The Role of Community for Overcoming the Crisis of School Closure in Rural Village - Focusing on Eight Successful Cases of Providing Rental Houses in Jeju Province - (농촌마을 폐교위기 극복을 위한 마을공동체의 역할 -제주특별자치도 8개 마을의 임대주택 제공사례를 중심으로-)

  • This paper aims to find out the effective solutions for overcoming the crisis of school closure in rural villages. Fortunately, we have some relevant cases that show the important roles of local communities providing rental houses to the potential residents. This study researches eight cases of elementary schools and their communities in Jeju which have overcome the crisis by providing rental houses to the immigrants. The results are as follows. First, it is effective to provide rental houses to prevent school closure crisis. Second, it is highly recommended to consider advancing schools for students and to offer possible jobs for their parents in order to make sustainable schools and communities. Third, in addition to the treatments for overcoming crisis of school closure, comprehensive measurements for improving new residents' quality of lives along with the collaboration between schools and communities, relations between natives and immigrants, and financial aids from central and local government should be implemented.

Soil Environment, a Key to Open up Jeju Society and Culture (제주 토양환경을 알면 제주의 사회.문화를 안다)

  • Soil in Jeju Island is largely classified into dark brown non-volcanic ash soil weathered by basalt, dark brown ash soil and black volcanic ash soil origin from volcanic ash. Non-volcanic ash soil is similar to main land soil which can cultivate rice and barely, however, volcanic ash soil is very sterile therefore even barely cultivation is impossible. Although dolmen distribution, ancestral rites, folk songs and agricultural methods can be clearly classed into regional characteristics, it is hard to adduce humanistic sociological basis. However, regional characteristics can be classified by using soil physic-chemical properties of non-volcanic ash soil and volcanic ash soil. Non-volcanic ash soil region relatively has cheerful folk song, dolmen is found and bunjitgeori ancestral rites are common. One the other hand, there are no dolmen are found in volcanic ash soil area. Sad shamanistic song such as Jinsadetsori is common and firstborn-son takes the lead in ancestral rites in this area. This lesson interprets socio-cultural difference using soil environment.

  • The purpose of this study is to research and systematize Jeju dialectal words about Jeju traditional housing culture and study them on the basis of lexical semantics. Vocabularies related to the names of the traditional thatched-roof house and its partial names, thatching, supplementary facilities, housing culture, etc. were categorized after recording in an ethnographic way from Seongeup folk village which is Important Folklore Material no.188, and studied them linguistically. Informants are fore people who were born and bred in Seongeup-ri and they are over 70. They have a lot of experiences building thatched-roof houses from a young age. There are 9 different categories - the kind of the house, partial names, exterior space, materials, tools, words about actions, doers, units, and folklore. Some new words related to Jeju traditional housing, which had not been in the list of Korean dictionary, could be introduced as a result of the study. For example, rice which are made when doing earth work is called Heukppap and adzes used to sharpen stones are called Dolchagui. The finding of These new words hopefully contribute to the promotion of Korean language as well as enrich vocabulary on housing. Furthermore, the collected vocabularies and oral materials could be used as important educational materials to comprehend Jeju traditional housing culture.

Study on Analysis and Improvement of Head of Ri Election Rules & Regulations -Focusing on Eup/Myeon Regional Village Codes of Jeju Special Self-Governing Province- (이장(里長)선출 규정 분석 및 개선에 관한 연구 -제주특별자치도 읍·면지역 향약을 중심으로-)

  • This study is a literature review that analyzes the head of Ri election rules and regulations described in the village code, identifies problems, and proposes solutions for these problems. For data collection, a total of 146 village codes was collected from January 2019 to August 2019. The results showed people in most villages vote for the head of Ri according to democratic electoral processes. For system improvement, a one-person, one-vote system was proposed instead of a one-family, one-vote system in order to enhance gender equality and political rights. As for the appointment system, the following changes were proposed: First, candidate eligibility should be improved as only people who were born in that village are eligible; Second, the maximum age of candidacy for the head of Ri should be established as under 65 years old by considering physical ability in the event of disaster occurrences and physical activity required for running village businesses; Third, consecutive terms of the head of Ri when there is no successor should be limited in order to prevent indigenous forces from settling in the local community; and Fourth, education should be provided for building the head of Ri's stature in order to devote to promote public interest for village development.

  • 우리나라 연안 해역의 공동어장과 패류양식장에 서식하는 굴, 가리비, 반지락등 유용 조개류를 무차별 포식하는 불가사리는 패류양식 어민에게는 해적생물이라 불리우져, 이들을 퇴치하기 위한 대대적이고 적극적인 포획작업이 이루어지고 있다. 제주도의 경우도 마을 어장의 주요수산물인 전복, 소라, 오분자기등의 자원보존을 위한 불가사리 제거작업을 실시함과 동시에, 자원조성을 위한 종패 살포를 지속적으로 실시하고 있다. (중략)

  • The purpose of this study is to find architectural characteristics of traditional houses focused on the Soung-Eup folk village in Cheju Island. This study is to search the arrangement, plan and spacial characteristics of Soung-Eup by surveying Cheju old documents, papers and a field investigation.   • The objectives of this study are to examine and propose a method for establishing a seed story regarding residents of Yongdam 1-dong and to utilize storytelling in establishing town development strategies. Globally, major cities seek urban restoration based on their regional culture and history. Yongdam 1-dong is a downtown area located in Jeju City, South Korea. This study attempts an innovative approach to town-making by storytelling about the residents' lives. The storytelling method may be utilized to establish town development plans in the following ways: 1) To make use of the storytelling method in the town to be introduced in various ways; 2) As an important reference in establishing town development plans; 3) To establish various town-making plans. For example, the method may be used to decide the direction, prepare program contents, plan related festivals, and conduct regional facilitator education programs; and 4) To help experts who participate in voluntary work in the region to understand the town. Using these contents, we can create one of various fields in town development.

과학기술부 우주센터 건설 추진계획

  • 과학기술부는 우주개발의 기반시설이 되는 "우주센터"를 전라남도 고흥군 봉래면 예내리 하반마을(봉래면 예내리 하반마을, 동경 127.30도, 북위 34.26도)에 건설하기로 하였다. "우주센터"에는 총 150만평 규모의 부지에 5만평의 시설이 들어선다. 예산은 1,300억원을 투입하여 2005년까지 완공할 계획이다. "우주센터" 건설부지의 선정은 '99년부터 전문가로 구성된 "우주센터건설자문위원회"가 수행한 경상남.북도, 전라남도, 제주도의 11개 지역에 대한 입지조건 평가를 기초로 하였다. 이 결과, 전라남도 고흥군 봉래면 예내리 지역과 경상남도 남해군 상주면 양아리 지역이 최종 후보지로 추천되었다. 이에 우주센터 건설 추진계획 내용을 원문 그대로 게재한다.
