In the 21st century, Internet information has a huge impact on citizens' participation in public policy process and trust in government. If the quality of Internet information is more positively perceived, the impact will be greater. In order to identify that causal relation, we construct the elements which make up the quality of Internet information and then analyze the impact of that quality on citizens' participation in public policy process and trust in government. First, positive perception about the quality of Internet information increases online participation and decreases offline participation in public policy process. Second, online participation activates offline participation significantly. Third, offline participation has a negative impact on trust in government. In sum, the quality of Internet information activates online participation, which, in turn, contributes a lot to an increase in offline participation and eventually weakens trust in government. On the other hand, the improved quality of Internet information weakens offline participation in public policy process and could contribute to the improvement of trust in government.

최근 하천의 유량측정에 있어서 ADCP(Acoustic Doppler Current Profiler)의 빈도와 활용범위가 점차적으로 증가하고 있다. 국토교통부의 유량측정을 전담하고 있는 유량조사사업단에서는 최근 저평수기 유량측정은 물론, 중고수위 유량측정에서도 기존 유량측정방법의 단점을 보완하기 위해 ADCP 이동보트법을 적극적으로 활용하고 있다. 현재 ADCP 이동보트법으로 측정된 유량은 제조업체에서 제공되는 소프트웨어로 산정되며 크게 두 가지 문제를 초래하고 있다. 첫째, 제조업체에서 제공한 소프트웨어는 자동으로 품질평가를 할 수 있는 기능이 제한적이고, 사용자가 측정자료를 검토하기 위해 제공되는 표와 그래프 등의 정보가 제조업체마다 일관적이지 않다. 따라서, 측정자료의 품질평가는 측정한 ADCP에 종속되고 제조업체에서 제공된 소프트웨어 기능에 한정되어 효율적인 평가는 저해되고, 일관적이지 못한 결과를 초래하여 측정자의 책임이 증가되고 있다. 둘째, 제조업체에서 제공되는 소프트웨어가 자료의 처리 및 유량 계산에 대한 상이한 알고리즘을 사용하여 제조업체가 다른 ADCP로 동시에 측정된 유량이 서로 다른 결과로 나타나 혼란을 주고 있다. 이러한 이유로 USGS(U.S.Geological Survey)에서는 ADCP를 이용한 이동보트법 측정유량 처리에 대한 소프트웨어인 QRev를 개발하였으며, 일관적이고 효율적인 자료 처리와 계산이 이루어지도록 하고 있다. 본 연구에서는 유량조사사업단에서 수행한 ADCP 이동보트법 측정유량 자료에 대하여 QRev를 이용한 자료의 처리 결과에 대하여 분석하였다. 특히, ADCP로 측정이 불가능한 수면 및 하상 영역에 대한 외삽방법들의 적용 결과 및 제조업체의 기본 설정 값들에 대한 결과를 비교함으로서 QRev에 대한 향후 국내 활용 방향을 제시하고자 한다.

This study aims to analyze the current policies and problems associated with the electronic records disclosure and to suggest the access paradigm for electronic records management. For this, Act on Disclosure of Information by Public Agencies. Public Records Management Act, and Electronic Government Act are analyzed in the light of public access to electronic records. The analysis lays special emphasis on the scope of public records to be disclosed, time to disclosure of public records. computer editing for pubic service. records dissemination through Internet, and the role of records centers and public libraries. Based upon the analysis, policy directions for electronic records management are suggested.

도시계획정보는 토지의 사회경제적 이용 가능한 잠재성을 보여주는 반면에 지적정보는 주로 법적 측면에서 토지정보를 다루고 있다. 지적정보시스템은 지적분야의 고유한 데이터뿐만 아니라 많은 다양한 정보를 다른 정보시스템으로부터 제공받아 이를 이용, 고부가가치의 정보를 생산하거나 의사(정책)결정을 지원하는 다목적시스템으로 진화를 시도하고 있다. 이런 점에서 지적정보와 도시계획정보의 교환의 필요성이 높아지고 있지만 두 정보분야의 이질적 요소를 제거하지 않고는 정보공유가 불가능하다. 도시계획과 지적분야의 정보공유를 연구의 중심으로 하여 특히 지적분야의 구성요소를 토지계획분야에서 원하는 정보로 변환, 사용하는 점에 역점을 두었다.

As society develops, the dissemination of microdata has increased to respond to diverse analytical needs of users. Analysis of microdata for policy making, academic purposes, etc. is highly desirable in terms of value creation. However, the provision of microdata, whose usefulness is guaranteed, has a risk of exposure of personal information. Several methods have been considered to ensure the protection of personal information while ensuring the usefulness of the data. One of these methods has been studied to generate and utilize synthetic data. This paper aims to understand the synthetic data by exploring methodologies and precautions related to synthetic data. To this end, we first explain muptiple imputation, Bayesian predictive model, and Bayesian bootstrap, which are basic foundations for synthetic data. And then, we link these concepts to the construction of fully/partially synthetic data. To understand the creation of synthetic data, we review a real longitudinal synthetic data example which is based on sequential regression multivariate imputation.

