  • Since the seminal publication of Joseph Nye's Soft Power, soft power became the central concept to public diplomacy. However, over-emphasis on soft power, which is still controversial, deterred academics from producing valuable knowledge that can be applied to practices in the field. Soft power is a cause and effect at the same time and thus it makes systematic analysis almost implausible because it is not only a tool for successful public diplomacy, but it is a result of successful diplomacy. This study aims at offering a theoretical framework linking soft power and public diplomacy by including various factors that may affect the outcomes of effective public diplomacy. This theoretical framework assessing the effectiveness of public diplomacy will make it possible to explore how and when new public diplomacy was adopted in a certain country and examine hard and soft power resources. The model also includes political system variables such as ideas and values, institutions, governance, leadership, and communication system, which are expected to influence public diplomacy effectiveness rather than soft power itself. The model yields the effectiveness of public diplomacy by assessing outcome and impact relative to input and output that are applicable to practices. The model is expected to enable both quantitative and qualitative studies generating possible propositions from the model with some preliminary outcomes of comparative case studies.

  • In this study, text mining and main path analysis (MPA) were applied to understand the origins and development paths of research areas that make up the mainstream of Korean studies. To this end, a quantitative analysis was attempted based on digital texts rather than the traditional humanities research methodology, and the main paths of Korean studies were extracted by collecting documents related to Korean studies including citation information using a citation database, and establishing a direct citation network. As a result of the main path analysis, two main path clusters (Korean ancient agricultural culture (history, culture, archeology) and Korean acquisition of English (linguistics)) were found in the key-route search for the Humanities field of Korean studies. In the field of Korean Studies Humanities and Social Sciences, four main path clusters were discovered: (1) Korea regional/spatial development, (2) Korean economic development (Economic aid/Soft power), (3) Korean industry (Political economics), and (4) population of Korea (Sex selection) & North Korean economy (Poverty, South-South cooperation).

The study assumes that gatekeepers' social networking process with social elites, based on birth places, alma mater and kinship, plays great role in making people in the news. The study applies methods of in-depth interviews with people-page gatekeepers and content analysis of news on newsmakers. The in-depth interviews and content analysis unveil that people-page gatekeepers tend to support high society and social elite group. Furthermore, through the process of news-making, the gatekeeper group shares social capital such as economic exchanges and socio-political influences with social elite group. The result of interviews and analysis confirm that social networking based on personal affiliation plays as an important factor in selecting and covering newsmakers. With in-depth analysis of news contents, the study finds out that social elite groups of top government officials, corporate CEOs, medical doctors, lawyers, judges, prosecutors, college professors, cultural celebrities and journalists, who are predominantly male, appear on people pages much frequently out of proportion. The content analysis also reveal that 'personal news,' which cover personal and private life or unilaterally promote newsmakers predominate in terms of frequency and amount over socially-important or pubic-interested 'public news.' In terms of news values, fragmentary news composed of sensational, personal and gossiping elements appear more frequently than socially-meaningful news with strong social issues and public messages.

  • Media scholars take a lion stake in power circle. Not only do they take a part in media policies but seize prestigious positions like board members in Korea Communication Commission(KCC). Unfortunately, though, little has been known about who they are, what qualifications they have, and whether they meet public interests. This paper attempts to unveil the mechanism of those politicized intellectuals who are specialized on the media. Two categories divided into 'representative' and 'expertise' are employed for this purpose. On the one hand, the representative means the degree of committment into such public services as participation in conferences or non-profit organizations. On the other hand, the number of research articles, books and projects belong to the expertise. Evaluation levels consist of 'excellence, good and average' were allocated to those scholars who are(were) in 'Power Hole,' where decision makings come into being. Some interesting observations were made though this study. First of all, such criteria as representative and expertise vaguely suggested by the laws were hardly fit into those intellectuals, Rarely did they commit into public service let alone showing vigilance in academic activities. Secondly, both ideological loyalty and political activities in line with the government had much to do with taking such positions. Thirdly, not surprisingly, it showed that to graduate from Seoul National University and have Ph.D. degree from U.S.A. was one of the most essential factors. In final, most of them were very good at taking advantage of the press in way of boosting their publicity. To attend at policy making processes either in form of board members or advisers is inevitable for media experts. However, as shown in this study, such qualification of public service and academic eagerness shouldn't be underestimated. Academic integrity not selling intelligence solely for private interests needs to be protected as well. The authors hope this study to provide a valuable opportunity to establish a kind of ethical standards in participating into politics.
