An Analysis of Agenda-setting Process to Appoint Library Professional as the Director of National Assembly Library: Based on the Kingdon's Multiple Streams Model (국회도서관장 전문가 임명 정책 의제화 과정 분석 - Kingdon의 다중흐름모형을 적용하여 -)

  • The purpose of the study is to identify the background of the agenda-setting to appoint library professional as the director of National Assembly Library and characteristics of the policy entrepreneur of this agenda. To this purpose an agenda-setting process in 2014 is analyzed with the Kingdon's multiple streams model. Kingdon's multiple streams model explains that an agenda is set when a window of opportunity is opened by coupling of problem stream, political stream, and policy stream. They have existed independently before setting the agenda. This study showed that the political stream was the major stream to open the window of opportunity. The lawmaker in the opposition party is identified as the leader for the agenda and the motivations, resources, and strategies of the policy entrepreneur were also analyzed. The analysis showed the agenda for library professional as the director was set without visible participation of library professionals. Therefore this study proposed the library professionals' roles for the library and information policy making process.

Welfare Analysis of Carbon Taxes and Tradable Permit Allocations: A Contest Theory Model (탄소세 정책과 배출권거래제 정책에 대한 후생 분석: 경쟁 이론을 중심으로)

  • I examine the situation in which the players compete to obtain economic rents which is generated by the market-based environmental regulation, such as carbon taxes or tradable permit allocations. Drawing on contest theory, I employ the sharing rules which is devised to motivate players best effort, and consider two models in carbon taxes: one model with observable sharing rules and the other model with unobservable sharing rules. I show that, first, the overall welfare of carbon taxes is always less than that of tradable permit allocations under the model with observable sharing rules. Second, depending on the share of the preassigned allocation in tradable permit allocations, the overall welfare of carbon taxes may be larger than that of tradable permit allocations under the model with unobservable sharing rules.

  • Generally, policymakers have a tendency to target achieving individual policy goals rarely considering their effects as a whole. In addition, the conventional policymaking practice lacks considerations on the various needs of industry participants and their response to public policies. To address this issue, a system dynamics model as a simulation model-based approach, which can examine the effectiveness of public policies in a systematic manner, is presented with an application example of the Singaporean government's policies to enhance construction productivity. Using this simulation model, the governmental policies are tested in a qualitative manner. Having obtained policy implications from the model structure and simulation results, suggestions and guidelines are provided to make the governmental policies more effective. Finally, based on the research findings it is concluded that the simulation model-based approach could be useful for construction policymaking.

The Competition Policy and Major Industrial Policy-Making in the 1980's (1980년대 주요산업정책(主要産業政策) 결정(決定)과 경쟁정책(競爭政策): 역할(役割)과 한계(限界))

  • This paper investigates the roles and the limitations of the Korean antitrust agencies-the Office of Fair Trade (OFT) and the Fair Trade Commission (FTC) during the making of the major industrial policies of the 1980's. The Korean antitrust agencies played only a minimal role in three major industrial policy-making issues in the 1980's- the enactment of the Industrial Development Act (IDA), the Industrial Rationalization Measures according to the IDA, and the Industrial Readjustment Measures on Consolidation of Large Insolvent Enterprises based on the revised Tax Exemption and Reduction Control Act. As causes for this performance bias in the Korean antitrust system, this paper considers five factors according to the current literature on implementation failure: ambiguous and insufficient statutory provisions of the Monopoly Regulation and Fair Trade Act (MRFTA); lack of resources; biased attitudes and motivations of the staff of the OFT and the FTC; bureaucratic incapability; and widespread misunderstanding about the roles and functions of the antitrust system in Korea. Among these five factors, bureaucratic incompetence and lack of understanding in various policy implementation environments about the roles and functions of the antitrust system have been regarded as the most important ones. Most staff members did not have enough educational training during their school years to engage in antitrust and fair trade policy-making. Furthermore, the high rate of staff turnover due to a mandatory personnel transfer system has prohibited the accumulation of knowledge and skills required for pursuing complicated structural antitrust enforcement. The limited capability of the OFT has put the agency in a disadvantaged position in negotiating with other economic ministries. The OFT has not provided plausible counter-arguments based on sound economic theories against other economic ministries' intensive market interventions in the name of rationalization and readjustment of industries. If the staff members of antitrust agencies have lacked substantive understanding of the antitrust and fair trade policy, the rest of government agencies must have had serious problems in understanding the correst roles and functions of the antitrust system. The policy environment of the Korean antitrust system, including other economic ministries, the Deputy Prime Minister, and President Chun, have tended to conceptualize the OFT more as an agency aiming only at fair trade policy and less as an agency that should enforce structural monopoly regulation as well. Based on this assessment of the performance of the Korean antitrust system, this paper evaluate current reform proposals for the MRFT A. The inclusion of the regulation of conglomerate mergers and of business divestiture orders may be a desirable revision, giving the MRFTA more complete provisions. However, given deficient staff experties and the unfavorable policy environments, it would be too optimistic and naive to expect that the inclusion of these provisions alone could improve the performance of the Korean antitrust system. In its conclusion, this paper suggests several policy recommendations for the Korean antitrust system, which would secure the stable development and accumulation of antitrust expertise for its staff members and enough understanding and conformity from its environments about its antitrust goals and functions.

