We explore how stock returns and volatility have been impacted by securities market stimulating and controlling plans during the 1980-2004 period, using return analysis, event study, and BFL tests. First, we examine effectiveness of the stimulating plans for a depressed market and the controlling plans for an overheated market with respect to different firm sizes and industries as well as the whole market. KOSPI, large-sized, finance, and manufacturing company stock prices significantly rise following stimulating plans, implying that the plans are quite effective. Controlling plans also seem effective as stock prices stop rising and tend to decline following the plans. Second, we test whether securities market plans have any further impact with respect to fun sizes and industries in addition to the impact on the entire market. Only large-sized stocks show additional response to stimulating plans, while small-sized, electrical-electronic equipment, distribution, and manufacturing industries are further impacted by controlling plans. Third, the results of BFL tests show that volatility does not change around the announcement dates of stimulating and controlling plans. It appears that securities market plans have no impact on volatility. Only stock returns respond to the plans.

It is essential to have adequate legal regulations to achieve the policy objectives in libraries. This study aims to analyze the structure and critical amendments of the Library Act (Law No. 18547), which was comprehensively revised on December 7, 2021 and has been in effect since December 8, 2022. This analysis examines the normative validity and effectiveness from a policy legislation perspective. As a fundamental law, we explore whether the Library Law possesses legal validity and can contribute to achieving policy objectives by elevating the societal value and qualitative improvement of libraries from an effectiveness standpoint. The analysis results suggest proposing enhancements to the content of objectives and fundamental principles, specifying the responsibilities of the state and local authorities, improving the library policy system, and enhancing the substantial influence of the National Library Commission.

The purpose of this study is to present the base for activation policy for cost estimation guidelines of e-Learning content development. To achieve this purpose, this study investigates the effectiveness of cost estimation guidelines of e-Learning content development through a survey about executives and employees in the e-Learning industry and analyses them statistically. According to an analysis, companies(which abandoned order because the amount of money (cost) of e-Learning contents ordering is low and suffered a loss after acquiring e-Learning contents project order) have a relatively negative awareness about the effectiveness of cost estimation guidelines of e-Learning contents. On the other hand, contents focused companies have a relatively positive awareness about the effectiveness of cost estimation guidelines of e-Learning contents. In conclusion, this study suggests that government should recommend and enact announce the use of cost estimation criteria(guidelines) of e-Learning content development and provide the institutional tools soon as possible.

1992년 '제1차 천국무역항 항만기본계획'이 수립된 이후 2001년 제2차 계획이 수립되었고 2010년 3차 계획 수립을 앞두고 있다. 또한 10년 단위의 기본계획과 함께 항만 환경 변화에 능동적으로 대응하기 위한 보완적인 계획으로서 5년 단위의 수정계획이 1999년 및 2006년에 수립되었다. 이러한 계획들은 우리나라 무역항 개발의 근거가 되기 때문에 국내의 환경 변화를 직시하고 미래를 예견하여 현실적인 내용을 담아야 한다. 그러나 그 동안 수립되었던 계획들을 물동량 예측과 항만개발 방향 설정에 있어서 현실과 큰 차이를 보여왔다. 따라서 본 논문은 제 1차 및 2차 전국무역항 항만기본계획 및 수정계획들을 검토하여 항만정책의 실효성을 평가하는 것을 주목적으로 한다.

It is a reality that users do not know well what kind of information protection policy the cloud service provider presents to consumers. The purpose of this study is to find a way to improve the effectiveness of information protection by analyzing the content and linguistic characteristics of information protection policies provided by cloud service providers. In order to achieve the purpose of this study, we investigate the contents of information protection policies of 47 companies that provide cloud services and analyze the influence of linguistic characteristics to come up with a plan to increase the efficiency of cloud services. The research results showed that low readability due to comprehensive expression of technical processing methods, etc., could lead to legal disputes and to hinder the spread of cloud services. The research results can increase the effectiveness of information protection by suggesting items to be provided to users.ing, Privacy, confidentiality, linguistic characteristics, Accounting Information.

Owing to 88 Olympic, social atmosphere changed to more freely and abundant liquidity, which caused by trade surplus, had led to the surge in real estate prices. Accordingly, The Roh Taewoo government announced the construction of five new towns, Bun-dang, Il-san etc. The Kim Youngsam government had dramatically enhanced the transparency of transactions on real estate field by introducing real-name transaction system. Whereas the Kim Daejung government carried out real estate stimulus package to early recovery from Asian financial cirsis. But, the Roh Muhyeon government conducted strongly suppressing polices. This report want to testify governments' real estate polices and their effectiveness on the real estate market after '90s using VAR model.

Korea government has established clear cost estimation standard based on a survey of e-learning contents development cost and presented 'e-Learning Contents Development Cost Estimation Guidelines' that reflect the characteristics of the e-learning industry. However, if there is no institutional support, this guideline and system fails to achieve the purposes and objectives. And it is likely to be facing a dead document. Therefore, the policy foundation is required. This study suggested the following policy; stepwise activation of cost estimation standard, enact announcement and periodically adjustment of cost estimation standard, installation and operation of cost estimation standard operational committee, conjunction with the e-learning industry survey, cultural diffusion of co-owned copyright, systematic monitoring of the e-learning contents development process, research on activating policy of cost estimation standard, conjunction with the standard contract for enhancing policy effectiveness.
