방통위와 KISA가 지난 12월 '암호정책 수립 기준설명서'를 발간했다. 약 30페이지로 구성된 이 설명서는 암호정책 기준, 세부기준에 대한 상세해설, 암호정책 모범사례 등을 수록, 기업정보보호 담당자들이 필요 시 손쉽게 참고할 수 있도록 했다. 기업 정보자산을 보호하기 위한 암호정책의 기준을 제시하고 있는 설명서이 내용을 살펴보자.

The practice of producing and transmitting TV programs with uneven loudness can harm audiences' welfare in the digital environment where audiences are entitled to be offered quality broadcasting service. The purpose of this paper is to investigate issues concerning the digital loudness policy institutionalized in Korea since May 2016, and to offer policy suggestions. This paper reviews previous studies on audience welfare in digital broadcasting, focusing on the close link between loudness policy and audience welfare. In order to explore the state of international policy, this paper examines loudness standards developed by international standardization organizations including ITU, ATSC, and EBU, along with loudness regulations in the US, the UK, Canada, Australia, Japan, and Korea, respectively. Based on the analysis, this paper suggests recommendations for policy makers and broadcasters. First, policies on mandating regular monitoring and establishing penality system should be established for broadcasters not to violate loudness standards. Second, broadcasters are recommended to collect audience feedback, to be equipped with loudness measuring devices, to offer personnel training programs, and to check the compliance of loudness standards when they outsource TV programs.

This study intends to identify the difference of socio-economic characters and housing welfare needs between housing poverty types and to know the independent effects of variables on the housing poverty types. It was revealed that the double housing poverty household, housing below facility standard, unaffordable housing with low income, housing below structure performance environment standard, housing below area standard and housing below room standard should be supported one by one. And the variables related with the housing poverty types are different Suggestions were made for housing welfare policy for the double housing poverty, the control for rental housing market, the policy considering income level for unaffordable housing, the housing policy for the disable household.

Korea government has established clear cost estimation standard based on a survey of e-learning contents development cost and presented 'e-Learning Contents Development Cost Estimation Guidelines' that reflect the characteristics of the e-learning industry. However, if there is no institutional support, this guideline and system fails to achieve the purposes and objectives. And it is likely to be facing a dead document. Therefore, the policy foundation is required. This study suggested the following policy; stepwise activation of cost estimation standard, enact announcement and periodically adjustment of cost estimation standard, installation and operation of cost estimation standard operational committee, conjunction with the e-learning industry survey, cultural diffusion of co-owned copyright, systematic monitoring of the e-learning contents development process, research on activating policy of cost estimation standard, conjunction with the standard contract for enhancing policy effectiveness.

This study is to develop school library Policy model in accordance with guidelines suggested in policy science theories and to evaluate school library policy with application of "Activation Agenda for School Libraries". The guidelines on the evaluation of school library Policy were based on the models suggested in education policy and school library Policy theories. Selected guidelines were examined through survey distributed to evaluators and telephone interviews. Although overall evaluation results on school library policy were positive, it is suggested that more efforts for Policy improvement are needed.

Security Policy Model is a structured representation using informal, semiformal or formal method of security policy to be enforced by TOE. It provides TOE to get an assurance to mitigate security flaws resulted from inconsistency between security functional requirements and functional specifications. Therefore, Security Policy Model has been required under an hish evaluation assurance level on an evaluation criteria such as ISO/IEC 15408(Common Criteria, CC). In this paper, we present an evaluation method for security policy model based on assurance requirements for security policy model in Common Criteria through an analysis of concepts, related researches and assurance requirements for security policy model.

