The social impact of hazardous and noxious substances from marine industrial facilities was evaluated, and implications for the application of social impact assessment items and methods required in the process of setting technology-based effluent limitations were derived. The scope of the study was based on marine industrial facilities in Incheon Metropolitan City. The analysis results are as follows. First, the impact on companies and industries was evaluated as "great," but large companies had little impact on operating profit losses, bankruptcy possibilities, and employment losses, while small and medium-sized companies had a large impact. Second, the impact on the community and economy was evaluated as "less," but it is judged that careful policy intervention is needed because the impact of fishing producers, local tourism workers, and the region can be concentrated and large. Third, it is judged that items and methods for calculating social loss costs and social benefits can be usefully applied in the method of setting technology-based effluent limitations.

To enhance the practical usage of solely quantitative evaluation method for each students on the current public education fields which might cause some social problems, an intelligent and adaptive fuzzy logical inference methodology for the additional qualitative evaluation technique is proposed to utilize each students personal characteristic properties to be evaluated. Proposed method uses some verbal descriptions for the linguistic qualifier in addition to the grade points. An imaginary virtual experimentation only has been implemented due to some difficulties with the critical national educational policy problems in the case of some possibly real and practical experimental environments to be utilized for the simulation.

경제가 발전함에 따라 산업화 및 도시화로 인해 많은 지역에서 지속 가능한 수자원관리의 어려움을 겪고 있으며, 기후 및 환경 변화는 지표수의 증발을 증가시키고 강우 및 기타 수문학적 순환과정의 시기와 역학을 변화시킴으로써 물에 대한 스트레스를 높이는 등 다양한 문제가 발생하고 있다. 이러한 환경 변화로 인해 개인, 국가 등 전 세계가 여러 형태의 현실적 물 문제에 당면하고 있음에 따라 본 연구에서는 위와 같은 물 관련 문제를 평가할 수 있는 물 안보 평가 방법을 제시함으로써 국가차원의 수자원관리에서 발생하는 문제점에 대한 해결 방안을 모색하고자 하였다. 본 연구에서는 물 안보를 적절한 제도, 바람직한 거버넌스 등 물과 기타 요소 간의 연계성을 바탕으로 깨끗한 물과 적절한 위생 서비스를 사회구성원 모두에게 공평하게 제공하고, 인간 생명과 환경을 오염 및 물 관련 재해로부터 보호하며, 수생태계 보전과 회복을 달성하는 능력 등 4가지 분야로 정의하였다. 이러한 물 안보 상황을 평가하기 위해 1) 사회적 공평성(social equity), 2) 경제적 효율성(economic efficiency), 3) 환경 지속성(environmental sustainability), 4) 수재해 회복 탄력성(resilience to water-related disasters)과 같이 네 가지 핵심 분야로 구분하였으며, 4개 핵심분야의 특징을 반영한 14개 하위 지표를 선정하였다. 국가별 평가는 아시아 국가를 대상으로 진행하였으며, 본 연구가 제시한 물 안보의 정의와 평가 프레임워크를 기반으로 수자원 현황 및 문제점 등을 평가하고 향후 국가별 물 관리 정책의 방향성을 제시할 수 있을 것으로 기대된다.

The purpose of this paper is to analyze the free economic zone policy from the viewpoint of Policy Science. because of insufficiency on policy science of the previous researches for the free economic zone. So Trying on free economic zone policy from the viewpoint of policy science, the paper is shown the new proposal for free economic zone policy. For this trying, this paper used to the viewpoint of policy science; (1) the system of policy(policy process, policy content(pattern)), (2) the policy implementation(local government-central intergovernmental management). In the end, beyond the previous research on the free economic zone policy, shown on not only new viewpoints on the free economic zone, but also, the solutions of practical implementation for free economic zone on the free economic zone.

In this paper, numerical values are derived using topic modeling among data-based evaluation methodologies discussed by various research institutes. In addition, we will focus on the ICT field to see if there is a difference in policy perception between the national R&D project and standing committee. First, we create model for classifying ICT documents by learning R&D project data using HAN model. And we perform LDA topic modeling analysis on ICT documents classified by applying the model, compare the distribution with the topics derived from the R&D project data and proceedings of standing committees. Specifically, a total of 26 topics were derived. Also, R&D project data had professionally topics, and the standing committee-discuss relatively social and popular issues. As the difference in perception can be numerically confirmed, it can be used as a basic study on indicators that can be used for future policy or project evaluation.

