Design of Two-Step Open System for Personalized Health Data Access (개인화된 건강 데이터 처리를 위한 2-Step 개방형 시스템의 설계)

  • The purpose of ICT Healing platform is the prevention of chronic disease. It is intended to early warning of the disease through the information such as the bio-signals and lifestyle. In this paper, we provide a 2-Step open system(TOS) for personalized health data access. TOS is connected between the personal health related data providers and service providers of individuals ICT Healing platform, a software engine for relaying personalized health data. The proposed system, to operate in isolation to 2 step in personal health document repository Inbound module and Outbound module to provide an inquiry service to external organizations. Therefore, we propose a personalized editable Manifest concept for defining data exchange between Step. This can be used as a reference model to collect the personal health information is scattered in many health related service institutions (Hospitals, Fitness Centers, Health Examination Centers, Personal Health Device, etc.) and under private-led liberalization.

  • The monitoring method of geotechnical structures using acoustic emission(AE) and microseismicity(MS) is to detect the microscopic deformation and fracture behavior in the inner structures by measuring induced acoustics and vibrations. It can identify a pre-indication of failure by taking advantage of the characteristics that the amount and occurrence rates of AE and MS increase rapidly prior to large scale destruction of the target structures. The monitoring system consisting of high-quality sensors, high-speed data acquisition device and the operation program is required for the practical application of this method. Recently, the AE and MS monitoring systems have been localized. In particular, the developed operation software which can analyze and interpret the measured signals was demonstrated through a number of applications to domestic fields. This report introduces the configuration and features of developed monitoring system, then the challenges and future direction of AE monitoring in geotechnical structures are discussed.

  • As an early warning system to reduce the damage of aquacultured mollusks due to low salinity water, we investigated the possibility of a biomonitoring system measuring the shell valve movement (SVM) of Pacific oyster (Crassostrea gigas) by using the Hall element sensor. In high salinity water of 27 psu, SVMs of Pacific oyster showed spikes which mean a relatively fast closing condition after opened condition of average 10-15 mm, and then the SVM showed back to opening condition slower than closing speed. In water salinity of 20-27 psu, the SVMs were similar to that of 27 psu. However, below 17 psu, it showed abnormal valve movements such as spending more time for shell closure. In 10 psu, we could not detected SVMs due to closed condition during experiment periods. Thus, if we quickly detect abnormal environmental variations like low salinity using bio-monitoring of SVM, it may be contribute to increased productivity by dramatically reducing damages in aquaculture.

  • 가뭄은 전 세계적으로 농업을 비롯한 사회, 경제적으로 큰 피해를 주는 자연 재해이며, 향후 피해 저감을 위해 가뭄의 경향을 파악하고 지역별 가뭄 특성을 파악할 필요가 있다. 위성영상을 활용한 가뭄 판단은 광역적 범위를 대상으로 다양한 밴드를 활용한 데이터를 주기적이고 일정한 수준으로 취득 가능하다는 장점이 있다. 농업 가뭄 분야의 위성영상 활용은 미계측 지역에 대한 정확한 데이터 취득이 어려운 지점데이터의 단점을 보완할 수 있다. 위성영상을 활용한 가뭄 지수로는 Leaf Area Index (LAI), Vegetation Health Index (VHI), Enhanced Vegetation Index (EVI) 등 다양한 지수들이 있으며, 본 연구에서는 단기 가뭄 판단에 활용되고 있는 Evaporative Stress Index (ESI)를 활용하였다. 국내 행정구역 기반의 가뭄 판단을 위해 Moderate Resolution Imaging Spectramadiometer (MODIS)위성의 MOD16A2 영상을 사용하였다. MOD16A2는 land surface temperature (LST)과 LAI의 계산을 통한 실제 증발산량과 FAO-56 Penman-Monteith 공식을 사용한 잠재증발산량을 포함한 다양한 데이터를 8일 주기의 500m 해상도로 제공하고 있다. 2001년부터 2018년까지 500m 해상도의 ESI를 산정하였으며, 국내의 과거 가뭄 경향 분석과 지역별 특성 파악을 위한 표준화를 수행하였다. 그 결과 과거 극심한 가뭄이 있었던 해 (2000-2001년, 2015-2017년 등)에 대한 농업 가뭄 경향 분석이 가능하였으며, 지역별 특성을 파악한 결과 상습가뭄 지역에서 가뭄 경향을 확인하였다. 농업 가뭄 분야에서 ESI의 활용은 가뭄 조기 경보 시스템 개발 및 위성영상 기반 가뭄 모니터링 기술 개발 등에 활용 가능할 것으로 기대된다.

  • It often occur to nature disaster that like earthquake, typhoon, etc. around KOREA. A Haiti and Chile also metropolitan area of KOREA occur earthquake. in result, People consider nature disaster. Structures of present age are easily affected by nature disaster. So we are important that warn of dangerous situation as soon as possible. On this study, I introduce Integrated Health Monitoring System for Infra-structure. I develop Structure Health Monitoring System on web-site. Administrator always monitor structure on real-time using internet network. As Administrator using mobile device like PDA, Administrator always monitor structure. As using this system, Damage of nature disaster is minimized and is prevented post damage.

