EU REACH 도입배경 및 최근 국제동향

  • REACH는 지속가능한 화학물질관리의 기본 축이 되는 법령으로서 현재 및 미래 세대의 건강과 환경을 보존하는 동시에 화학산업의 경쟁력을 높이기 위해 제정된 유럽연합의 신 화학물질 통합관리 제도이다. 신화학물질 관리정책의 핵심인 REACH 제도는 2003년 10월 EU지뱅위원회(안)이 발표된 후 3년여 간의 토론을 거친 수정안이 2006년 12월 18일 EU이사회에서 만장일치로 최종 채택되었다. 2006년 11월~12월 2차 독회와 표결을 거쳐 REACH 최종법령은 2007년 6월부터 시행됨에 따라 EU와 주요 국가의 산업체가 긴박하게 움직이고 있는 상황이다. 본 고에서는 REACH 제도 도입 배경 및 최근 국제 동향에 대해 살펴보도록 한다.

  • 최근 한국과 캐나다의 통신협상 추진과 통신시장 개방 등의 통신환경 변화는 우리나라의 통신정책 및 운용체계의 필연적인 구조개편을 요구하고 있다. 특히 통신단말기기는 각 나라마다 고유의 규격과 사용환경을 적용함으로써 국가간 통신협상 추진시 주요쟁점으로 다루어지고 있다. 본 고에서는 공중통신망용 단말장치의 제반 규격 및 조건을 다루는 기술기준 규칙에 대한 개선방안을 제시하였다. 개선안에서 채택하고 있는 규격들은 국제표준 규격 및 북미의 기술기준을 모델로 함으로써 미래 글로벌 통신시대를 대비하였다.

  • 미국 국방성에서는 고수준 아키텍쳐(High Level Architecture)를 국방성의 모델링, 시뮬레이션 프로그램의 표준으로 채택하고 있으며, 광범위한 어플리케이션, 컴퓨팅 아키텍쳐, 통신 환경으로 그 영역이 확장되고 있다. 지난 '99 춘계 학술 대회에서 발표된 논문에서는 이러한 경향을 수용하면서 효율적인 분산 시뮬레이션을 지원하기 위한 시스템 아키텍쳐와 프로토콜을 제안하였다. 본 논문에서는 제안된 시스템의 변경 내용을 소개하고, 시스템의 프로토타입을 구현한 후, 그것에 대한 성능 평가 결과를 제시한다. 성능 평가는 시스템의 확장성과 네트워크 트래픽이 많은 경우의 메시지 전송 정책에 초점을 두고 진행되었다.

The Impact of Labor Flexicurity Policy on the Labor Market Performance in the OECD countries (노동의 유연안정화 정책이 노동시장에 미치는 영향분석 - OECD 국가를 중심으로 -)

  • The outstanding performance of some nations in Central and Northern Europe such as Denmark and the Netherlands in the labor market is much indebted to their policy to help labor flexicurity. In this study, the possibility of replicating the Dutch or Danish performance in the labor market is explored in case of adopting such policy in the 22 OECD countries. If implementing the flexicurity policy in the 22 member countries of the OECD leads to strong performance in the labor market, this policy can be globally shared as universal labor policy to provide a win-win situation among the labor, management and the authorities on the matter, paving the way for replacing the Anglo-Saxon policy characterized by high flexibility and low security, or the European alternative with a lower level of flexibility and a higher level of security. According to findings from our research, flexicurity policy can not produce any tangible accomplishments in the labor market by only itself. Therefore, we may safely reach the conclusion that flexicurity policy has a limited positive influence on the labor market of some northern or central European countries. Given the striking difference in inherent conditions between such European countries and OECD countries, it is not sensible for OECD nations to adopt labor policy in the direction of flexicurity.

  • This study aims to understand main contents of the National Mental Health Strategy and changes after mental health reform through the National Mental Health Strategy in Australia, and to find some convergence policy implications on mental health policy in South Korea. The direction of reform has changed considerably over the 20 years that the National Mental Health Strategy has been in place including the National Mental Health Policy(1992, 2008), the National Mental Health Plan(1993~2014), COAG National Action Plan on Mental Health(2006~2011), the Roadmap for National Mental Health Reform 2012-2022. The National Mental Health Strategy has advocated fundamental change in the national spending on mental health, mental health service provision, the expansion of community-based mental health services and care system, NGO, consumer and carer participation in mental health care.

  • The state of Baden-Württemberg has one of the strongest regional economies in Germany and is known as one of the most innovative regions in both Germany and Europe. Clusters have played a central role in innovation strategies. The article analyzes the current cluster policy in Baden-Württemberg. The Baden-Württemberg cluster policy has systematically supported the development of clusters, cluster initiatives, and state-wide networks. It has also provided increasing support to regions in developing and implementing innovation and networking activities. The cluster policy has specifically focused on promoting collaborations across different industries and technologies, as well as implementing measures for internationalization. The goal of the Baden-Württemberg state cluster policy was to professionalize cluster management and improve its quality. The cluster policy in Baden-Württemberg has adopted a bottom-up approach and utilized various measures and instruments to promote dialogue. The cluster policy in Baden-Württemberg has established a dedicated cluster agency responsible for developing strategies and implementing individual measures.

