국내 디지털 콘텐츠·미디어 분야 주요 정책 현황 및 R&D 동향

  • 콘텐츠·미디어 기술은 기존의 평면 중심의 서비스에서 가상 증강현실, 홀로그램, 라이트필드 등의 입체·공간 서비스 적용이 점차 확대되고 있으며, 정보를 직관적으로 인지하는 시각과 청각 중심에서 디지털 기술의 발전에 힘입어 촉각, 후각 등 오감의 영역으로도 확장이 진행되고 있다. 코로나 19 장기화로 비대면이 필요해진 산업과 일상생활에 3차원 공간을 활용한 메타버스의 구현으로 국민 누구나 용이하게 새로운 콘텐츠·미디어 서비스를 활용할 수 있는 기술을 확보하는 것이 매우 중요해졌다. 본 고에서는 우리 정부의 콘텐츠·미디어 분야 주요 정책 현황과 R&D 투자동향에 대해 짚어보고, 2022년도 콘텐츠·미디어분야 R&D 과제기획 현황을 살펴보고자 한다.

  • 지금 디지털콘텐츠 산업계는 두가지 변화에 주목하고 있다. 그 하나는 인터넷 혁명이 탄생시킨 노무현 대통령 당선자의 새로운 관련 정책 방향에 대한 것이다. IT수석 신설을 공약으로 내걸 정도로 관련 산업에 많은 관심을 가진 노 당선자의 정책이 과연 어떤 모습으로 나타날지는 최대의 관심사가 아닐수 없다. 최근 발표된 10대 국정지표에 관련된 산업에 대한 직접적인 언급은 없어도 디지털콘텐츠를 국가 핵심 전략 산업으로 양성하려는 현 정부의 기조가 그대로 이어질 것으로 기대하고 있다.

A Real-time Content Popularity-Based Cache Policy in Content Centric Network (CCN에서 실시간 콘텐츠 인기도 기반 캐시 정책)

  • Content Centric Network (CCN) is a network that emerged to improve the existing network structure and communicates based on content names instead of addresses. It utilises caches to distribute traffic and reduce response time by delivering content from intermediate nodes. In this paper, we propose a popularity-based caching policy to efficiently utilise the limited CS space in CCN environment. The performance of CCNs can vary significantly depending on which content is prioritised to be stored and released. To achieve the most efficient cache replacement, we propose a real-time content popularity-based efficient cache replacement policy that calculates and prioritises content popularity based on constructor popularity, constructor distance, and content hits, and demonstrate the effectiveness of the new policy through experiments.

  • 현재 국내의 경우 불법소프트웨어의 복제율이 50%를 넘어서고 있어 이에 대한 디지털 재산권의 보호가 시급한 실정이다. 이의 중요성을 인지한 각 나라에서도 이를 위해 예방 정책(preventative control)과 억제정책(deterrent control)을 행하고 있는데 가장 좋은 방법은 예방 정책과 억제 정책이 적절히 조화를 이루는 가운데 예방 정책으로 나아가는 즉, 소프트웨어프로그램에 대한 감정이 효과적이며 강력히 수행되어야만 한다. (중략)

  • This research aims to examine the efficiency and effectiveness of the governmental policies promoting IPTV by verifying their influences on the adoption empirically. The government unveiled several policies including creating demands in public sectors, developing diverse public contents, subsidizing the production of converged contents, easing the regulations to promote IPTV industry. While a lot of previous literature has already proved that a system quality, a content quality, and a perceived price have influences on the adoption of IPTV, the effects of governmental policies are not well understood despite of their contributions to the adoption. Rather, most of existing research on governmental policies in the context of technology adoption have focused on regulatory frameworks. The results of the study show that governmental policies have influences on consumers' perceived system quality and content quality. It is also found that perceived system quality, content quality and perceived price have influences on adoption intention. This study can contribute to the field in a way that it proves the important roles of governmental policies in the diffusion of new technologies including IPTV.

A Study on China's One Belt, One Road Policy and South Korea's Measures for Facilitating Tourist Visits from China (중국의 일대일로(一带一路) 정책을 활용한 방한관광콘텐츠 전략)

  • In order to realize the new diplomatic development for the establishment of 'Asia Fate Community', Xi Jinping has adopted a "One Road, One Belt" policy. Based on five core philosophies, One Road, One Belt with neighboring countries has been established to full-sided cooperation and mutual benefit relations. In this paper, I would like to suggest some suggestions on how to use China's One Road, One Belt policy and Korea's Eurasian Initiative in Development strategy of tourism contents. First, The bridge role of Korean companies should lead to the development of tourism contents. Second, the promotion of tourism contents development for Chinese individual tourists should lead to another tourism contents. Third, we need to find ways to win joint orders with local companies in China so that they can lead to tourism contents. Fourth, seeking active use of workers and international students living in Korea. Fifth, the development of tourism contents based on cooperative relationship with North Korea.

Leisure Policies of Lee Myung-Bak Government and Directions of the Policies for the Future (이명박 정부의 여가정책 개선방향)

  • The purpose of this study was to explore leisure policies of Lee Myung-Bak government and to extract directions of the polices for the future. A report from task force team for undertaking the 17th presidency and 100 policies of the government were analyzed. As a result, three problems were extracted: lack of awareness for the needs of leisure policy; lack of policies for development of creative leisure culture and contents; none of any base project for leisure policy development. Three policy directions were extracted from the three problems: change of awareness of the leisure; building up creative leisure culture development atmosphere; making up base for leisure policy development. The time is changing steadily forward leisure life. Therefore, this government need to drive forward more advanced leisure policy than now.
