외국의 소방관 전문자격 인증제도사례를 통한 도입방안에 대한 연구

  • 소방조직의 업무효율성과 이를 위한 직원 개개인의 업무수행능력의 검증과 확보라는 관점에서 업무에 있어서 요구되는 지식과 지침을 피드백 시켜 구성원에게 전달하고 적합한 방법을 통해 측정 및 평가함으로서 전문성의 고도화가 가능하게 된다. 본 연구는 이러한 관점에서 이미 실시하고 있는 소방관 전문자격 인증제도를 검토하여 우리나라의 적용 가능성을 검토함을 본 연구의 목적으로 한다.

A Conceptual Government Policy Model on Corporate Social Responsibility (기업의 사회적 책임의 정부정책에 대한 개념적 모형)

  • Compared to corporate social responsibility(CSR) as business practices, government CSR policy have not been given much attention by researchers. This paper suggests drivers of government CSR policies and a conceptual model through examining concepts and social needs of CSR. The conceptual model encompasses three government roles: CSR vision setting, promoting and partnering. CSR can be useful to facilitate international transfer of clean technology, globalization of resource development companies, support for energy consumption of low-income classes. This paper concludes with summary and directions for future research focusing on areas of environmental and energy policies.

  • Since the release of mid-term domestic GHG goals until 2020, in 2009, some various GHG reduction policies have been proposed. There are two types of modeling approaches for identifying options required to meet greenhouse gas (GHG) abatement targets and assessing their economic impacts: top-down and bottom-up models. Examples of the bottom-up optimization models include MARKAL, MESSAGE, LEAP, and AIM, all of which are developed based on linear programming (LP) with a few differences in user interface and database utilization. In this paper, we suggest a simplified LP formulation and how can build it through step-by-step procedures.

  • Packet filtering is to filter out potentially malicious network packets. In order to test a packet filtering function we should verify whether security policies are performed correctly as intended. However there are few existing tools to test the function. Besides, they need user participation when generating test cases or deciding test results. Many security administrators have a burden to test systematically new security policies when they establish new policies or modify the existing ones. To mitigate the burdens we suggest a new test method with minimal user articipation. Our tool automates generation steps of the test cases and the test oracles, respectively. By using the test oracles generated automatically, deciding test results is possible without user intervention. Our method realizes an automatic testing in three phases; test preparation phase, test execution, and test evaluation. As a result it may enhance confidence of test activities more highly. This paper describes the design and implementation of our test method and tool.

정책금융기관의 신용평가 현황 비교를 통한 개선방안 연구

  • 기업신용평가(ICR : Issuer Credit Rating)는 기업의 금융상 채무에 대한 전반적인 적기 상환능력, 즉 채무불이행의 가능성을 평가한 것으로 오로지 금융상 채무에 대한 전반적인 채무상환능력을 평가한다. 최근에는 신용평가 등급이 금융시장과의 효과적인 의사소통수단으로 인식되고 기업 IR 및 홍보차원과 기업 간 물품공급과 납품을 위한 업체 선정시 신용등급이 적극적이고 다양하게 활용되고 있다. 이러한 기업신용평가는 최근 경제환경의 급속한 변화에 대응하여 기관별로 평가시스템을 자주 개선하고 있다. 본 연구에서는 정책금융기관 별로 변화된 평가시스템에 대한 평가지표나 구조, 평가시스템을 비교 분석해 그 차이점과 공통점 그리고 경제환경 변화에 따라 변화된 주요지표를 파악해 보고 미래의 신용평가시스템의 변화와 개선방안에 대해 생각하였다. 기관별 비교에서 평가시스템의 차이점은 신보는 신용평가(부실률 기반)와 미래성장성평가(성장성 기반)를 실시하여 보증심사등급(보증의사결정 등급)을 산출하고, 기술자산평가등급은 신용평가등급을 조정(최대 ${\pm}2$등급)하는 보조적 수단으로 활용하고 있으며, 기보는 기술평가(성장성 및 부실률 기반)와 리스크관리용 리스크평가(신보의 신용평가에 해당)로 평가체계를 이원화하여 운영하고, 평가모형은 신보는 객관성을 확보한 정량평가 위주, 기보는 공신력을 확보한 정성평가 위주의 주관적인 평가를 실시하고 있어 어떤 형태의 평가시스템이 더 좋은 평가방법 인지는 알 수 없지만, 기관별 부실율을 보면 다소 참고가 될 수도 있으나, 이것이 전적인 평가의 문제라 보기도 어렵다. 특히 신보는 창업기업 기준이 창업후 7년까지로 확대됨에 따른 창업 3단계 평가제도와 기업의 성장단계에 맞춘 성장단계별 평가기준 세분화는 기업환경을 잘 반영한 변화라 볼 수 있다. 그리고 향후 평가시스템은 경제환경의 변화속도를 어떻게 잘 반영 할 수 있는지에 대한 연구로 방향이 전개될 것으로 보인다.

