지난25년간 유전자변형 생물체(LMO)는 가장 성공적인 농업 기술의 하나로 자리잡았다. 그러나 동시에 LMO가 격렬한 찬반 논란의 중심에 있었고 이로 인한 엄격한 규제의 대상이 되어 왔다. 카르타헤나 바이오안전성의정서와 LMO 위해성 심사 및 승인 등은 이러한 엄격한 규제를 대표하는 국제 혹은 국가 수준의 정책사례라고 할 수 있다. 특히 유럽연합은 역내의 반-LMO 정서를 반영하여 스페인 등 일부 국가를 제외하고는 거의 모라토리움 수준의 LMO 규제를 실시하고 있다. 유럽식품안전청(EFSA)는 유럽연합의 이러한 정책 결정에 따라 역내의 LMO 재배 및 사용에 대해 엄격한 심사업무를 담당하고 있는 기관이다. 최근EFSA는 그 동안의 심사 경험을 바탕으로 LMO의 심사 경험과 LMO환경 방출에 대한 모니터링 결과를 공유하기 위한 자료를 발간했다. 이들 자료는 EU에 비견될 수 있을 정도로 LMO에 대해 부정적인 정책적 입장을 취하고 있는 우리에게 다양한 시사점을 제공할 것으로 판단된다. 본 발표에서는 최근의 LMO 정책 환경 변화를 돌아보고, EFSA 보고서의 시사점을 살펴봄으로써 우리의 LMO 규제 정책이 합리적으로 개선될 수 있는 방향을 제시하고자 했다.

The purpose of this study is to give a guiding implications to strengthen the competitiveness of port policy in Philippines, considering the inefficiencies in the port infrastructures and management systems in the country, despite its average economic growth of 5-6% and subsequent increment in passenger and trading volumes. These growth figures imply a compelling need for a systemic development plan and impellent actions. This study used the analytic hierarchy process for conducting a port competitiveness analysis and the data on deterrent factors were collected through literature and internal government documents including on-site interviews of the parties involved. The implications of the analysis led the study to conclude the need for adopting an enhanced centralized management, a separate investment and management for ports, a grade classification of nationwide small-, medium, and large-sized ports, efficient incoming systems for port dues, and an advanced mode of financing and investment inducement, among others.

The purpose of this study was to examine teacher's emotional leadership practices and to suggest their educational policy implication. To do so, a survey was conducted on Chinese-Korean students in Yanbian area. Data samples were 605 students at three high schools. The major results are summarized as follows: First, the teacher's emotional leadership is an important variable to improve student's self-directed learning. Second, it is suggestive that the teacher should focus on developing students personal competences such as self awareness and self management rather than social competences. Lastly, the teacher should focus on and improve satisfaction of student's school life first, and try to increase student's self-directed learning. However, various variables that may influence teacher's emotional leadership should be included in the further study.

새 정부는 '행복주택 프로젝트', '임대형 보금자리주택 확대' 등 공공 임대주택 공급확대를 주요 정책과제로 추진할 것으로 보인다. 이러한 공공임대주택 확대 정책은 기본적으로 바람직하나 임대주택의 양적 질적 향상을 위해서는 민간과 공고의 역할 분담이 필요하다. 여기서는 현대경제연구원의 '민간 임간주택 산업 활성화 방안' 보고서를 통해 일본의 민간 임대주택 산업 발전 사례를 분석하고 국내 임대주택 산업구조 개선을 위한 정책적 시사점을 도출해 본다.

Any comparative study has not been done between Korea and a certain country about the social economic factors of elderly suicide rates, even though there has been comparative studies among several nations. Therefore, this study is going to reveal how the macro-social economic factors are related to elderly suicide rates based on Korea and the United States, which show great gap of elderly suicide rate and have completely different aspect of increasing and decreasing rate of elderly suicide, as members of OECD. For this, trend analysis has been done between elderly suicide rates of both Korea and the United States for the past twenty years(1990-2009) and social economic factors, and correlation analysis also has been done at the same time. After all, this study is going to suggest policy implications for the prevention of elderly suicide in our society based on the results of the analysis.

The purpose of this study is to suggest the policy implications through the analysis on the effects of social workers' negative reactions for client violence on burnout. Especially, This study is focused on identifying the moderating effects of demographic characteristics and institutional confrontations system. This study was carried out based on survey of social workers on social welfare facilities located in G metropolitan city and J province. The major findings can be summarized as follows. First, Social workers' negative reactions toward client violence affect on burnout significantly. Second, demographic characteristics and institutional confrontations system moderate the relationship between social workers' negative reactions toward client violence and their burnout. This study suggested some implications basing on the analytical results.

This study analyzed intra-regional disparities by using the concentration index of industrial organization theory. And the range of study is 11 cities in Chungcheongbuk-do province. This study aims to clarify the characteristics of the intra-regional disparities by using concentration ratio(CR) and Herfindahl-Hirschman Index. After the review of previous studies, we intend to study the intra-regional disparities using these two indexes. Target is the bio-health industry that all povinces in South Korea want to develop competitively. In addition the analysis was conducted by dividing the bio-health industry into four detailed fields(pharmaceuticals, medical devices, health functional foods, and cosmetics). These fields are based on the results of the city and county competitiveness-enhancing industry. The research results derived the intra-regional disparities index based on sales, the number of workers, and R&D expenses by detailed field. As a result it was confirmed that the strengths according to the detailed fields differed by region. It can be used as basic data in establishing differentiated industrial development strategies for each region in the future.