A study on the effect of the renewal-fee payment cycle in the decision of patent right retention: focusing on the sunk cost and endowment perspective (특허갱신료 지불주기가 특허권 유지 의사결정에 미치는 효과에 관한 연구: 매몰비용과 보유효과를 중심으로)

  • The purpose of this study was to research how emotional factors affect decision-making on the maintenance and abandonment of a patent, and to present new criteria for patent policies. The types of Korean patent abandonment were analyzed according to the patent holding period, and a questionnaire survey was carried out to verify whether there are differences among patentees in terms of sunk cost bias, endowment effect, and coupling or not. Individuals and small and medium-sized enterprises showed relatively greater emotional bias toward sunk cost and endowment effect than large companies, and the sunk cost effect decreased as decision-making experience increased. In addition, the reduction in the payment cycle of the patent renewal fee has a positive effect on the increase in the willingness to use the patent right, and the individuals and small and medium-sized enterprises has a greater synergistic effect than the case of large companies, in particular. This study are expected to play a part in establishing policies to minimize wasteful factors of patent assets based on the propensity of the patentees.

  • Information strategy planning(ISP) is an analysis of the organization's work, information flow, and current information systems, and planning information structures to achieve organizational strategies and objectives. In addition to the systematic promotion of the information sector in the public sector, the government is required to establish an information strategy plan in order to enhance the efficiency of the information sector. However, there are many cases in which the IT project budget is reflected without establishing the information strategy planning. The purpose of this study is to clarify the criteria for establishing the information strategy planning in order to enhance the effectiveness of the information strategy planning. For this purpose, we set up a judgment model for Information strategy planning through expert group review (FGI) and conducted questionnaires on public sector experts. In addition, we proposed a project to establish an information strategy planning and an exceptional project based on the size of iinformatization project and characteristics of informatization project.

