However, compared to Western conservative welfare states, Taiwan's social insurance scheme shows a distinct feature. First, Taiwan's social insurance scheme has offered a full coverage for various benefits. Secondly, Labor Insurance and Government employees' Insurance reveal distinct features of stratification. Labor Insurance has developed a universalistic system based on status equality and cross-class solidarity of working classes while Government employees' Insurance includes a myriad of occupational- and status-based programs. This article aims to articulate the historical origin of Taiwan's unique social insurance scheme and explains it as an unintended result of state's political intervention and various interests of each insured groups, especially, politically, economically, and ethnically conflicting identities of government employees and working classes.

The researcher was a north korean national team player in the early and mid-1990s and defected to the north and played for the national team in South Korea. After her retirement, she became a coach, but felt limited and left the sports world. After analyzing the informant's interviews, the prevailing idea was that she was always politically used, and there was a regret that he was spotlighted as a defector rather than an athletic skill. And she was not in a position to choose between South Korea and North Korea. It was also shown that inter-Korean sports exchanges could not be developed unless economic conditions were supported. As a stranger, the research participants felt alienated and adapted to South Korea. Her life is an example of experiencing inter-Korean sports at the same time, and it is believed that she can have personal, specific, and concrete characteristics while showing universality in the upcoming era of unification.

  • In the 1970s, under the tyrannical regulation and censorship of the Yushin regime, realistic dramatization techniques were forced to reveal their limitations. Choosing the 'allegory' technique, a double-meaning narrative structure, Lee Kang-baek sets up virtual spaces or unrealistic figures, both of which lack 'realism'. Lee Kang-baek has allergic the illusion of detadiscourse, the diaspora character, and the universality of 'Political Unconsciousness'. So it's linked to the perception of history in the 1960s. This creates a semantic network of public and casual perception of history. This was a 'bypass' strategy which more clearly disclose the violent politics. Therefore Lee Kang-baek's play shows the desperate situation of the diaspora character being oppressed by detadiscourse, and the desire of the author who can never give up on freedom of expression, though under that oppression. Furthermore, it was an attempt to acquire a timeless universality and symbolism about human freedom and liberation through the Allegory play technique.

  • In the German federal election in 2021, the Social Democrats returned to power by a narrow margin and the Green Party emerged as the biggest winner. The two political parties took the lead by proposing policies that met the expectations of the people in the policies of climate and environment, pandemic response and health, and labor and social security. The Merkel effect did not play a significant role in the election, and it is highly likely that it will lead to government policy after the formation of a coalition. While the class cleavage in voting behavior has weakened, the generational cleavage has grown relatively large. Older people showed more support for the two major parties, while younger people showed higher support for the Green Party and the FDP. If the generational cleavage continues, it can be linked to the growth of the Green Party and the FDP, the continued weakening of the two major parties and the emergence of other new parties. In addition, the regional cleavage between the former East and West Germany still remain, which will affect the direction of the AfD and the Left and combine with other political cleavages. The 2021 German federal election can be said to be an election that heralds the realignment of the political party system.

  • This paper is to conceptualize 'new urbanization' on the basis of a certain possibility of 'sustainable urbanization' in the capitalist society, while admitting some criticism on its possibility. For this purpose, first of all, this paper points out some economic and environmental difficulties in the Fordist regime of accumulation and the developmentalist strategies which have promoted the modem urbanization in the industrial society. Then, this paper examines the concept of 'sustainable development' which has been suggested to manage such problems in modem industrial cities, and explores its limitation that the application of this concept has been usually confined to some ex post facto - that is, weak sustainable development - strategies to resolve urban environmental problems. Finally, in order to overcome these problems both of developmentalism and of weak sustainable development, this paper conceptualize strong sustainable development for new urbanization and suggest urban environmental strategies for strong sustainable cities.

  • This paper is written to identify the opportunities and risks of the declaration of the end of the Korean War with North Korea. The declaration has been seriously discussed in the course of negotiation for the denuclearization of North Korea especially in 2018. For this purpose, this paper revisits the concepts of related terms such as peace, peace regime, peace agreement and declaration of the end of war. It assesses the background and intention of North Korean request for the declaration. Then, it analyzes opportunities and risks regarding South Korea, if it agrees on the declaration. As a result, this paper found that declaration of the end of the Korean War could provide South Korea with opportunities such as a progress on the North Korean denuclearization, contribution to the peace regime on the Korean Peninsula and improvement on South Korea and North Korea relations. At the same time, the declaration could bring risks such as the dismantlement of the United Nations Command, demands of the withdrawal of US forces in Korea, a possible stop of North Korean denuclearization process and the weakening of South Korean peoples' awareness on North Korean threats. South Korea need to heed more on the risks than the opportunities, because the national security should be handled with caution.

  • This study analyzed the driving factors of the enlargement process of ASEAN member countries from 1995 to 1999. The main research question is how can it explain the difference in the decision-making timing of countries wishing to join regional cooperation. This study focuses on why the countries that did not join ASEAN in the early years of ASEAN membership, since the mid - 1990s, and why they joined the different periods since the end of the Cold War. To this end, this study analyzed the accession process of Vietnam, Laos, Myanmar and Cambodia. The main argument of the study is that there is a time gap in the accession of ASEAN, but ultimately the regional cooperation is used to secure the legitimacy of maintaining the system. Most of the previous studies on the expansion of regional cooperation have discussed the expansion of regional cooperation in terms of macroeconomic changes such as international system change. However, this study focuses on the domestic political and economic situation of motivating individual member countries to join regional cooperation and this is complemented by a micro approach.