LTE Spectrum Policy: Focused on the OECD 12 Countries (이동통신 LTE 주파수 정책: 주요국 사례를 중심으로)

  • Recently, many of the mobile network operators or telcos are introducing the LTE service in order to effectively cope with an explosive increasing mobile traffics due to an expansion of the use of smart phones. The 1.8GHz, 2.6GHz, and 800MHz band classes are most widely used for LTE. In particular, the 1.8GHz band class is the most useful one in terms of the reusability of the existing (2G) network, global harmonization, bandwidth, eco-system of equipments and devices, and so on. In recent years, major countries in the world have allocated the 1.8GHz band spectrum in a wide bandwidth unit suitable for the upcoming LTE-Advanced service. This paper surveyed the 1.8GHz band spectrum allocation policies of the 12 OECD countries, including Republic of Korea. From the survey, we have found that they rebuilt or refarmed the existing holders' bands, recovered the public (i.e., military)-use bands, and allocated the bands in a wide bandwidth and in an equal or similar size.

A Study on the Influence of Nascent Entrepreneurs Motivation and Preparation on the Business Continuity: Based on the Mediation Effect of Start-up Satisfaction (초기창업자의 창업동기와 창업준비가 사업계속의도에 미치는 영향에 관한 연구: 창업만족도의 매개효과를 중심으로)

  • Recently, the government provided about 35 trillion won to start-ups through a large amount of start-up support funds from the Korea Credit Guarantee Fund and the Korea Development Bank, and more than 100 trillion won to start-ups over the past three years.(2015-2018) The Ministry of SMEs and Startups announced that a total of 1.4517 trillion won will be supported by 16 ministries (90 projects) after surveying start-up support projects by ministries in 2020 to create a start-up country. Indeed, among the budgets supported by the Ministry of SMEs and Startups, startups accounted for 85%, while scale-ups (growth and maturity) were only 15%. However, the survival rate of Korean start-ups was far lower than that of developed countries. The survival rate for the three years after the start-up was 39.1 percent, with only about 4 out of 10 surviving, with 27.5 percent surviving for five years, and only 3 out of 10 surviving. On the other hand, overseas start-ups have a survival rate of twice as high as that of Korea for five years. Accordingly, this study aims to empirically analyze and examine the need for research on nascent entrepreneurs, which have recently been actively supported by the government, as well as the impact of start-up motivation and start-up preparation on the intention to continue business. The survey was conducted from April 1 to May 15, 2020 for nascent entrepreneurs nationwide, and 222 of the total 245 copies were analyzed, and the questionnaire was measured using the Likert 5-point scale. As a result of the analysis, first, all factors constituting start-up motivation were adopted by significantly affecting start-up satisfaction. In addition, among the sub-factors of nascent entrepreneurs' preparation, item preparation was adopted as a significant influence on start-up satisfaction. Second, the nascent entrepreneurs' satisfaction level was adopted by having a significant impact on the business continuity. Third, some of the motivations for self-realization of the motivation for start-ups were adopted by having a significant impact on the business continuity. In addition, the preparation of items for the start-up preparation of nascent entrepreneurs was partially adopted as they had a significant impact on the business continuity. Fourth, it was adopted by the mediation effect of start-up satisfaction between the motivation of the nascent entrepreneurs' preparation and the business continuity. In addition, it was adopted by the medium effect of start-up satisfaction between the nascent entrepreneurs' preparation and the business continuity. Based on the results of these studies, it is intended to draw practical implications, and to provide useful policy implications to increase nascent entrepreneurs' satisfaction and continue to carry out their start-ups.

  • 당 협회는 1989년 2월 업무를 개시한 이래 금년으로 제 5차년도의 사업을 추진하게 되었습니다. 본 협회는 작년에 전기통신기본법 제 30조에 의거 법정 협회로 재출발 함으로써 급격하게 변화하는 국제표준화 환경에 능동적으로 대처함은 물론 전기통신표준화를 보다 효율적으로 추진할 수 있는 기틀을 마련하였습니다. 협회는 1992년말까지 총 7건의 TTA표준을 제$\cdot$개정하였으며 이중 36건은 체신부에서 전기통신 국가권고 표준으로 채택 고시한 바 있습니다. 금년도에는 52건의 TTA 표준을 추가로 제$\cdot$개정할 계획이며, 특히 금년에는 전기통신관련 국제기구간의 협력사업을 대폭 강화하여 국제기구의 정책과 전략을 검토, 정책 당국에 대응 방안을 건의하는 등 국제화 시대에 부응할 수 있도록 국제협력 사업을 활성화 할 계획입니다. 1993년도에 협회가 추진할 사업계획을 요약하면 다음과 같습니다.
