A Study on Individual Training Account System Experiences and Labor Market Outcomes of the College Graduate Youth (대졸 청년층의 내일배움카드제 참여경험과 노동시장 성과)

  • This study aims to look at the current status of college graduate youth' participating in Individual Training Account System of Korea and analyze the effects of their participation experience on the labor market outcomes. To achieve this, this study used the data from 2012 Graduates Occupational Mobility Survey(GOMS) and for analysis, used both multiple regression analysis and binomial logistic regression analysis. As a result, it was found that the number of young people who had ever heard about the Individual Training Account System was 2,707 individuals (27.6%), and among them, the number of young people who had actually participated in the System was 695(25.7%). As a result of analyzing the effect of participation experience with the Individual Training Account System on the outcomes of labor market, it was found that participation experience had a positive and significant impact on whether they were employed and the form of employment (permanent position), whereas it did not have a positive impact on average monthly wage. Based on these results, this study drew implications for further studies and suggested policy tasks for improving the policy effectiveness of the Individual Training Account System.

  • A tugboat (tug) is a boat that maneuvers vessels by pushing or towing them. Tugs move vessels that should not move themselves alone, such as ships in a crowded harbor or a narrow canal, or those that cannot move themselves, such as barges, disabled ships, or oil platforms. Tugboats are powerful for their size and strongly built, some are ocean-going. Historically tugboats were the first seagoing vessels to receive steam propulsion, freedom from the restraint of the wind, and capability of going in any direction. As such, they were employed in harbors to assist ships in docking and departure. Towage is in essence a service by one vessel to another vessel for a fixed remuneration. The most common reason for requiring this service is the lack of its own motive power. Conventionally, towage is defined as "the employment of one vessel to expedite the voyage of another, when nothing more is required than the accelerating of her progress". Apart from accelerating vessels, acquiring towage service is a common practice for towing barges, platform of drilling oil, floating ship yards, etc.

Discussion and Analysis Study on the Introduction Plan of the Librarian Qualification System (사서자격인증제도의 도입방안에 관한 논의 및 분석연구)

  • The purpose of this study was to focus on the discussion on the introduction of the librarian qualification certification system, which is being discussed as a way to raise the qualification level of experts as a system for expert certification and to raise social awareness as experts. First, the introduction of the library and information science curriculum certification system was discussed. Second, the issues to be considered when introducing the certification system were discussed. In other words, we analyzed in depth what matters we should consider when discussing the certification system. Third, the components of domestic and overseas certification systems were investigated and analyzed, and measures applicable to the librarian qualification certification system were discussed. Fourth, it was proposed to introduce a certification system for the Department of Library and Information Science. Also, based on the results of the analysis, it was suggested what could be a problem when introducing the certification system to the Department of Library and Information Science in Korea and what contents should be reviewed. In this study, in order to propose the introduction of the librarian qualification certification system, the purpose of the librarian qualification certification system, the certification criteria, the certification institution, and the contrast between the university and the Department of Library and Information Science were also dealt with in detail.

  • As 4th industrial revolution era has come, autonomous driving vehiecle gets its attention for commercialization and development and thus its impact on society. To this end, several countries such as US, England and Germany are preparing their own legal systems to come up with commercialization of autonomous driving vehiecle. In this country, Korea is also developing autonomous driving vehiecle and looking forward its commercialization yet the legal system of Korea lacks of laws, regulations, rules, guidelines and so on. Hence, it is our intention to look into Korean legal system providing the analysis of current Korean legal system in detail. This paper also provides further directions to have balance between commercialization success and risk management in this country and, as a result creates a small step toward 4th industrial revolution society.

A Study On the Convergence of Housing Rent Indices among Korean Cities (한국의 도시별 집세의 수렴화 현상에 대한 연구)

  • This study is to investigate the long run convergence behavior of the housing rent of Korean 21 cities, by using the Phillips and Sul (2007)'s newly developed panel convergence test method. The empirical result shows that the 21 Korean cities nationwide converge in four different groups according to the level of convergence. The 1st group is composed of 3 Seoul metropolitan cities, the 2nd group is composed of Bucheon, the 3rd group is composed of 10 cities such as Busan, Daegu, etc, and the 4th group is composed of 7 cities including Jeonju and Mokpo etc. About the speed of convergence among the member cities within the group, the 1st group has the highest speed and next the 4th group, followed by the 2nd group, and finally the 3rd group. The fact that the member cities of the 1st group with the highest rent level and the 4th group with the lowest rent level converges rapidly means the polarization of rent between the two groups. Finally, this paper suggests policy implications to relax the widening gap of individual income between the higher and the lower rent convergent groups.

