In these days, the trends of home networking system is implementation of easily configured system with home security of emergency alarm and visitor verification services. In this paper, we implemented push server system based on Arduino of open source physical computation platform to verify visitors for the homes without home networking services. In the suggested system, visitor verification is performed in and out of home, and home access security of the system could be constructed with low-cost price by use of windows push server system and smart devices with alarm operation in corresponding to not allowed access trying.

The existing legal regulations that indiscriminately distributed various illegal information on the information network are discussing focused on civil liability and criminal liability. however, at this paper that approached with problem of police responsibility as a target of the exert of police authority for blocking illegal information on the information network. based on this recognition, this paper propose the problem and reformation about the present Information Communication Networks law's 7 of Article 44, Section 2 that for prompt blocking illegal information on the information network, not about direct regulatory approach to a person in charge of act but about the information network service provider which is a person in charge of condition.

'08.3월 U-City법이 제정되었고, '09년에 U-City법에 근거한 제1차 유비쿼터스도시종합계획 (이하 U-City종합계획)이 수립되었다. 이후 계획에 따라 U-City R&D, U-City시범도시 지원사업 등이 추진되었으며, 기술, 서비스, 인력양성, 산업지원, 법제도 개선 등 다양한 부문에 U-City 지원 정책이 시행되었다. 이로 인해 국내 U-City 사업이 활발히 추진되었으나 주로 공공 주도의 신도시를 중심으로 구축되어 과도한 건설비용 및 관리운영비 부담, 중복투자 등의 다양한 문제를 발생하게 된다. 결국 신도시 조성 개발이익을 통한 U-City 구축은 건설경기의 침체와 함께 심각한 위기를 맞게 된다. 하지만 새정부 출범 이후 U-City는 창조경제 대표사업으로 채택되어 재도약할 수 있는 계기가 마련되었고 정부는 지역경제 활성화의 일환으로 도시재생사업에 U-City를 접목하는 등 U-City 부흥을 위한 시도를 지속적으로 하고 있다. 특히 신도시 개발로 치우쳐서 발생된 기존도시와의 불균형을 해소하기 위해 다각도로 해결방안을 모색하고 있다. 이에 현 시점에서는 기존도시에 초점을 맞추어 U-City 방향을 살펴보는 연구가 필요하며, 기존 신도시형 U-City가 추구했던 정보통신 위주의 계획에서 벗어나 지역특성 및 수준 등을 고려한 도시계획적 측면으로 접근하는 것이 바람직하다. 본고에서는 국내외 스마트시티 동향을 파악하고 우리나라의 신도시개발형 U-City 구축 현황의 문제점을 진단하여 기존도시형 U-City 구축의 필요성을 도출하였다. 이를 토대로 실효성 있는 기존도시 U-City 구현을 위하여 도시계획적 관점에서의 고도화 방안을 모색하고자 한다.

최근 정부의 정보기술아키텍처(ITA/EA)에 관한 연구와 사업이 활발히 진행 중이며, 조만간 범정부 정보기술아키텍처가 운용될 예정이다. 국방부 또한 정보체계 개발시 상호운용성 확보, 효율적인 정보자원관리, 투자 우선순위 결정 등의 목적으로 국방 아키텍처프레임워크인 MND-AF를 적용하고 있으나, 국가 대전략(정치, 외교, 경제, 사회, 군사 등) 차원에서의 접근보다는 군사적 차원의 체계별 아키텍처 개발에 적용하고 있다. 특히 정부에서 추진 중인 정보기술아키텍처는 미 연방정부 모델인 FEA와 유사할 것으로 보이며, 상호운용성, 중복투자 방지를 위해 각 기관은 아키텍처 구축시 범정부 참조모델을 기반으로 하여 아키텍처를 구축하고 관련성을 제시하여야 할 것이다. 따라서 국방부 차원에서 이러한 정부 모델과의 연계 및 국가정책과 연계된(대국민 서비스 개선 등이 포함된) 국방 정보기술 아키텍처 프레임워크에 대한 연구가 필요하다. 본 논문에서는 국방부분에서 이미 채택하고 있는 MND-AF의 지속적 사용과 정부와의 연계성 문제를 모두 해결할 수 있는 새로운 방안을 모색하고 적용하는 방안을 제시하였다.