  • 현재 시간성에 민감한 서비스가 인터넷상에서 중요한 위치물 차지하고 있다 시간성이 민감한 서비스는 사용자와 상호대화를 가능케 하는 미디어 전송 방법 및 연속적 재생을 보장하기 위한 버퍼 정책이 요구된다 관련 연구에서는 설러 방법을 통해 동기화를 달성하고 있으나 상호대화라는 측면에서는 만족할 만한 해결책을 제시하지 못하고 있다. 본 논문에서는 상호대화형 객체(Interactive Object)를 각 미디어 파일에 삽입하고 객체들이 서로의 정보를 이용할 수 있는 함수를 설계하여 실시간에 원하는 미디어 프레임의 재생위치를 찾아냄으로써 동기화와 상호대화성이라는 문제를 해결하였다. 또한 네트워크에 대한 의존성 때문에 발생하는 불연속적인 재생은 크기를 변화시킬 수 있는 가변 버퍼를 이용함으로써 해결하였다. 그리고 두 가지 방법을 적용한 기법의 우수성을 시뮬레이션 실험을 통하여 확인하였다.

Policy Direction Setting through Comparative Analysis of Foreign Smart City Policies (국외 스마트시티 추진 정책 비교 분석을 통한 성과 확산 방향 설정)

  • Various smart city projects have been actively promoted as important policies of governments in various countries. The key to the success of smart cities led by governments is to develop sustainable governance through the expansion and proliferation of outcomes. This study comparatively analyzed the smart city policies of the USA and Europe from viewpoints of outcome expansion and proposed policy directions for smart cities in Korea. The comparison items were case cities, the expansion of smart city technologies and services, the measurement of outcomes, the accumulation of knowledge and information, and standardization. This study found that the items of each index were linked for the purpose of assessment, expansion, and the creation of successful cases in the USA and Europe. Based on our analysis, four policy directions were proposed that included the early provision of follow-up measures for case cities, the development of a project performance assessment system, the provision of an integrated knowledge accumulation system, and an earnest promotion of industry activation policies.

A Study on the Factors Quality Evaluation of the Drinking Water Service in Incheon Metropolitan City (인천시 상수도서비스 품질평가에 관한 연구)

  • This study is to evaluate the public drinking water service systematically, to improve customer satisfaction level, also overcoming the limitations of the existing method often relying on the satisfaction measurement subjectively. Thorough the rigid quality control of the service and its effect on civil affairs administration, we conclude that quality of the public service has an influences on the customers' satisfaction, which play a role to intensify the confidence and support of the civil administration by its appropriate management. Thus quality control management itself has its own value in that the satisfaction and confidence of the service result from the quality. The new model can be utilized as a Service Quality Index for the public drinking water service. To enhance the customers' satisfaction and confidence of the water suppliers, it is very useful that they reflect the customers' needs exactly through the service quality control regularly.

A Study on the Priority and Evaluation Criteria of the Korea Export Insurance System (수출보험제도 기능의 우선순위 및 평가기준에 관한 연구)

  • This study aims to measure the relative importance of trade insurance using AHP developed by Thomas Saaty of Pennsylvania in early 1970s. Moreover, it provides help in the development of a comprehensive strategy of trade insurance. To obtain priority of trade insurance in its functions, this study discovered significance and relative importance of two evaluation standards and four individual evaluation items. Of the two evaluation standards, importance of credit exposure was 63%. It was discovered that it was more important than political means (37%). Of the four individual evaluation items, importance of banking supplementation was 60%. It was more important than credit investigation of overseas traders (40%). Importance of trade promotion policy was 69%, which was more important than removal of anxiety in trade (31%). As a result of comparing priorities of the f tire evaluation items, priority of banking supplementation was 38% followed by trade promotion policy means (26%), credit investigation of overseas traders (25%) and removal of anxiety in trade (12%).

  • Recent aggressive threats by North Korea using small drones have heavily impacted on ROK(Republic of Korea) society and it seems to be agreed that counter-drone systems are required to protect our properties. ROK government has been investigating current counter-drone systems for national important facilities. However, there is no consensus standard to evaluate the systems. This paper is to propose a counter-drone system evaluation framework which is the outcome through RMA(Revolution in Military Affairs) thinking process. The RMA thinking process is currently well-implemented in ROK army to develop future military strategy. The proposed framework has 4 categories - threat analysis of North Korea small drones, convergence of detection, tracking and neutralizing systems, integrated operations and available experts and organization - which have corresponding criteria.