  • With the era of big data, the big data has been expected to have a large impact in the NPP safety areas. Although high interests of the big data for the NPP safety, only a limited researches concerning this issue are revealed. Especially, researches on the logical/physical structure and systematic design methods for the big data platform for the NPP safety were not dealt with. In this research, we design a new big data pilot platform for the NPP safety especially focusing on health monitoring and early warning services. For this, we propose a tailored design process based on SE approaches to manage inherent high complexities of the platform design. The proposed design process is consist of several steps from elicitate stakeholders to integration test via define operational concept and scenarios, and system requirements, design a conceptual functional architecture, select alternative physical modules for the derived functions and assess the applicability of the alternative modules, design a conceptual physical architecture, implement and integrate the physical modules. From the design process, this paper covers until the conceptual physical architecture design. In the following paper, the rest of the design process and results of the field test will be shown.

Approved Exporter Status in Korea (한국의 인증수출자 제도에 관한 법적 고찰)

  • Certificates of Origin(C/O) are necessary to gain benefits from preferential tariff treatment under the Free Trade Agreement(FTA). The C/O can be issued by issuing authorities or by exporters themselves. Recently, due to signed FTA such as Korean-EU FTA, issuance of self-declared C/O by exporters is increasing. In order to be qualified to issue self -declared C/O, exporters are required to acquire Approved Exporter status. An Approved Exporter is only required to present an invoice to substitute the certificate. The invoice contains an Approved Exporter number and a declaration that states the goods comply with the origin requirements. Either certification or notarization is not necessary. In result, the exporters are responsible for application of a preferential tariff under the self-declared C/O which issued incorrectly, even if it is not intentional. Therefore, in this paper, we studied authorization for Approved Exporter status and the practical use of its status. If companies obtain more Approved Exporter status, the effects of FTA would be maximized due to application of a preferential tariff under the C/O.

Reliable Assessment of Rainfall-Induced Slope Instability (강우로 인한 사면의 불안정성에 대한 신뢰성 있는 평가)

  • Many slope failures are induced by rainfall infiltration. A lot of recent researches are therefore focused on rainfall-induced slope instability and the rainfall infiltration is recognized as the important triggering factor. The rainfall infiltrates into the soil slope and makes the matric suction lost in the slope and even the positive pore water pressure develops near the surface of the slope. They decrease the resisting shear strength. In Korea, a few public institutions suggested conservative slope design guidelines that assume a fully saturated soil condition. However, this assumption is irrelevant and sometimes soil properties are misused in the slope design method to fulfill the requirement. In this study, a more relevant slope stability evaluation method is suggested to take into account the real rainfall infiltration phenomenon. Unsaturated soil properties such as shear strength, soil-water characteristic curve and permeability for Korean weathered soils were obtained by laboratory tests and also estimated by artificial neural network models. For real-time assessment of slope instability, failure warning criteria of slope based on deterministic and probabilistic analyses were introduced to complement uncertainties of field measurement data. The slope stability evaluation technique can be combined with field measurement data of important factors, such as matric suction and water content, to develop an early warning system for probably unstable slopes due to the rainfall.

  • In modern society, disasters frequently occur, and the effect is getting more massive. Also, unpredictable future increases anxiety about social security. Accordingly, in order to prevent national-scale emergency from happening, it is highly required governments' role as ICT power nation and transition to disaster management system using big data applied service. Thus, e-gov necessarily acquires disaster response system in order to predict and manage disasters. Disasters are linked with some attributes of modern society in diversity, complexity and unpredictability, so various approach and remedies of them will appease the nation's anxiety upon them. For this reason, this manuscript suggests epidemics preactive warning algorithm model as a mean of reduce national anxiety on disaster using big data for social security. Also, by recognizing the importance of e-gov and analyzing problems in weak disaster management system, it suggests political implication for disaster response.

  • Urban floods pose significant challenges to cities worldwide, driven by the interplay between urbanization and climate change. This review examines recent studies of urban floods to understand their causes, impacts, and potential mitigation strategies. Urbanization, with its increase in impermeable surfaces and altered drainage patterns, disrupts natural water flow, exacerbating surface runoff during intense rainfall events. The impacts of urban floods are far-reaching, affecting lives, infrastructure, the economy, and the environment. Loss of life, property damage, disruptions to critical services, and environmental consequences underscore the urgency of effective urban flood management. To mitigate urban floods, integrated flood management strategies are crucial. Sustainable urban planning, green infrastructure, and improved drainage systems play pivotal roles in reducing flood vulnerabilities. Early warning systems, emergency response planning, and community engagement are essential components of flood preparedness and resilience. Looking to the future, climate change projections indicate increased flood risks, necessitating resilience and adaptation measures. Advances in research, data collection, and modeling techniques will enable more accurate flood predictions, thus guiding decision-making. In conclusion, urban flooding demands urgent attention and comprehensive strategies to protect lives, infrastructure, and the economy.