e-navigation은 해양 환경의 보호를 증진하고 바다에서의 안전과 보안을 위한 항해 및 관련서비스를 선박의 이안에서 접안에 이르기까지 향상시키기 위해 전자적인 수단으로 선박과 해상의 해양 정보에 대해 조화로운 방법으로 수집, 통합, 교환, 표현 및 분석하는 것을 말한다. 기존 안전 확보를 위한 규제의 방식을 탈피하기 위해 사고의 원인의 많은 부분을 차지하는 인간-사용자의 실수를 사전에 방지하고 또한 사용자의 편의를 증진할 수 있는 방식을 채택하고자 사용자의 요구사항을 정리하고 그에 따른 종합적인 아키텍처를 수립하여 정책, 기술 및 이를 통한 서비스를 제공하겠다는 것이 e-navigation의 근본 목적이다. 선박의 안전 운항을 위해 현재까지 제공된 선상의 시스템이나 해상에서의 서비스를 받고 있는 많은 사용자들은 보다 효율적이고 체계적인 안전 운항과 이를 지원하는 의사결정 지원을 위해 보다 향상된 기술과 성능을 갖는 새로운 도구를 갖기를 지속적으로 원하고 있으며 관련국제기구인 국제해사기구(IMO), 국제항로표지협회(IALA), IEE, ITU 등 다양한 분야의 국제기구에서 지속적으로 논의되고 있다. 이러한 국제기구의 e-Navigation에 관한 논의에 대하여 적절한 대응, 일관성을 가진 대응을 위한 방안 마련을 제시하였다.

This study empirically tests the presence of rational bubbles in the ship prices using time series data from October 1996 to April 2017. To detect the existence of ship prices' rational bubbles, we use integration and cointegration tests, which were proposed by Campbell and Shiller(1987) and Diba and Grossman(1988), for circumventing misspecification of ship price model and applying the bubble test to nonstationary time series. The result of integration test supports existence of tanker price's rational bubble. The co-integration test also shows that drybulk ship and containership prices have been overvalued relative to the market fundamental, drybulk and container freight rates, due to non-stationary rational bubbles. These results provide Korean shipping industry and authorities implications that anticyclical ship investment and long-term and steady fleet capacity expansion policy are needed.

안전관리시스템(Safety Management system, SMS)은 국제민간항공기구(ICAO)에서 정의된 서비스제공자의 의무사항으로 우리나라의 공항 분야는 2005년 부터 구축되어 현재까지 운영되고 있다. 항공교통량 증가에 따른 사고의 발생가능성 증가에 대응하기 위해 채택된 새로운 체계가 SMS라는 점을 고려할 때, 공항 SMS는 항공사와 조업사 등 관련 업체와 연계되며 이동지역에서 근무하는 종사자의 행동에도 긍정적인 영향을 미칠 수 있어야 할 것이다. 본 연구는 인천공항이 실행하고 있는 외부지향적인 SMS활동이 항공사, 조업사 등에 소속된 이동지역 종사자의 지식과 행동에 미치는 영향에 대해 연구하고자 하였다. 총 593명의 종사자가 조사에 참여하였으며, 공항SMS는 안전지식을 통해 안전행동에 영향을 미치는 것으로 나타났다. 이 연구 결과는 공항이 조업사 등 별개의 업체 종사자에 대한 안전정책 설정을 위한 기초자료로 활용될 수 있을 것으로 기대된다.

This study examines how to realize citizen participation for public service design development. Firstly, after understanding the background of public service development process improvement, the concept of public service design and citizen participation, the summary of how to realize citizen participation for public service design development centered on the Participatory Public Service Design Group. The study found that in order to realize citizen participation, the citizen directly participated in the public service design development process, and it was important to adopt a citizen participation-oriented process and methodology based on service design.

유럽 국가들이 해양환경 오염의 심각성을 인식하여 1972년 최초로 해양투기를 규제하기 위한 지역협정인 오슬로 협약(Oslo Dumping Convention)을 체결하게 되었다. 이를 모체로 하여 런던에서 범세계적인 규제의 필요성이 제기되어 국제협약인 런던협약(London Convention)이 1972년에 체결되었다. 그 후 1990년대에 들어 런던협약 당사국들은 협약을 보다 근본적으로 개정할 필요가 있다는데 의견을 같이 하게 되었다. 1993년 제1차 개정그룹회의 이후 3년간의 작업 끝에 1996년 11월 7일 IMO 본부에서 열린 특별회의에서 1996년 의정서('96 의정서)가 채택됨으로써 협약의 전면적인 개정작업이 완성되었다. 우리나라는 2009년 1월 22일 가입하였으며 2009년 2월 21일에 발효되었다. 이에 따라서 우리나라는 폐기물 해양배출량을 지속적으로 감축하고자 노력 중이다. 본 논문에서는 폐기물 해양배출의 감축과 관리를 보다 효율적으로 하기 위하여 필요한 기술개발과 시스템 구축, 그리고 정부 및 지방자체단체의 정책수립과 법률개정을 위한 자료를 제공하고자 한다.