병원은 다양한 의료서비스를 제공하기 위해 의료기관 별 운영 전략에 따라 각기 다른 방식으로 운영된다. 특히 종합의료시설은 중증도가 높은 환자를 대상으로 수술이나 입원 등의 의료서비스를 효율적으로 제공하고자 그에 따른 운영 전략이 상이하다. 이러한 병원의 운영방식에 의해 결정되는 건축 역시, 건립 시기, 유형, 중증도에 따른 병원의 규모 등에 따라 시설 수준의 차이가 나타나며 이는 최근 정부에서 요구되는 제도 및 정책의 수용 여부를 결정짓는 중요한 요인이 되기도 한다. 최근 의료법은 기존 의료시설뿐만 아니라 신규 의료시설에 대한 설치 및 운영기준이 강화 추세에 있고, 서울시 또한 공공의료 확충을 위해 감염관리시설이나 필수의료시설 설치를 위한 용적률 인센티브 정책을 추진 중이다. 병원 운영 환경이 상이함에 따라 종합의료시설 설치 및 운영에 대한 인센티브제도의 적용 기준을 일괄적으로 적용하기에는 어렵다. 그러나 공익을 위해서 종합의료시설 인센티브제도를 지속 가능하게 운영하기 위한 객관적이고 합리적인 기준은 반드시 필요하다. 공공의료 기능 확충을 위한 서울시 종합의료시설 지구단위계획 수립·운영 기준은 공공과 민간이 모두 만족하는 의료환경 구축을 위해 매우 깊은 고민이 필요했다. 본 논설은 서울시 공공필요의료시설 확충 제도의 주요 내용과 공공필요의료시설 설치 및 운영 기준에 관해 소개하고자 한다. 특히 기준의 주요 내용을 정립하게 된 배경과 이유 등을 설명하여 본 제도의 의의를 정확히 전달하고 향후 보완해야 할 부분들을 검토하고자 한다.

This paper analyses the policy effect of minimum housing standards, using the fact that Seoul set the minimum housing standards in 1998. Because the whole country except Seoul did not set the minimum housing standards in 1998, we could find this situation as a quasi-experiment. In order to identify the policy effect of minimum housing standards, I compare decreasing amounts in the number of households below the threshold between Seoul and comparison regions from 1995 to 2000, using Differences-in-Differences method. I draw estimate of one-to-one comparison, using Gyeonggi province as a comparison region, and OLS estimate, utilizing the whole nation except Seoul as a comparison region, respectively, and compare two estimates. The former and the latter suggest that the setting of Seoul minimum housing standard in 1998 account for decreasing the number of households under the minimum housing standard, by about 216,638 and 325,149, respectively. The latter is statistically significant at the 0.001 level and the former is in the 95% confidence level of the latter. Therefore we could conclude that the setting of minimum housing standards contributes significantly to achieve the policy objectives, a decrease in the number of households, which are below the threshold.

산업재해로 인한 개인·사회·국가적 손실이 막대함에도 불구하고, 이러한 산업재해손실을 최소화하기 위한 산업안전보건정책의 결정과 집행과정에 대한 분석·연구는 매우 미흡한 실정이며, 유사한 성격의 사회정책으로서 공정거래제도나 환경분야보다도 훨씬 뒤떨어 져 있다 본 논문은 산업안전보건기준이라는 정책과제를 중심으로 산업안전보건정책의 집행 과정의 성공과 실패요인의 분석에 필요한 연구분석들을 제시하고자 하며, 향후에 이를 바탕으로 실증적인 적용실태연구를 통해 산업안전보건정책방향의 일단을 제시하고자 한다.

웹 기술 등의 발전으로 인터넷에 각종 정보시스템을 접속하여 문자, 음성, 영상을 포함하는 각종 멀티 데이터의 공유가 일반화됨에 따라 이에 대한 보안 문제점을 해결하기 위한 정보보호시스템으로서 침입차단시스템의 요구가 증대되고 있으며 이러한 요구에 따라 국내외적으로 평가 기준이 개발되고 있고 이러한 기준을 충족시키는 다양한 형태의 침입차단시스템이 출시되고 있다. 본 논문에서는 인터넷 보안 모델 상에서 침입차단시스템 보안 정책 모델이 요구되는 부분과 기존의 보안 모델을 침입차단시스템에 적용하는데 발생하는 문제점을 살펴보고 국내 정보통신망 침입차단시스템 평가기준에서 요구하는 있는 관련 요구 사항을 분석하여 침입차단시스템에 적합한 보안정책 모델을 제안한다.