한국인터넷정보센터가 전문조사기관인 인터넷매트릭스에 의뢰하여 지난 3월 전국 3,582기구 10,058명을 대상으로 실시한 '인터넷 이용자 실태조사'에서 2001년 3월말 현재 우리나라 7세이상 월평균 1회이상 인터넷을 이용하는 사람은 모두 2,093만명으로 지난해말 1,904만명에서 3개월만에 189만명이 증가한 것으로 조사되었다. 1999.10월 이후 5번째로 실시된 이 실태 조사는 인터넷 이용현황과 이용 형태를 정확하게 조사, 분석함으로써 인터넷 비즈니스 와 정책수립의 기초자료로 제공하기 위하여 분기에 1회씩 실시되고 있으며, 향후에도 지속적으로 실시할 예정이다.

This study seeks to find an organizational method suitable for literary records through a review of the application of records management and an archival exploration of the literary materials of the authors, which are housed in a decentralized collection of domestic literary museums. First, through literature research and case analysis, I explored the "principles of original order" for organizing by characteristics and values of literary records. Next, the organization model was applied to the literature materials of author Jo Jung-rae(1943~) that existed in the form of a 'split-collection' in the local literature museum after drawing a model suitable for organizing literary records as an example. In order to gain an integrated approach to the 'split-collection' by Cho Jung-rae, the research result suggests a model provided through a single gateway by linking descriptive information related to ICA AtoM-based 'Records-Writers-Literature Museum'. The organizational model for the collection of individual literature museum was designed to provide richer collective and contextual information compared to the existing simple list by developing a hierarchical classification system in accordance with the principle of record organizing.

기존 불법유해정보 분류체계를 비교 분석하여 재정립하고, 국내외 불법유해정보 법 제도 현황을 살펴 보았다. 이와 함께 불법유해정보 접근 차단 방안에 대한 이용자 설문 결과를 기초로 불법유해정보 차단에 대한 정책적 제언을 다음과 같이 제시하고자 한다. 먼저 기존 유해정보차단 프로그램의 문제점인 메모리 사용량 증가에 따른 컴퓨터 성능 저하현상을 개선할 수 있는 기술적인 대책이 마련되어야 하며, 청소년 이용자의 보호자 또는 학부모가 사이트별로 제한할 수 있는 기능을 추가하여 다중 필터링 시스템 환경을 조성해야 한다. 또한 기존의 불법유해정보 신고 프로그램은 신고주소, 신고제목, 증거자료 입력 등 복잡한 구성으로 인해 효율성이 떨어지므로, 신고를 원하는 사이트를 이미지화 하여 바로 저장 및 전송이 가능한 형태로 신고 프로그램을 제작하여 신고완료까지의 시간을 단축해야 할 것이다. 기존의 주민등록번호 입력 방식에서 개인식별번호를 이용한 i-PIN 도입을 의무화하고, 기존 i-PIN 사용자의 전환사용을 통해 불편함을 최소화하여 개인정보유출 방지를 위한 i-PIN 사용을 의무화해야 한다. 마지막으로 '자율 등급 서비스' 이외에도 제3의 기관을 통한 '제3자 등급 서비스'를 동시에 사용하여 정보제공자의 부정확한 등급 표시의 문제점을 보완하도록 해야 한다.

This study evaluated the policy performance of i) Public Notice of Critical Information, ii) Substantiation of Facts in Labeling and Advertising, iii) Temporary Injunctions, and iv) Advertisement Correcting Misrepresented Facts, which were main policies belonged to Fair Labeling and Advertising Act(hereinafter referred to as "FLA Act"). The data was collected by visiting 76 persons personally, who were consumer policy and law experts, labeling and advertising staffs of corporations, and persons in charge of policies including public officials dealing with consumer policies at Korea Fair Trade Commission, while using a structured questionnaire at the same time. The survey was performed to examine the general policy performance and evaluation the results of FLA Act by evaluation methods. The results of the analysis are comprehensively summarized as follows. There were differences in the ranking of policies evaluated by labeling and advertising staffs of corporations and persons in charge of policies according to evaluation methods, and, in Simple Evaluation, higher scores were gained compared to Weighted Evaluation which reflected weighted values or Fuzzy Evaluation. The result shows that evaluation results can vary in policy performance evaluation according to evaluation methods.

This study examines the policies currently announced in the "3rd Comprehensive Library Development Plan" in relation to the discovery of individuals' potential in libraries and analyzes the current status of the tasks promoted and executed by central administrative agencies and municipal and provincial libraries based on these policies. Based on the analysis results, this study presents the methods for libraries to play their role in discovering the potential of individuals in the future. According to the results of this study, due to the poor performance of libraries resulting from reduced in-person events because of library closures and the promotion of non-contact services such as humanities classes and cultural programs in response to COVID-19, it is necessary to establish systems to support emergency management and non-contact programs in response to COVID-19, as well as increase the budget for extending reading culture projects for underprivileged regions and people. In addition, it is necessary to discover quality long-term, non-contact programs, provide infrastructure for non-contact program operation, and develop guidelines. Second, it is observed that communication- and discussion-type social reading programs need to be promptly converted into and operated as online classes. Third, the study results confirm that it is necessary to prepare measures to reinforce external cooperation, such as improving the convenience of and accessibility to information use for users, conducting seminars between domestic and foreign councils, promoting one-stop data sharing systems, executing data digitalization, expanding library infrastructure in preparation for the post-COVID-19 era, and promoting public relations activities.
