural drawings, detect clashes between building components, and estimate building materials, but also to manage effectively architectural and engineering information about building spaces, structures, energy, just-in-time delivery, facility management, and code checking. This paper presents an implementation to extract geometric data from IFC files, and validates the system with simple and complex buildings.