  • 최근 기후변화로 인한 강우사상의 변화로 가뭄 발생 횟수와 기간이 늘어나는 추세이다. 2013~2018년 전국적으로 장기적인 가뭄이 발생함에 따라 상수도 미 급수 지역에 대한 추가 용수 공급방안을 적용하여 지역 주민의 물 이용 문제를 해결한 바 있다. 장기적으로 물 이용에 대한 갈등이 심화될 것으로 예상되는 가운데 지하수자원의 취약성에 대한 연구가 지속적으로 진행되고 있다. 기존의 연구에서는 주로 지역적인 특성을 반영할 수 있는 매개변수를 설정하고 매개변수 별가중치를 산정하여 공간적인 지하수자원 이용 취약성 평가를 실시하였다. 공간적인 취약성 평가결과는 지하수자원 이용 시기 결정 및 대체 수자원 이용 정책 결정 등 구체적인 대안을 마련하는 근거로서 한계가 있기 때문에 최근 지하수자원 이용에 대한 시간적인 취약성 평가 방법을 개발하는 연구가 진행되고 있다. 본 연구는 보다 구체적인 지하수자원 이용 시기를 결정하기 위하여 금강 유역을 대상으로 분기 별 지하수자원 이용 취약 시기 평가 방법을 개발하였다. 분기 별 지하수자원 이용 취약 시기평가 방법을 개발하기 위하여 우선 연구지역의 지하수위, 하천수위, 강수량 자료를 수집하였다. 수문 관측자료 간의 관계 분석을 통해 물 순환 측면에서의 물리적인 의미를 규명하기 위하여 강수량 자료에 한계침투량 개념을 적용한 강우이동평균 방법을 적용하였고, 하천수위 자료에 대하여 이동평균 방법을 적용하였다. 분기 단위의 지하수자원 이용 취약 시기를 평가함으로써 금강 유역의 지하수자원 이용 취약 시기를 결정하였다. 본 연구는 기존의 공간적인 취약성 평가 방법과 함께 지하수자원 이용 취약성에 대한 시공간적 분석 결과를 제공함으로써 보다 구체적인 지역 별분기 단위 지하수자원 이용 취약 시기를 결정하고, 지역 맞춤형 지하수자원 이용 및 개발 정책에 기여할 수 있을 것으로 기대된다.

Modelling Water Loss Control Interventions in Urban Water System from a Water-Energy-Environment Nexus Perspective (물-에너지-환경 넥서스 관점의 도시 물순환 시스템 내 물 손실 관리 방안 모델링)

  • 넥서스는 물, 에너지, 식량, 토지, 기후 및 환경 등의 부문 간 연관성과 상호의존성을 나타내며, 이러한 넥서스 개념은 최근에 학계와 정책결정자들에게 많은 관심을 받고 있다. 더 나아가 넥서스 관점의 도입으로 단일 부문별로 자원을 관리하는 기존의 정책 결정 체계의 한계를 극복하고, 관련 있는 부문 간의 시너지와 트레이드오프를 고려한 지속가능한 발전을 위한 의사 결정이 가능하게 되었다. 일반적으로 취수-도수-정수처리-송수-분배·급수-물이용-하수집수-하수처리-물재이용으로 구성되는 도시 물순환 시스템에서 공급과정에서 발생되는 물손실 관리를 위한 전략 및 프로그램은 물부문 만에서 평가를 통해 수립되고 있다. 본 연구에서는 시스템 다이나믹스(System Dynamics)를 적용하여 물, 에너지 및 환경 부문을 동시에 고려한 도시 물순환 시스템 모델을 개발하여, 넥서스 관점에서의 합리적인 도시 물손실 관리 방안을 도출하고자 하였다. 그리고 모델 내 부문 간 자원의 사용량 및 이동량의 정량화를 위해 물, 에너지, 환경 지표로 각각 물발자국(Water Footprint), 총 에너지 사용량(Total Energy Use) 및 탄소발자국(Carbon Footprint)이 적용되었다. 개발된 모델을 3개의 도시 에너지 인텐시티 현황(낮음, 보통, 높음)과 4개의 물손실 현황(낮은 물손실, 높은 물손실&낮은 명목손실비, 높은 물손실&보통 명목손실비, 높은 물손실&높은 명목손실비)을 고려한 12개의 시나리오에 적용하여 분석하였다. 그 결과 기존의 경제적인 측면 중심의 의사결정 과정에서는 명목손실이 물손실 관리 전략 수립 및 적용의 우선순위였으나, 넥서스 관점에서는 실손실 부분의 개선이 중요함을 알 수 있었다. 또한, 도시의 단위 물공급 에너지 인텐시티가 자원 사용 및 이동에 큰 영향을 미치는 것으로 분석되어서, 넥서스 관점의 의사결정시 사전적으로 분석해야 하는 중요 항목인 것으로 도출되었다. 이와 같은 범용적이고 포괄적인 도시 물순환 물-에너지-환경 넥서스 모델을 통해, 지속가능하고, 체계적이며, 구체적이고, 실현가능한 넥서스관점의 물손실 관리가 가능할 것으로 판단된다.