A Study on the Improvement Strategies of Records Disposal Freeze System for Disaster Records (재난기록을 위한 처분동결제도 개선방안 연구)

  • This study aims to analyze the current status and challenges of the records disposal freeze system and explore strategies for its effective utilization during disasters. The research methodology encompassed an analysis of existing literature alongside theoretical investigations into the concept of disaster records, the significance of the records disposal freeze system, and its necessity in managing disaster-related documentation. A comparative case study approach was employed, examining disposal freeze orders and official documents from the United States, Australia, and South Korea. Interviews were conducted to gather insight from practitioners and experts in the field, focusing on the necessity, challenges, and potential improvements of the records disposal freeze system. The interviews corroborated the essential role of the records disposal freeze system in managing disaster records while highlighting various issues within the current framework and suggesting areas for enhancement. In conclusion, based on the comprehensive analysis of theoretical foundations, international practices, and expert opinions, this study proposed five improvement measures.

Statistical Uncertainty Analysis of Thermal Mass Method for Residual Propellant Estimation (잔여추진제 추정을 위한 열질량법의 통계적 불확실성 분석)

  • The lifetime of a geostationary satellite depends on the residual propellant amount and therefore the precise residual propellant gauging is very important for the mitigation of economic loss arised from premature removal of satellite from its orbit, satellites replacement planning, slot management and so on. In this paper, the thermal mass method and its uncertainty are described. The residual propellant analysis of a geostationary satellite is simulated based on the KOREASAT data and the uncertainty of thermal mass method is calculated by using the Monte Carlo method. The results of this study show the importance parameter of estimation residual propellant using the thermal mass method.

EU ETS 실시 이후 탄소누출 가능성 산정 연구

  • In this paper, we empirically analyzed whether carbon leakage really happened in EU by comparing before and after the period of EU ETS. We regarded foreign direct investment outflows as indicator of carbon leakage and analyzed panel regression between production cost including environment cost and this FDI variable. Also we consider foreign market potential to analyze market oriented FDI. According to this analysis, carbon leakage was observed in some models for manufacturing industry. However carbon leakage did not prove consistently in a variety of models and it is hard to speak carbon leakage was happened in EU ETS. Notwithstanding relatively short time series of data, in the view of the fact that carbon leakage was tested in some models, Korea also should keep in mind the possibility of carbon leakage and design emission trading scheme.

A Study on the Formant Analysis of Korean Monophthongs and their Resonance Effect in Vocal Tract (한글 단모음의 포만트 분석과 성도내의 공명효과에 관한 연구)

  • Twelve Korean monophthongs were studied by formant analysis, fundamental frequencies and their harmonics were considered as the parameters of analysis. The analyzed data were twelve Korean monophthongs which were pronounced with the five fundamental frequencies by the five male vocal musicians. The study shows that the first and the second formants are characterized by the resonance of the cavities of pharymx and mouth, respectively. The lip rounding effect detreases the second formant frequency. The phonemes of $[a]/[\alpha ], [e]/[\varepsilon] and [\partial]/[\Lambda]$were not distinguished well in this formant analysis.

실물옵션 모형을 이용한 RPS와 배출권거래제 연계의 신재생에너지 투자효과

  • The primary purpose of Renewable Portfolio Standard (RPS) is to facilitate investment in renewable energy technology. Since emission trading program has similar purpose, it is conceivable to attempt to link RPS and emission trading program through interlinked markets. RPS in Korea with single REC and emission allowance markets has particular advantages for constructing linkages between two markets. This paper provides a real option model to examine investment effects of linkage of RPS to the trading program. Emission permit price and REC price are assumed to follow stochastic processes and renewable investment is irreversible. The result shows that linked market provides further incentive for renewable investment by raising managerial flexibility for power companies.