The software market has diversified service needs due to the expansion of the mobile market. To this end, the company intends to produce various apps by extending to the design domain based on the structured architectural assets of the domain market. In this study, we propose an evaluation model that can evaluate the efficiency for servicing assets that reflect the domain characteristics of architecture based on cloud. Based on the characteristics of ISO/IEC 25010 quality model of SQuaRE Series, a software evaluation standard, evaluation model sub-features for evaluating the efficiency of cloud-based asset data were constructed. When the architectural assets were designed as composite assets, they were designed to provide the flexibility of the evaluation model by applying the mandatory and optional evaluation elements of the sub-features that weighted the evaluation items according to the characteristics of the design domain.

정보화 사회는 네트워크와 시스템에 대한 의존도가 큼에 따라 이에 대한 관리가 미흡할 경우 저장 유통되는 정보 및 자료의 위변조, 유출 등으로 인해 조직이 입는 피해는 금전적 손실뿐만 아니라 심할 경우 조직의 존립까지 위협할 수 있다. 이에 따라 정보보호의 중요성은 날로 증대하고 있으나 조직마다 다른 정보보호 접근 방법으로 인해 조직의 정보보호 수준은 차이가 심하다. 본 논문에서는 국제표준에 의한 정보보호 방법론적 요소들을 살펴보고 조직의 정보보호 수준에 영향을 미치는 요인이 무엇인지를 파악하여 조직의 정보보호 수준을 끌어올리기 위한 정책 방향 수립에 활용할 수 있도록 하고자 한다.

중금속으로 오염된 폐광산 주변부나 유류누출로 인한 토양오염 등과 같은 오염부지에 대한 환경조사는 그 결과를 토대로 환경계획이나 정책이 수립되므로 의사결정의 기초가 된다. 이때, 의사결정의 타당성은 오염부지 조사결과 오염도가 얼마나 정확하게 측정되었느냐에 따라 달리 평가되어 진다. 그러므로 이와 같은 환경조사는 측정결과의 불확실성이 감소되도록 정밀한 시료채취방법이나 분석방법을 고안하여 적용해야 한다. (중략)

최근 우리는 인접학문 간 그리고 학계와 산업계 간의 연구협조가 점차 증가하고 있음을 보아오고 있다. 이러한 현상은 특히 학술저널 간 지식의존성을 촉진하는 계기를 제공하고 있다고 할 수 있다. 본 논문의 목적은 관련저널 간 지식상호 의존성을 규명하고 저널지식의 구조화를 위하여 association, 군집화, 링크분석 등 데이터마이닝 기법을 적용하는 방법론을 제시하는 것이다. 제시된 방법을 통하여 기대되는 점들은 1) 논문의 기본속성인 키워드, 저자, 그리고 인용데이터를 통합하는 규칙 집합을 통하여 논문지식검색기능의 향상, 2) 키워드를 기반으로 관련 저널 간 그리고 저널내부의 군집분석으로 지식동향 파악, 3) Kleinberg (1999)의 권위와 허브 개념을 인용데이터 분석에 활용하여 기존의 양적 평가 기준인 영향력 지수 (impact factor)의 문제점을 보완하며, 4) 특정 논문이나 저널의 지식파급과 관련한 영향력을 산출하는 잠재적 지식파급 지수를 제안하는 것이다.

강화 학습은 시행착오를 통해 동적 환경과 상호작용하면서 학습을 수행하는 학습 방법으로 본 논문에서 테스트 환경으로 사용하는 Keepaway와 같은 동적인 환경에서 주로 사용하는 학습 방법이다. 본 논문에서는 학습을 통한 에이전트가 다른 정책을 사용하는 에이전트보다 성능이 더 높다는 것을 보이고자 한다. 학습 초기에는 다양한 전략을 평가하기 위해 최적이 아닌 행동을 선택하지만 시간이 지남에 따라 최적의 행동 선택에 수렴해 가는 것을 보이기 위한 실험을 수행한다. 이 실험을 통해 고정된 행동 양식을 가지는 정책보다 강화 학습을 이용한 에이전트들의 성능이 더 효과적인 것을 알 수 있었다.
