This short paper considers the situation where an environmental policy could play a source of an exogenous background risk at an individual's wealth and analyzes the effect of such a background risk on the individual's decision making in a simple chance-improving model. Our analysis shows that risks at initial wealth generated by an environmental policy could be regarded as an exogenous background risk in many cases and that such a risk makes a risk averse person behave more risk aversely in some restricted decision making situations. A policy maker considering an environmental policy which would affect individuals' initial wealth should take into account that the environmental policy could affect an individual's seemingly irrelevant economics decisions via his or her wealth.

This research is to make clear the volunteer activity system through analysing activity of volunteers. Main suggestions are as below. In management system, integrated cooperating system, improvement of delivering system of relief goods and developing operating manual of volunteering management are discussed. In education system, specialized education for different disaster areas, field orientation education, and training managerial positions are suggested. In supporting system, improving NDMS(National Disaster Management System), computerized program for volunteer management, insurance for volunteers, issuing a confirmation of volunteering activity, securement of emergency communication system, budget for prevention and donation are also suggested.

Smart work, which is a new way of working at out-of-home instead of an office, has become a widespread practice because it is considered as beneficial for both organization and employee. This study is conducted to investigate the differences about attitude toward the organizational effectiveness between smart worker and office worker in a call center. The result showed that the perceived advantages of smart worker(higher service climate, job satisfaction, organizational commitment, service capability) are more positive than those of office workers. Based on this result, the implications and policy directions of smart work were discussed.

Opening domestic market to international trade may enhance not only actual competition but also potential competition from foreign competitors. It seems that the competition authority has focused mainly on the actual competition (measured by the current market share) and has paid less attention to the potential competition. In this regards, this paper investigated the relation between potential foreign competition and domestic market structure. Using dynamic panel regression model, we analyzed the dynamic response of import penetration to the changes of domestic market condition in Korea as a proxy for the degree of potential foreign competition. The empirical results suggests that potential foreign competition does exist in the Korean manufacturing sector and this tendency is more stronger when the market is more concentrated. Thus, in order to effectively implement competition policy, it is necessary to consider both actual and potential competition.

Compared to corporate social responsibility(CSR) as business practices, government CSR policy have not been given much attention by researchers. This paper suggests drivers of government CSR policies and a conceptual model through examining concepts and social needs of CSR. The conceptual model encompasses three government roles: CSR vision setting, promoting and partnering. CSR can be useful to facilitate international transfer of clean technology, globalization of resource development companies, support for energy consumption of low-income classes. This paper concludes with summary and directions for future research focusing on areas of environmental and energy policies.

This paper proposes several alternative government financial supporting policy on IT-related small and medium sized enterprises. First, this paper considers reforming factors relating to current financial supporting policy and studies foreign government supporting loan programs through benchmarking so as to derive alternative financing supporting policy. Secondly, this paper analyses several investment supporting policies on IT-related small and medium sized enterprises. Finally, new Korean government financial supporting policy on IT-related small and medium sized enterprises is collectively diagnosed by putting comprehensive analyses together in this paper.

본 연구는 대구 섬유산업의 재구조화를 지역 내.외적 요인들의 관계적 관점에서 분석하고, 이에 기초하여 지역경제 발전전략의 정책적 함의를 도출하기 위해 수행되었다. 1970년대 이후 대구 섬유산업은 정부의 중화학공업 정책과 수출지향적 경제발전 정책에 힘입어 화학섬유 중심의 대량생산과 수출체제를 수립하였다. 노동력 공급의 부족현상이 나타남에 따라 노동력을 안정적으로 확보하기 위해 산업체 특별학급.부설학교와 섬유기술진흥원을 설립하였고 또한 기혼여성 노동력을 활용하기 시작하였다. 그리고 생산시설은 대구시 외곽지역에 집중적으로 입지하였다. 1980년대 중반 이후 대구 섬유산업은 국내.외 환경변화에 따라 구조전환을 시도하고 있다. 지역노동시장에서 저임금 노동력 확보가 어렵게 됨에 따라 자동섬유기계의 도입을 증대시키고 기혼여성과 외국인 노동력을 적극적으로 활용하고 있으며, 자본과 생산시설을 경북이나 해외로 이동시키고 있다. 대구 섬유산업의 재구조화 정책은 섬유업체간에 협력체제의 구축, 노.사공생의 노동제도 확립, 섬유업과 연관된 생산자 서비스업의 육성 등을 중심으로 추진되어야 할 것이다.

본(本) 연구에서는 에너지절약을 위한 주요 정책수단(政策手段)인 저리융자나 세제감면 또는 특별감가상각 인정 등 에너지절약 비용측면의 금융 세제지원이라는 과인성(課引性)정책과, 에너지수요조절를 위한 에너지가격 규제해제(energy price deregulation)나 에너지세(稅)의 추가부과 등 가격관리(조세) 정책의 경제적 효과를 비교 분석하였다. 그리고 에너지세(稅)부과의 경우 과세단계별 효과분석을 통하여 바람직한 과세포인트를 선택하고, 이를 통하여 현행 에너지절약 지원(支援)정책이나 에너지가격 및 조세체계에 대한 개선방향을 모색하였다. 분석결과, 약간의 물가상승 압박효과를 감수하더라도 에너지가격통제 해제나 에너지세 부과가 금융 세제지원제도에 비하여 에너지절약에 있어 그 효과가 크게 나타났다. 또한 에너지과세의 경우 그 대상과 실행시기에 대해서도 신축성을 기하는 것이 바람직한 것으로 나타나 에너지의 소비감소라는 효율성 측면과 함께 수반되는 물가압박요인을 고려하여 신중히 결정되어야 할 것으로 보인다. 그렇지만 단기적으로 에너지가격의 상승을 감수하더라도 DSM 프로그램비용을 자본화해 나감으로써 점진적으로 가격상승요인을 흡수하고 효과적인 에너지소비의 절약을 통하여 국민경제의 에너지비용을 줄여나갈 수 있는 종합적인 에너지대책이 마련되어야 할 것이다.

정보통신 기술의 발달은 보안 위협의 증가라는 결과를 함께 가져왔고 국내뿐만 아니라 국외로도 보안 정책 관리에 대한 필요성이 지속적으로 강조되었다. 본 논문에서는 여러 보안 장비 중 방화벽 정책 관리를 도울 수 있는 보조 시스템을 개발하였다. 이를 위해 오픈소스 방화벽 솔루션을 가상 환경에 구축하고 방화벽 정책을 추출 및 분석하여 미 동작 정책과 중복 정책을 식별하였다. 이러한 점검 보조 도구를 정책 관리에 이용한다면 낮은 이해도로 인한 Human Error의 발생을 가능한 줄이고 그 결과, 외부 위협의 최소화를 이룰 것이라 기대한다.

A new scheme needed to improve digital information accessibility with overall environment for handicapped persons is introduced in this paper. The improvement effects of digital information accessibility for handicapped persons are expected only when all the necessary hardwares and softwares need to input, process, output of information with social elements are provided all together. There are many previous papers regarded on web accessibility or IT technologies for handicapped persons separately. However, these subjects and computer accessibility are described here as a combined subject, and a new integrated improvement scheme including social factors and technical factors is suggested in this paper.
